First, I must congratulate Mr. Anthony Lau and other former presidents who have made invaluable contributions to the Institute, which has grown from strength to strength under their leadership. I would also like to thank all Council and Committee Members for the active participation that has been crucial to the smooth operation and encouraging development of the Institute. Without their unfailing support, the Institute would not have grown to a membership of about 2,000 and become one of the most active and dynamic National Councils in the CILT family. The Institute will continue to support the transport and logistics industries through the organization of continuing professional development (CPD) activities, such as technical seminars, site visits, etc., for its members to enhance and sharpen their professional knowledge and skills. We will also continue to work closely with tertiary institutions to nurture young members and offer guidance for their career development, with the industries to develop rigorous and timely professional standards, and with the government to offer our professional views on transport and logistics developments in Hong Kong. Looking ahead, there are many challenges facing us. First, we have to strengthen our membership drive to sustain healthy growth and attract talented and well-developed professionals to the Institute. Second, we have to understand and meet the needs of both our members and potential members through well-devised communication channels and followup plans. Third, we need to strive for the recognition of our expertise and professionalism in transport and logistics by the HKSAR Government and the industries. Last but not least, we will strengthen our role and participation in CILT International affairs. I am confident that with your support we can meet these challenges. I would like to call on you to actively participate in our activities and provide us with your valuable feedback and advice. I look forward to seeing you at our coming activities. 2 The 13th International Conference of Hong Kong Society for Transportation Studies Transportation and Management Science" The Thirteenth International Conference of the Hong Kong Society for Transportation Studies (HKSTS) was successfully held on 13th to 15th December, The conference was jointly organised by the HKSTS and the Department of Management Sciences of the City University of Hong Kong, with generous financial sponsorship from Autotoll Limited. The Chartered Institute of Logistics and Transport in Hong Kong (), Eastern Asia Society for Transportation Studies (EASTS), The Hong Kong Institution of Engineers (HKIE)-Civil Division, and The Operational Research Society of Hong Kong (ORSHK) were the non-financial sponsors of the conference. The theme of this year s conference is Transportation and Management Science. According to the statistics released by the Census and Statistics Department, the Hong Kong Population was 6.99 millions at mid In each day, more than 11.6 million passenger trips are made using the public transport modes. In each month, there are 2.7 million visitors arrivals; 0.32 million tones of air cargo and 2 million TEUs port s container throughputs. The need for maintaining an efficient and rapid transport system in Hong Kong has never been so great. In addition to the large resources that are being invested by the HKSAR Government to improve and expand the transport infrastructure in Hong Kong, transportation planning and traffic management are crucial for the smooth operation of the Hong Kong transportation system. Not only that transport engineers, planners and researchers have to work together, statisticians, operations researchers, economists, urban planners, accountants, environmentalists, practitioners, geo-informatic specialists, and government officials should also play a more prominent role in the transportation planning and management. This Conference has provided opportunities for them to discuss, interact and exchange ideas. Welcoming Address by Prof. William H. K. Lam, President of HKSTS Keynote Address by Ms Eva Cheng, JP, Secretary for Transport and Housing, HKSAR With 89 papers making up the proceedings and 141 participants from local and overseas, we are glad that our conference has attracted much interest not only from the academics but also from government officers, professionals, consultants and practitioners. Ms Eva Cheng, JP, Secretary for Transport and Housing of the Transport and Housing Bureau, Hong Kong SAR Government, delivered a very informative Keynote Address on Transport Management Hong Kong s Way. 3 Professor Yupo Chan of the University of Arkansas at Little Rock, USA: Cyber Transportation Logistics: Analyzing a Global Value-Chain for Services, Professor H.