LEGAL DOCUMENTS ON FOOD OF PLANT ORIGIN SAFETY CONTOL Procedure of Food safety control for exported food of plant origin: - Products must meet Vietnam s food assurance safety conditions; - Being conformable with food safety regulation of countries of importation; - Vietnam Competent shall grant certificates for exported vegetable if so requested by imported countries. 7

LEGAL DOCUMENTS ON FOOD OF PLANT ORIGIN SAFETY CONTOL Procedure of Food safety control for imported food of plant origin: - Registration dossier of the exporting country: Competent bodies on Food Safety for foodstuff of plant origin in the exporting countries shall complete and submit documents for registration to the NAFIQAD for review and approval for meeting Vietnam requirement on food safety; - Inspection of imported consignment: At ports, inspection of documents of the consignment; visual inspection; and taking samples (the maximum sampling frequency is 10%) shall be implemented. - Monitoring of products after customs clearance: After customs clearance, imported goods are subject to monitoring of relevant competent agencies 8

STATE ASSIGNMENT ON FOOD OF PLAT ORIGIN SAFETY CONTROL Stages Authorities in charge Production National Agriculture Extension Center: - Training and guidance to farmers; - Transfer Technology Crop Production Department: - Control at farms, pre processing that attach with farms; - VietGAP certification. Processing Department: Control at processing factories Plant Protection Department (PPD) - Control at pre processing - Implementation of pesticide residue monitoring program in the field NAFIQAD -Carrying out investigation of non-compliance cases and proposing appropriate corrective actions. - Implementation of national monitoring program on the market Local Agriculture Department (63 provinces): Inspection and certification on food safety condition for producers; 10 10

STATE ASSIGNMENT ON FOOD OF PLAT ORIGIN SAFETY CONTROL Stages Authorities in charge Import NAFIQAD (Agro-Forestry and Fishery Quality Assurance Department) - Verifying registration dossier for inclusion in the list of countries to export to Vietnam - Leading on-site inspection in exporting countries (In case of necessary); PPD (Plant Protection Department): Inspecting consignments at posts of entry and issuing Inspection Certificate for import. Export PPD Inspecting consignments and issuing Health Certificate for export as requests of importing countries

12 III. PPD S RESPONSIBILITIES IN FOOD OF PLANT ORIGIN SAFETY CONTROL 12

13 Background PPD is a State management agency under the Ministry of Agriculture and Rural Development (MARD) Employs around 500 staffs working in the areas of plant protection, plant quarantine, pesticide management, food safety on food of plant ogigin and inspection. 13

14 Mandate To carry out plant protection extension activities To administer plant quarantine activities at the national level To conduct pesticide management Safety management in food of plant origin Inspection 14

15 Plant protection Submit to Minister to declare pest outbreak and pest outbreak ending; provide guidelines for pest outbreak control; propose supports for pest outbreak control and production recovery; Direct pest surveillance, monitoring and forecasting activities; guide and direct the implementation of prevention and control practices Develop and maintain monitoring and warning system; manage the database of plant protection 15

16 Plant quarantine Providing phytosanitary inspection services and certification for the import and export of plant commodities Supervising phytosanitary treatments for the import and export of plant commodities Undertaking domestic and post entry quarantine procedures Conducting pest risk analysis (PRA) Conducting research and development activities in plant quarantine area 16

17 Pesticide management Submit to Minister to issue the list of permitted pesticides and list of banned pesticides Pesticide registration Licening: import pesticide, manufacturer, sole, using of pesticides and certificate for Free Sale Inspection: manufacturer, distribution, using of pesticides 17
