Introduction / Background: The need over the years for a holistic transformation of the Nigerian State necessitated an inclusive national strategy that gives cognizance to continuity, consistency and commitment (3Cs) to agreed policies, programmes and projects, as well as an absence of a long-term perspective. In response, the administration of the former Nigerian President, luck Ebele Jonathan (GEJ), embarked on a broadbased National Economic Transformation Agenda (NETA) covering the period The Agenda aimed to deepen the effects and provide a sense of direction for the Jonathan administration. The agenda was based on a set of priority policies and programmes which when implemented helped transform the Nigerian Economy to meet the future needs of the Nigerian people. The Agenda worked to diversify the economy from reliance on oil economy, promote food security and create employment, especially for Nigerian youth. Seven sectors were identified under the agenda as growth drivers, including agriculture and rural development. In line with the NETA, during , the Federal Ministry of Agriculture and Rural Development (FMARD) embarked on an ATA (Nigeria Agricultural Transformation Agenda) to reposition agriculture to drive Nigeria s economy, building on the foundation established through the African Union s Comprehensive Africa Agriculture Development Programme (CAADP). The ATA constitutes the biggest effort by the federal government of Nigeria to grow agriculture in the country s history. Its goals were to industrialize the sector to become more productive, efficient and competitive through a governmentsupported, but private sector-led and driven agricultural transformation. Implementation of the ATA strategy between 2011 and 2014 was based upon a bold plan to reach tens of millions of farmers directly with improved technologies of seeds, breeds, fertilizer, feed, and agrochemicals. The plan also called for building functional markets, increasing farmers access to mechanization services, and expanding agricultural financing via an innovative risk sharing facility. Generally, the ATA consisted of five major pillars, namely: Growth Enhancement Support (GES),

2 Development of Market Corporations, Staple Crop Processing Zones (SCPZs), Access to Low Interest Rate Finance by Farmers, Policy and Institutional Reforms. The broad aims of the ATA were to reduce reliance on food imports by adding 20 million MT to domestic food supply, expand value addition to locally produced agricultural production, and create 3.5 million jobs along agricultural value chains. The GES (Growth Enhancement Scheme) programme, was by far the largest intervention, used an electronic wallet (e-wallet) located on a mobile phone or smart card, to provide tens of millions of farmers with direct access to improved seeds and fertilizer. GES utilized a national farmer database made up of 14.3 million farmers, a network of agro dealers created such that a farmer was no more than 10km from an agro dealer, and robust seeds/breeds, fertilizer, and agrochemical supply chains. At the end of three years, farmers had redeemed 102,703MT of improved rice seeds, 67,991MT of improved maize seeds, 130 million stems of cassava, and 45.5 million seedlings of improved cocoa hybrids amongst many other crops. Total improved seed production in the country rose from 14,788MT in 2011 to 170,692MT in 2014, a 1,054% increase. There was also a monumental increase in seed companies from 11 to 34 between 2011 and Fertilizer use by farmers also increased from 178,942MT in 2011 to 664,025MT in 2014 a 271% increase. A total of 1.3million MT of fertilizer was redeemed by famers under the GES in the period The impact of ATA has been tremendous. National food production grew by 21million MT of food and Nigeria s food import bill fell from an all-time high of N3.19 trillion in 2011 to N1.1 trillion in 2014, a 300% reduction. Direct farm jobs rose by 3.56 million in the period 2012 to 2014 due to ATA interventions. Banks lent N27.5 billion to fertilizer and seed companies during the period 2011 and Over US$5billion investment were made in the fertilizer sector alone. Agriculture became an exciting sector in Nigeria, attracting the rich, young, and famous. In the interest of sharing Nigeria s experience and best practices with other countries, there is a need to accurately evaluate and document in the form of a book, the country s implementation of its ATA, including its successes, the ICT technology innovation, lessons, as well as the challenges experienced by the programme implementation and its prospects for long-term sustainability. The study envisaged to stem from this Concept Note will prepare a comprehensive publication on Nigeria s ATA. The book will assist to raise development effectiveness through providing and exchanging innovative knowledge solutions with African countries for the transformation of their agricultural sectors, as