33 As Is Situation APEDA: Main function is to do the registration of exporter for which they issuedrcmcnumbertothem.thisisvalidfor5years. APEDA monitor pesticide residue, achieve product standardization and facilitate tracing back from retail shelves to the farm of the Indian grower, through the various stages of sampling, testing, certification and packing for grapes, pomegranates, Peanuts and selected plant products as per importing country requirements. APEDA also issue the certificate (RCAC) for Rice, valid for 3 months. Testing of Pesticides residue is done by Quality Assurance & Testing Laboratories accredited by DMI, EIC etc. EIC: Issues health certificate for following six products basmati rice, fish, honey, milk products, poultry meat & egg products for Europe, Russia, Vietnam and Bangladesh as per government mandate. 1/24/2016 NIC 33

34 As Is Situation Quality Assurance & Testing Laboratories: ARBRO pharmaceuticals, New Delhi is a quality assurance testing laboratory, which does testing & enters test report data on APEDA application. Pesticide Residue Lab (Ultra Lab Bangalore): This Ultra lab does Pesticide Residue Analysis of different agriculture commodities Commodity Boards: Coconut Development Board is an Export Promotion Council and recommends measures for regulating imports and exports of coconut and its products. 35 As Is Situation PSC issuing Authority: PSC issuing authority includes Plant Quarantine Stations, Central Integrated Pest Management centres, State Agriculture Department, Research Institutions (NBPGR, IFGTB etc.). They are authorized by the the Directorate of Plant protection, Quarantine & Storage(DPPQ&S) Faridabad to issue the PSC certificate on their behalf. DPPQ&S: Directorate of Plant Protection, Quarantine & Storage, Department of Agriculture & Cooperation has automates its services through the workflow application NBPGR: NBPGR is PSC issuing Authority. National Plant Quarantine Station New Delhi, Regional Plant Quarantine Stations (Mumbai, Kolkatta, Amritsar, Chennai), Plant Quarantine Stations (Bangalore, Kandla, etc.) are using the PQIS application 1/24/2016 NIC 35

37 Animal Quarantine As Is Processes From Other States As-Is of Mumbai: In case of Animal Quarantine, the process of import and export are same as of Delhi office except the differences in the format to issue AQC. As-Is of Bangalore: There is no Animal quarantine office in Bangalore, they directed to Chennai office for any kind of information related to animal quarantine. As-Is of Madhya Pradesh: HSADL lab, Bhopal is Animal quarantine test lab; they are using their own software to generate lab test reports for AQCS and importer. Test reports are being sending to AQCS/importer via /hard copy. Our scope is identifying if any linkage can be developed to see HSADL lab test report if required by AQCS, which can be done only when they are using any application. Customs Department: Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It gives the Customs clearance for import/export of livestock/ livestock product/plant/plant material. 1/24/2016 NIC 37

38 As Is Processes From Other States MPEDA: The Marine Products Export Development Authority (MPEDA) was constituted in 1972 under the Marine Products Export Development Authority Act 1972 (No.13 of 1972). The role envisaged for the MPEDA under the statute is comprehensive - covering fisheries of all kinds, increasing exports, specifying standards, processing, marketing, extension and training in various aspects of the industry. MPEDA functions under the Ministry of Commerce, Government of India and acts as a coordinating agency with different Central and State Government establishments engaged in fishery production and allied activities. 39 As Is Processes From Other States DADF:Department of Animal Husbandry Dairying & Fisheries (DADF) is responsible for matters relating to livestock production, preservation, protection and improvement of stocks, dairy development. The main focus of the department is on: Preservation & Protection of livestock through provision of health care. Strengthening of central livestock farms (Cattle, Sheep and Poultry). Expansion of aquaculture in fresh, brackish water, welfare of fisher folk, etc. FPI: The Ministry of Food Processing Industries, set up in July 1988, is the main central agency of the Government responsible for developing a strong and vibrant food processing sector. The functions of the Ministry can be broadly classified under policy support and development activities: a) Formulation and implementation of policies for food processing sector with overall national priorities and objectives. b) Facilitating creation of conducive environment for healthy growth of the food-processing sector. c) Promoting rationalization of tariffs and duties relating to food processing sector. 1/24/2016 NIC 39
