BACKGROUND On February 3, 2015 Cuncil apprved amendments t the Slid Waste Resurce Cllectin and Dispsal By-law S-600. These changes include the intrductin f clear bags fr municipal curbside cllectin f garbage. At that time staff indicated that a public cmmunicatins/marketing and educatin plan wuld be implemented ver a six-mnth perid leading up t changes cming int effect n August 1, DISCUSSION Key t success fr the implementatin f changes is educatin t residents. Clear, practive and cnsistent cmmunicatin is required t cnvey what is happening and hw residents can participate in changes at the curb. The bjective f the public cmmunicatins/marketing and educatin plan is t clearly and cnsistently explain changes t curbside waste preparatin and srting rules that take affect August 1, Hw are we infrming residents abut changes at the curb?

Mail Ntice/Direct Mail Piece In February, Changes at the Curb newsletter was direct mailed t all husehlders t ntify residents f Cuncil apprved changes. A PDF cpy f this educatin piece is embedded belw. This direct mail piece als included tw inserts: 1) A new Husehlder s Guide t Waste Srting and 2) Green Cart/Garbage Cllectin Calendar. Please See Attachments 1, 2 and 3. Print Advertisements All print dailies alng with weekly and mnthly cmmunity papers were utilized t cmmunicate changes at the curb. Print mediums were utilized beginning in February and will cntinue up t and including the mnths f August and September t maintain the message. A PDF cpy f the print ads are included belw: Please see attachments 4 and 5. Online Advertisements Big bx and leaderbard advertisements were included in Facebk, Herald nline advertising. Bus bard Advertisements Halifax Transit bus bards include cverage n bth inside and utside bus panels bked fr the mnth f July where space can be accmmdated. A PDF cpy f the bus bard is included belw: Radi Advertisements Radi advertisements were initiated the week f February 25 th and are nging. Radi script advises f changes at the curb being apprved in February, what the changes are and when they cme int effect.

3 ESSC Reprt July 2, 2015 Halifax.ca/clear and Halifax Recycles Facebk page The Halifax.ca/clear website page includes infgraphics, changes at the curb FAQ s and updated prgram infrmatin. This website has been updated thrugh the entire perid f By-Law apprval prcess, public hearing and when Cuncil apprved changes in February The website has featured sptlight images n the main landing page with banner prfile. Slid Waste website pages are amng the tp 3 (#1 Transit, #2 Slid Waste and #3 Plice) fr views n municipal website pages visited and remains high frequency f site views. Cuntdwn t August 1 st is included n the site and the Municipality is encuraging residents t start using clear bags fr garbage nw. Campaign elements and educatinal materials are als being psted t the Halifax Recycles Facebk page n an n-ging basis. Enter t Win Cntest /Survey Cmmencing the mnth f July, fr six weeks Halifax residents visiting the Municipality s clear bag inf site (halifax.ca/clear) will have a chance win ne f six IPads being drawn weekly. Educatinal Materials The fllwing educatinal materials are being used t supprt prgram messaging: Direct Mail Out Newsletter New Husehlder Guides 2015 Cllectin Calendars Changes at the Curb Infgraphic psters Updated Mini Bin Lid Stickers Pp Up Display Banners Bkmarks Glad Clear Bag Sample Packs Special Events/Outreach Educatin Since February Slid Waste educatin staff have been visiting schls and attending special events and trade shws t cnvey the Changes at the Curb and distribute educatinal materials. The fllwing is a sample f the venues: Spring Hme Shw March 26 (5,000 + attendees) Wellness Shw April 18/19 (1,000 + attendees) Saltscape Shw April (5,000+ attendees) Welcme Newcmers Event April 30 (500 +) Canada Day Bedfrd July 1 Halifax Pride Parade July 25 Thrughut the summer sample clear bag packs will be distributed at civic events and parades. Direct t Husehld Curbside Let s Be Clear Educatin Sticker & Glad Clear Bag Pack During the mnth f July, residential haulers will affix an educatin sticker tgether with a Glad Clear Bag Pack/cupn t green carts curbside. Alng with the free clear and blue bag with cupns, the sticker will ntify residents f clear bag fr garbage effective August 1 st and direct residents t the website fr mre infrmatin and enter t win in the nline cntest. Nted belw is a cpy f the 4inx5in educatin sticker that is being used.