-O. Günther of Berlin Institute of Technology, Berlin, Germany: Transportation Planning in Consumer Goods Supply Chains, Dr. Andy H. F. Chow of University College London, UK: Dynamic System Optimal Traffic Assignment A State-Dependent Control Theoretic Approach, Plenary Session II Professor Henry S. L. Fan of Nanyang Technological University, Singapore: Challenges in Transport Planning and Congestion Management, Professor Odd I. Larsen of Molde University College and Molde Research, Norway: Toll Cordons and Congestion Pricing The Case of Oslo, Dr. Theo Arentze of the Eindhoven University of Technology, The Netherlands: Towards Longitudinal Activity-Based Models of Travel Demand. The other eighty-two presentations at the conference were equally broad-based, covering the full spectrum of topics related to transportation. For the first time, we had included a session on Industrial Track and invited three consultants in transportation planning to present their experiences working in the industry. The other 24 sessions covered a variety of topics such as Travel Behavior, Environmental and Emission, Traffic Estimation, Activity and Pedestrian, Regulation on Public Transport, Public Transport in Asia, Railway, Toll and Competition, Scheduling, Traffic Network Equilibrium, Road Safety and Maintenance, Freight and Logistics, Cargo Terminal and Strategic Supply Chain Management etc. To foster excellence in transportation research and practice, our Society has established the HKSTS Outstanding Dissertation Paper Award which includes the Gordon Newell Memorial Prize of HK$10,000. This year s winner of the award is Dr. Andy Chow of University College London, UK. On the other hand, the judges for this year s HKSTS Outstanding Student Paper Award had a tough task, and eventually declared that for this year we had one winner and two first runner-ups. The winning paper was Impact of Time-Dependent Transport Management on Activity Location Costs by Xiaosu Ma of the Hong Kong University of Science and Technology. The two first runner-up papers were An Empirical Study on the Transaction Sector within Rail Firms by Rico Merkert of the University of Leeds and Analysis of Association between Traffic Exposure and Accident Risk in Hong Kong by Xin Pei of the University of Hong Kong. In the past 13 years, the HKSTS annual conference has gone from strength to strength and grown in size and scope, to become one of the leading regional conferences in transportation. Next year, the 14th International Conference of the Hong Kong Society for Transportation Studies will be held on 10th to 12th December, 2009, and will be jointly organised by HKSTS and the Department of Geography, Centre for China Urban and Regional Studies, Hong Kong Baptist University. Group photo taken at Ever Gain Logistics Center Dongguan/Guangzhou Logistics Study Visit, 11th October members joined a study visit to Dongguan Ever Gain Logistics Center having a site area of 350,000 sq.m. for its Phase One Development, and the Guangzhou Kwong Wing Cargo Service Logistics Center having a site area of 20,000 sq.m. Ever Gain Logistics Centre is a Japanese warehouse operator and Kwong Wing Cargo Service Logistics Center is a third party logistics Joint Seminar: The Development and Implementation of Safety Management System in Ngong Ping 360 Ltd, 16th October 2008 In the seminar, Mr. Joey Tse, Safety & Quality Manager of NP360, shared his experience with the audience in the development of a Safety Management System (SMS) for NP360. The following issues had been addressed: The content of the SMS How to put the SMS into practice? What are the challenges? What are the differences in the application of this systematic approach in a well established organisation, such as MTR, and an SME, such as NP360? The seminar was jointly organised by, HKARMS, HKIE-MMNC and HKIE-SSC. (from left to right) Mr. Eric Or (), Mr. Johnny Shing (HKIE), Mr. Joey Tse (the speaker) and Ir Barry Lee (HKIE) MTR Tai Wai Railway Maintenance Center Visit, 25th October 2008 With the opening of Ma On Shan line (MOL) in December 2004, there were 64 additional cars for the operation of MOL. To tie in with the expansion, the ex-kcrc constructed the Tai Wai Depot, to the south of Tai Wai Station, at a cost of HK$1.3 billion. Members visited the advanced and well-equipped depot which has a site area of 61,000 square metre. In addition to providing a stabling area, the maintenance centre handles first-line and second-line maintenance services for the MOL trains 16 no. trainsets (64 cars) and engineering wagons. The sophisticated systems can detect and deal with any unusual wear and tear on the trains at an early stage. Participants were introduced with sophisticated facilities like Train Wash Plant, Underfloor Lifting System and Underfloor Wheel Lathe System in the Centre. 4 Newsletter issue 35

5 Visit: Hong Kong Air Cargo Terminals Ltd (Hactl), 13th December 2008 On 13th December 2008, the Council and Council Committees were invited to visit Hactl. Members were shown the latest facilities and operations in air cargo handling in the terminal and the loading/unloading operations of freighter at ramp side. Seminar: Promoting Qualifications Framework (QF) in Logistics Industry, 15th December 2008 Mr. Patrick Pang, Chief Manager (QF) of EDB (right) received the souvenir from Mr. Timothy Li, Chairman of PAC The Qualifications Framework (QF) has been officially launched on 5th May The QF is a cross-sectoral hierarchy covering both academic and vocational qualifications required by various industries. In the past two and a half years, the Logistics Industry Training Advisory Committee (ITAC) has produced the Specifications of Competency Standards (SCS) in respect of the Air Freight and Express, as well as Shipping branch of the industry. The SCS for these