Include the seller "Microsoft Advertising Exchange (280)" by clicking on the green checkmark icon.

Select Specific Domains, enter the domain, msn.com, click the Add Domains button, and then select Include. From here, in the Targeting section, you can target users based on geography, segment, frequency, day-part, system, and page properties. If interested in demographic targeting, navigate to the Partners tab then Packages Marketplace. On the left pane, select the Select Sellers button under Specific Seller Packages. Here, search under the All tab for Microsoft Advertising Exchange 280 and Include in your Sellers. Once Console has refreshed, search or filter for the packages which contain the desired demographic targeting package. Upon finding the desired demographic, select Add to Cart.

Make sure that Buy using deal targeting is selected. CONFIRM DEAL TARGETING In the Deals Targeting section, select the Edit button and confirm the desired Deal ID is enabled.