4 ESSC Reprt July 2, 2015 Public Affairs & Scial Media In advance f the educatin sticker and Glad clear bag packs initiative, a public service annuncement will be distributed t media and infrmatin shared thrugh the municipality`s fficial Twitter accunt (@hfxgv). Additinal infrmatin will als be psted n the Halifax Recycles Facebk page, which currently hsted up-t-date details regarding the Changes at the Curb campaign. Key messages regarding the campaign are als incrprated, where relevant, t nging media inquiries and requests fr interviews. Direct t Residents/Cnsumers at Retail Outlets Slid Waste staff have cnducted utreach t partner with the retailers that stck retail clear bags t distribute the Let s Be Clear educatin stickers. The fllwing is a list f retailers in the Halifax regin that have jumped n bard t supprt the clear bag message: Atlantic Superstre all stres Sbeys all stres Canadian Tire all fur lcatins Kent all fur lcatins Giant Tiger all three lcatins Hme Hardware all three lcatins Rna all six lcatins Retailers will determine the methd f distributin. In speaking with grcery retail utlets that may include distributin at each cash register with purchase, stickers can be affixed t bags r placed inside bags upn purchase. Slid Waste staff have been welcmed t participate in stre t prmte and prfile the clear bag prgram and be nsite t answer resident inquiries. Staff will crdinate nsite visits and have als partnered with the Adventure Earth Centre (AEC) HEAT Yuth Leaders t assist in educatin utreach during this busy time. Waste Cllectin Fleet Signage In cnjunctin with the new cllectin cntracts and requirement fr fleet at start-up (01 July 2015) there will be at a number f cllectin vehicles slated fr new decaling and include a

5 ESSC Reprt July 2, 2015 municipal clear bag message with signage affixed nt trucks. This has been dne in ther jurisdictins and is a tl t enhance prgram cmmunicatin. The private sectr haulers are supprtive f this initiative. The decals will be rlling ut nt fleet thrughut the Halifax regin starting in the cre areas. The message is expected t mirrr the cmmunicatin carried thrughut the campaign as applied t the transit bus bards and will have lngevity. Slid Waste APP (Web & Mbile) Slid Waste with ICT team members have undertaken a request fr prpsals fr a service t enhance prgram cmmunicatin t residents. This is an n-line resurce that includes a waste srting guide search tl where residents enter a material type in the search menu with instant results t identify what ges where (recycling, garbage r garbage). Residents will never miss anther cllectin day as they can sign up fr reminder ntificatins regarding garbage r rganic cllectin weeks. Residents simply enter a civic address t find ut their cllectin day/week. The tl als prvides the ability fr residents t sign up t receive ntificatins when weather may cancel cllectin and hliday alternative cllectin day ntificatins. Cllectin calendars can be dwnladed and a mail ut requested. With Changes at the Curb rll ut, this tl will enable residents t check if items are recyclable r cmpstable withut having t call 311, and Slid Waste will be able t cue up additinal ntificatins t prmte recycling bxbard and paper bag fr excess leaf and yard waste and ther seasnal messaging. The APP is scheduled t be up and running fr public access by August 1 st. Resident Hme Visit Slid Waste educatin staff are able t speak t residents, review their current waste management practices and prvide advice n hw t participate in the prgram. Residents can request a hme visit and educatin by ing wasteless@halifax.ca r call Call Centre 311 call centre staff have been prvided infrmatin and FAQ s t answer calls that cme in and have been prvided educatinal materials t mail ut t residents upn request. Slid Waste staff have further prvided new wrkshp training sessins fr all call centre staff as part f the educatin and cmmunicatins campaign. Calls that cannt be addressed by 311 will be frwarded as Tier 1 t Slid Waste staff t address and is the current prtcl. Visual Media Interest Clear bag vides fr TV and YuTube channels are in prductin slated t air in July. The made fr TV vide is intended t raise public interest and awareness. YuTube channel vides will be instructinal and will address questins f hw t participate in the prgram. These vides will cmplement the vides that already have been prduced that shwcase what happens t the waste (cmpst, garbage and recycling) fllwing cllectin t the prcessing facilities. Vides reside n the municipal Yu Tube channel Prgram Cmpliance Prmtin Effective August 1 st Hauler Curbside Educatin Starting n August 1 st where residential cllectin crews identify residential prperties using mre than ne dark bag, the bag will be affixed with an educatin sticker alng with a Glad clear bag pack and cupns. The educatin sticker will identify that nly ne dark bag is permitted.

6 ESSC Reprt July 2, 2015 It is resident s respnsibility t bring uncllected materials in frm the curb fr prper srting and preparatin fr cllectin the next cllectin cycle. By-law Educatin and Cmpliance at the Curb Slid Waste staff will be assisting by-law cmpliance staff respnding t any resident cmplaints where uncllected material remains curbside fllwing cllectin day. These prperties will receive a visit where ccupant/resident will be advised they have anther 24 hurs t remve the waste frm the curb befre the city staff arranges special cllectin and bills back the csts. If there is n ne at hme during the ntificatin phase, there will be infrmatin left as a dr hanger r in the mail bx as applicable. Upn staff return t the prperty t verify, where material is still curbside, the municipality arranges fr cllectin with clean up and cllectin csts billed back t the prperty wner. Illegal Dumping Strategy In respnse t cncerns that illegal dumping may ccur, stakehlders frm Slid Waste, By-law Cmpliance and Legal Services, Halifax Reginal Plice, RCMP and DNR are reviewing and develping prcedures and prtcls. A cmmunicatins plan and related tactics are being develped t supprt the Strategy.

7 ESSC Reprt July 2, 2015 FINANCIAL IMPLICATIONS Funding fr the changes at the curb cmmunicatins and prgram educatin activities are included in the apprved 2015/16 Slid Waste Resurces budget.
