1 EXECUTIVE SUMMARY PLP Barpeta district has almost a plain topography with a gentle slope towards the South. The district has a high density of population 632 persons per sq. km as against a state level density of 397 persons per sq km. The major agricultural crops grown in the district are paddy, pulses, oil seeds and fiber crops. Besides these crops, the district produces various types of horticultural crops viz. coconut, arecanut, banana, lemon etc. Pisciculture is a major enterprise in the district. Livestock rearing also provides supplementary income to a large number of rural house holds and certain pockets like Bajali, Gobardhana, Mandia etc are known for cattle farming, poultry, goat and piggery. The institutional credit structure in the district comprises mainly of RRB (20 Branches), Commercial Banks (60 Branches) and Cooperatives (3 Branches). The total Bank branches operating in the district is 83, of which Assam Gramin Vikash Banks have the highest no. of Branches with 20, followed by State Bank of India with 4 Branches. The district has 7 Private Banks catering to the need of urban population. For the last three years the district has been maintaining a steady CD ratio of 45%. The highest CD ratio is being exhibited by Assam Gramin Vikash Bank with 7%. Under Crop loan Banks have disbursed an amount of ` Cr with 9956 KCC. State Bank of India has disbursed highest amount of KCC loan to the tune of `4.7 crore. Similarly, all the Banks have disbursed a ground level credit of ` crore under priority sector during the year The highest disbursement is done by Assam Gramin Vikash Bank with ` crore. Year wise comparison reveals that the district has increased its in GLC by 50% over its previous years. The credit projections as per base PLP projection (202-7) for the year was at ` lakh. However based on trends in actual GLC, operational constraints and others, this year projections have been updated and is estimated at ` lakh, comprising of ` lakh for Agriculture (` lakh for Crop and ` lakh for Agri Term ), ` lakh for MSME Sector. The sub-sectoral projections for the year is given as under. Farm Credit Paddy is the major crop grown in the district. Lack of irrigation facilities (especially during Rabi), poor electricity supply, and problems related to input procurement, absence of proper marketing facilities deplorable condition of rural roads etc, pose constraints. However, the total cropped area in the district is ha with a cropping intensity of 60%. The projection for crop loan during is ` lakh. Agriculture Term Loan or Investment Credit loans are given for purposes viz Water resources, Animal Husbandry activities (Dairy, Poultry, SGP), Fisheries, farm mechanization, Plantation and Horticulture etc. Under the head Agriculture term loan PLP projection of ` lakh has been fixed for the year Agriculture Infrastructure Agriculture Infrastructure financing comprises of providing Bank loan for construction of Cold storage, warehouses, market yard, godowns, silos and running of these units. Under the head PLP projection of ` lakh has been fixed for the year Agriculture - Ancillary Activities Ancillary activities includes loans to co-operative societies of farmers for disposing of the produce of members, loans for Food and Agro-processing, loans to Bank loans to Primary Agricultural Credit Societies (PACS) and loans sanctioned by banks to MFIs. Under this head projection of ` lakh has been estimated for the year MSME MSMEs are an important employment generating sector, and also helps in capital formation, growth of entrepreneurship among local people, reduced migration and ensures inclusive growth. The industrial policy, of the state government, North East Industrial Promoting policy of GOI and MUDRA scheme may go a long way for industrial development. ` lakh is the projection under the sector for the year

2 Education PLP Education loan is boon for deserving and meritorious students who do not have ready resources for meeting the ever increasing cost of higher and technical education. Under the head, PLP projection of ` lakh has been fixed for the year Housing Constructing or purchasing a house demands a lot of resources and most of the people cannot still afford despite investing all their savings. Therefore, there is an urgent need for increasing credit flow to this sector and a credit projection of ` lakh has been fixed for the year Renewable Energy Biogas being a renewable source of energy is user friendly and is a very good alternative source of energy. The Biogas & Manure Management Programme (BMMP) attaches great importance and priority to the use of Biogas. Under the head, PLP projection of ` lakh has been fixed for the year According to the revised priority sector guidelines loans to SHGs, loans to distressed person, overdraft under PMJDY etc are covered under as a separate sector under the overall priority sector loans. Under the head, PLP projection of ` lakh has been fixed for the year Infrastructure Support Under social infrastructure, schools, health care facilities, drinking water and sanitation facilities have now been brought under the ambit of PSL norms. Accordingly PLP projection for the year with an amount of ` lakh have been fixed. Roads and Bridges, power, drinking water supply, market infrastructure etc are the major areas of concerns under infrastructure development. Flood is a recurring problem in the district. Steps need to be initiated to ensure preparedness. Vaccination of animals prior to flood as per technical requirements should also needs be considered. Infrastructure which is an index of the development status of an area or region. The PLP gives Indications to the State Government on the areas where investment in infrastructure would help in improving production in important sectors of the district s economy. Chapter X lists the infrastructure components for which the State Government may consider assistance under RIDF. The performance of Banks under Priority Sector lending is satisfactory. However, timely disposal of loan applications and a farmer friendly approach shall help in increasing credit, deposits as well as recovery. CD ratio of the district is 45% leaving scope for increasing leading under priority sector. Improving recovery is essential to help the banks participate in the sponsored programmes as well as in ensuring coverage of farmers (small & medium) and others. Chapter on Informal Credit Delivery System highlights innovative micro- Finance initiatives/ practices in the district. A brief write up on a few well established NGOs involved in promotion of SHGs through micro-finance, Joint Liability Groups (JLGs) have been discussed in this chapter. JLG/SHG financing has scope with the coming up of NRLM. Area Development Scheme Considering the potential of Dairy sector in the district, area development scheme has been prepared by BARD, for a part of Barpeta district - Barpeta Dairy Cluster for implementation by three banks viz., Assam Gramin Vikash Bank (AGVB), Canara Bank and IDBI Bank on pilot basis in the district. The total plan out lay is of `0.79 cr with establishment of 492 units. The project would be implemented in Bajali subdivision comprising 2 Dairy Societies. Thrust areas for Infrastructure development such as Irrigation facilities, road networks, etc. are essential for development of a district. Minor Irrigation projects should be taken up in a big way for the benefit 2

3 PLP of farmers. Abundant surface water available in the district may be harnessed for this purpose. However, for sustainable development of water resources conjunctive use of ground and surface water should be adopted. Market Yards and Rural Godowns have to be constructed at important rural market places for the benefit of farmers. This may be done under public -private partnership basis. Improvement of existing infrastructure should be taken on priority basis. None of the PACS have scientific warehouses. The infrastructures of the PACS are required to be strengthened. Conclusion Considering the available potential, infrastructure, banking outlets, government policies, farmers' participation, markets, extension services an amount of ` lakh has been estimated for credit flow in the district for the year To fulfil this target co-ordinated approach of all the stake holders are necessary. Strengthening of SAMIS, monitoring at district and block level, financial literacy, financial inclusion, coverage by SHG and JLG are also required to develop the district as well as the farmers. 3