two branches will be issued for industry consultation during the period from February 2009 to May Representatives from the Education Bureau delivered a presentation on introducing the proposed SCS and exchanged views with members in the seminar. The presentation material has been uploaded at the website for members further reading ( org.hk/member Login/ IS- Disk/ Disk/ Seminar Materials), and the copies of the draft SCS are kept as reference books in the Library. The award is a combination of monetary value and a 1-year free Student membership. Partial exemptions for the programmes have been renewed, and granted for 1 year from January to December (1) Professional Diploma in Business Logistics, 5 PQE papers (2) Professional Diploma in China Logistics, 3 PQE papers (3) Professional Diploma in Strategic Procurement Management, 3 PQE papers (4) Higher Diploma in Business (International Trade), 4 PQE papers Congratulations Congratulations to Prof. Anthony Yeh, Council Member and Chairman of QAC, for receiving the highest International Award at United Nation's Fourth World Urban Forum at Nanjing on 4th November Prof. Yeh was selected the winner of the 2008 UN- HABITAT Lecture Award, the highest international acclaims in the town planning field. The award is to recognise the outstanding and sustained contribution to research, thinking and practice in human settlements development and planning. Prof. Yeh is a pioneer in the application of geographic information system (GIS) technologies to urban and regional planning, an Academician of the Chinese Academy of Sciences and world-renowned scholar of The University of Hong Kong (HKU). Prof. Yeh was presented with the Award by Dr. Banji, Director of the Monitoring and Research Division, UN-HABITAT Prof. Yeh delivered a lecture on "GIS as a Planning Support System for the Planning of Harmonious Cities" at the Forum 6 Newsletter issue 35

YMC s visit to DHL CAH was for a look on the expanded operations of the hub. Thanks to Miss Julian Tsoi, DHL CAH s Communication Executive for presenting the utilisation of the hub, she showed us the practice of the site by taking us on a visit to the operation division including the sorting place, the monitoring area, etc. Our Student and Affiliate members were excited and during the visit they raised numerous questions about the market position of DHL within the region. Besides, thanks for the endless support from our members by their active participations on YMC s activities. 8 Mr. Victor Lai presented an Institute flag to Ms. Connie Chan of ACT operation centre. It allowed members to have a direct observation to the terminal s sophisticated container monitoring system. The bus tour in the ship yard made the participants more familiar with the ship side operations. Our members were all impressed with the comprehensiveness of the visit. Site Visit to Asia Container Terminals Ltd. (ACT ) 14th November 2008 YMC has the opportunity to visit ACT, which was incorporated in 1993 and is the major stakeholder in the six-berth Container Terminal 9 (CT9) development at the port of Kwai Chung, Hong Kong. During the visit Ms. Connie Chan, Commercial & Marketing Executive of ACT, delivered us with a detail presentation of ACT s company profile and future development. The presentation was then followed by a visit to ACT s Visit of Students from GITC CILT Supply Chain Management School, Foshan, China 14 students currently undertaking the CILT International Certificate course at GITC s ( ) CILT Supply Chain Management School paid a 2-day visit to Hong Kong on 24th and 25th October A campus tour at Hong Kong Institute of Vocational Education Tsing Yi and an industrial visit to Hong Kong International Terminals (HIT) were arranged for them on 24th October. Visit the Logistics-RFID Centre at IVE, Tsing Yi A gathering between young members of the Institute and Foshan students was organised at Office on 25th October when Ir Paul Tsui gave an introduction of CILT Hong Kong, Mr. Joseph Lau and Mr. Harry Poon shared their working experiences and study in Hong Kong respectively. All participants enjoyed the gathering and the opportunity to exchange their experience in their study in Hong Kong and China. 9 membership committee Member Profile Dr. Jeff Hoi-yan YEUNG, CMILT Dr. Yeung is the Director of Supply Chain Management Research Center, the Director of Master of Science Program in Information Technology Management, and a Professional Consultant in the Department of Decision Sciences and Managerial Economics in The Chinese University of Hong Kong. Dr. Yeung got his MSc in Industrial Engineering from University of Houston, Central Campus, and PhD in Manufacturing System Engineering from Queensland University of Technology. Before setting off to Queensland, Australia in 1994 to pursue a doctoral degree, he had served several large corporations including Motorola, East Asiatic Company Hong Kong Ltd., and Astec-An Emerson Company. Upon returning to Hong Kong in 1997, he started working for Albatronics Far East Ltd. - a Hong Kong public listed electronics manufacturing company as a General Manager. Prior to joining the Chinese University of Hong Kong, Dr. Yeung was a Business Consultant for J.D. Edwards Hong Kong Limited, a leading supply chain management solution provider.