envisaged by the Bank s Knowledge Management Strategy for the period In addition, the book will contribute to driving Africa s agriculture and food security agenda, as encapsulated in the Bank s Ten-Year Strategy ( ), the Bank s draft African Agricultural Transformation Agenda ( ). Finally, the Book will support the Bank s blueprint for African countries transformation, as encapsulated in the recent High Fives Agenda of the President of African Development Bank. To ensure the success of the publication of the book, it is prudent that a Consultant be hired to assist the Director of AHAI to prepare the ground work for the study, think through the nitty-gritty (project/study design details) of the project and its implementation plan involving setting up project secretariat; contacting and communicating with prospective study collaborators (IITA in Ibadan, IFPRI in Abuja, relevant AfDB staff in Abidjan and Abuja, FMARD staff in Abuja; staff of NBS in Abuja, Staff of selected or sampled States Ministries of Agriculture and ADPs, Regional and State Directors of ATA, etc.); identifying and sourcing of resources/personnel for the project; secure financing for the project; and identify key technical experts for the project, etc. 2. Objectives of the Assignment: The objective of this Terms of Reference is to specify the broad and specific responsibilities and tasks that must be successfully undertaken and accomplished by the consultant to facilitate a timely publication of the ATA book. 3. Main activities and deliverables: The Consultant will have the following terms of reference:

3 Assist the Director of AHAI to prepare the ground work for the impact/assessment study of the implementation of Nigeria s ATA and the subsequent publication of the ATA book Spearhead the project/study design and preparation by outlining the overall objectives and methodology, study framework and process, organizational arrangements and time frames, and other pertinent details of the study Undertake a critical analysis of resource, materials and personnel need for the study and publication of the ATA book Support the Director of AHAI in setting up the project secretariat Identify and outline required skill sets of the prospective technical experts that will constitute the consultant team for the study project Write the ToR for prospective technical experts that will constitute the consultant team for the study and the book publication project Contact and communicate with prospective study collaborators and institution such as IITA in Ibadan, IFPRI in Abuja, relevant AfDB staff in Abidjan and Abuja, FMARD staff in Abuja; staff of NBS in Abuja, Staff of selected States Ministries of Agriculture and ADPs, Regional and State Directors of ATA, etc. to secure their buying-in and support Identify and communicate with private foundations and other international development agencies such as IITA, USAID, BMGF, Rockefeller Foundation, and IFPRI, etc. to source and secure funding for the project Undertake a comprehensive desk review of the strategy and methodology of the impact study and plan for the publication of the book. At this point, the consultants will hold discussions on the subject of the study with staff in the concerned complexes of the Bank, especially OSVP (OSAN/AHAI, OWAS), OIVP (ONEC, OPSM, OICT, ONRI, OFSD), STRG/ORPC, ECON (EDRE), and OPEV Propose analytical strategy and support for the determination of the impacts of ATA policies and interventions on agricultural producers and consumers at the farm, household, national and regional levels Identify farmers to be visited in major producing States for selected commodities to capture personal observations and stories of individual farmers, yields of these crops on farmers fields, access to markets, increase in income, and challenges encountered by farmers Identify and communicate with critical supply chain actors and private sector participants to be interviewed in all target value chains and their associations, fertilizer and seed companies, traders, storage, aggregators, processing companies, banks and non-bank financial institutions, etc. to get their personal opinion of ATA Identify and communicate with key protagonists, including but not limited to serving and former senior political and government officials, leaders and desk officers of key commodity value chains, development partners to be visited to collect information Identify and communicate with middle level civil servants in the Federal and State Ministries of Agriculture to be visited to assess the effectiveness of implementation of ATA by government with respect to capacity of civil servants, of involvement of the state government officers in implementation, structure, financial management, etc. Undertake any special assignments and initiatives that may be assigned by the Director of the AHAI to facilitate efficient and a timely completion of the study and publication of the book. 4.
