9 4-5 MINOR CROP REGULATION / THIRD PARTY REGISTRATIONS Many Vegetable Crops are considered as Minor Crops Several countries have a registration system for use of seed treatments in minor crops E.g. France, UK, Belgium and Germany - NL does not have a minor crop procedure for seedtreatment in Vegetable crops. Third party registrations Possible in BE, UK and DE 9

10 D.APPLICATION FOR EXPORT IN THE EU AND OUTSIDE THE EU Concept of export licenses applies: export licenses allow individual countries within the EU to grant permission for treatment of seeds intended for export outside the EU France, Spain and Hungary: local solutions in place which allow for the use of products for treatment of seeds for export outside the EU France Spain Hungary A letter from the Ministry of Agriculture allows for the treatment of seeds for export outside of the EU as long as the active substance(s) are registered in the destination country. This position is confirmed by a decision of the constitutional council. Permit issued by the Ministry of Agriculture, Food and the Environment allows for the use of products for treatment of seeds for export outside of the EU as long as the product(s) are registered in the destination country. Minor use extensions for TMX seed treatment products on greenhouse crops allows for the use of the products for treatment of seeds for export. Denmark: Ok (but not yet published for Thiamethoxam) Germany, Belgium are exploring options locally to allow products for treatment of seeds for export outside of the EU

11 RESULTS OF DIFFERENCES BETWEEN COUNTRIES Vegetable seedcare complex to manage for CP and Seed companies - High threshold for CP companies to create a workable solution - High costs and liability aspects for seed companies exporting WW. Timeline constraints in registrations between countries - Differences in possibilities depending on location (in a Global market) - Application issues (crops and dose rates) - No registration, no communication: no grower support in importing countries Different views on Crops / Minor crops - Trt allowed in one country, sowing in all EU - Moving seeds for trt and back. - Seedbag labelling Application for export - Effect on the global market RESULT: Not harmonized EU and country regulation creates VUCA world for all involved in seeds and seed treaments Classification: Public
