2 Introduction With a view to promoting the facility management profession and recognizing the excellence in performance of delivering quality service to local and overseas facilities, The Hong Kong Institute of Facility Management (HKIFM) is proud to present awards to facility management service providers of specialized sectors in accordance with various assessment factors, including technology, green initiatives, carbon reduction, universal access, occupational safety & health and teambuilding. Objective To recognize the outstanding performance and excellent contribution of organizations in delivering an exemplary record of facility management, the EXCELLENCE IN FACILITY MANAGEMENT AWARD (EFMA) 2013 will be presented to individual winners of the respective categories. 4 Award Criteria Facility Management (FM) Core Competency Facility management (FM) performance is to assess how well people, work process and physical assets are integrated to serve the strategic objectives of an organization. For the sake of like-with-like comparison, the total FM performance is measured by the following areas of core competency: 1. Real estate portfolio management 2. Maintenance and operation management 3. Space planning and design management 4. Project and contract management 5. Environmental management 6. Health safety and physical security management 7. Human resources management 8. I.T. management 9. Law on local real estate 10. Financial management 11. Logistic management Please visit for details. The on-site management teams must be able to demonstrate that they can meet requirements of not less than SEVEN (7) core competence areas. Submission Format & Assessment Criteria A total of TWO (2) hard copies and TWO (2) digital copies (i.e. DVDs, VCDs, CD-ROMs, etc.) for document submission are required. Entrants are requested to comply with the submission format and guidelines of EFMA All application forms and submissions should be type written in either English or Chinese. Participants should provide not more than 30 pages of A4 text to support their applications. The Panel of Judges will base on the following award criteria and weighting for assessment: Criteria Weighting 1. Organization Structure / Governance 30% 2. Leadership / Teambuilding / Happy Workforce 30% 3. Management System / Technology 20% 4. Exemplary Record / Performance / Achievement 30% 5. 5 Support materials (such as photos, charts and diagrams) should be provided in the Appendix section. The submission should be presented in a lucid and presentable manner in the following format: 1. Cover Page Name, address, contact person(s) of the organization and date of application 2. Content Page 3. Executive Summary 4. Organization Structure / Governance An overview of your organization structure, including: Organization history Organization mission and vision Organization objectives and values Organization chart Average number of employees for the period from June 2012 to May 2013 Number of professional staff (with details) Primary services / products delivered to clients / customers Key client / customer groups The workforce profile of the organization (such as educational levels and number of employees by level) Primary facilities managed by the organization Contribution to FM profession 5. Leadership / Teambuilding / Happy Workforce Leadership is defined as what drives the organization and causes all other activities to happen. It is important for the applicant to demonstrate how the organization is competent in planning and management skills. The applicant should also show how the organization deploys its strategy and assures that its strategic direction is in line with the organization s primary objectives. The following examples provide some guidelines for this section: How would the managers and supervisors motivate different levels of team members to work for the long-term FM directions of the organization? How would the leaders of the organization communicate the mission and vision to employees of all levels? How would the leaders assess organization performance and increase the productivity of the organization as a whole? How would actions undertaken by leaders to demonstrate their abilities in leadership skills? How would the happy workforce culture contribute to the success of the organization? 6. Management System / Technology Process management is an essential element in business management, which indicates how the organization works and how it uses people and other resources to deliver its products and services in order to achieve the organization s goals and objectives. The organization should work in accordance with the certified management system(s). The applicant is required to demonstrate how the whole work processes are identified, documented and examined. The utilization of various tools and techniques for process improvement and dispute resolution should be shown. EFMA2013_G 5/6

Exemplary Record / Performance / Achievement To provide proven work record indicating the strength in facility management in the following core competence areas with at least four (4) specialties from Section A and at least three (3) specialties from Section B. Section A Real estate portfolio management Maintenance and operation management Space planning and design management Project and contract management Environmental management Health, safety and physical security management Section B Human resources management I.T. management Law on local real estate Financial management Logistic management 8. Green Initiatives / Carbon Reduction / Occupational Health and Safety / Barrier Free How would the organization adopt management initiatives to assure green direction for FM practice? What is the carbon reduction drive of the organization? How the dynamics in terms of key programs to steer carbon less FM momentum? What is the occupational health & safety program of the organization? How would the organization ensure compliance with the universal access approach of the facility? Rules Governing Applications: 1. Participants within the territorial limits of the Hong Kong Special Administrative Region and Asia Pacific Region are welcome to enter into this contest. 2. The nominated facility should be in operation. The performance of on-site management team will be assessed covering the period from June 2012 to May reserves the right to supplement information contained in the Application / Nomination Guidelines. For any discrepancies of any published information including any previous advertisements, the information contained in the Application / Nomination Guidelines (in English version) shall prevail. 4. In the event of conflict of interests between a judge / judges and an applicant/nominee, the said judge / judges will excuse himself/herself/themselves from the judging process of the respective category. 5.
