1 Concept Note SDC- Post Harvest Management (PHM) Multi-stakeholder sensitization Workshop on National Food Standards and Norms and National Policy Dialogue on National Food Standards and Norms related to PHM. April, 2015 Maputo, Mozambique 1.1 Background - the Post-Harvest Management in Sub Saharan Africa (PHM SSA) The Postharvest Management in Sub-Saharan Africa (PHM-SSA) is a project under the Global Programme Food Security (GPFS) of SDC coordinated by HELVETAS Swiss Inter-cooperation (HSI) and implemented in a consortium with FANRPAN (Food, Agriculture and Natural Resources Policy Analysis Network), AFAAS (African Forum for Agricultural Advisory Services) and AGRIDEA. The goal of the project is to increase food security of smallholder farmers in Sub-Saharan Africa through reduced postharvest losses at farm and community level. The project duration is six years. The project aims to improve food security (increased food self-sufficiency and incomes) of smallholder men and women farmers in SSA through reduction of postharvest losses of food crops (grains and pulses) by addressing major constraining factors of technology dissemination and adoption, knowledge and information sharing, rural advisory services (RAS) and policies related to PHM. The project has a regional focus and intervention logic, including pilot activities in Benin and Mozambique. The expected outcomes of the project are: 1. Improved handling and storage options within the grains and pulses value chains are benefitting smallholder farmers in pilot countries. 2. Good practice options for reducing post-harvest losses are compiled, disseminated and scaled up. 3. Appropriate regulatory frameworks on reducing post-harvest losses in food supply chains are introduced and implemented at national and regional levels. 1.2 FANRPAN Roles and responsibilities: Conduct policy analysis related to PHM Convening of local, national, and regional policy dialogue platform and other related processes Establish link between initiative and other national regional process/ framework (CAADP, RECs etc) Follow up on PHM issues being addressed at policy level

2 2.0 Multi-stakeholder sensitization Workshop on National Food Standards and Norms and National Policy Dialogue on National Food Standards and Norms related to PHM: Mozambique 2.1 FANRPAN engaged the services of two national consultants (Benin and Mozambique) to conduct a comprehensive analysis of policy and legislation frameworks for food standards and norms related to post-harvest management (PHM) in each country based on the following guidelines: 1. What is known of existing policy and regulatory frameworks for food standards/norms related to post harvest management and what are the gaps based on national, regional and international literature? 2. What are the current frameworks for food standards/norms related to post harvest management in the country? 3. What are current on-going research and development programme initiatives on food standards related to post harvest management in the study country? 4. What are the existing national institutional arrangements and key stakeholders in place for food standards/norms related to post harvest management? 5. What are the major gaps in existing frameworks for food standards/norms related to PHM? 6. What is required to ensure that existing frameworks for food standards/norms related to post harvest management are improved in terms of relevance and effectiveness? 2.2 PHM policy studies were conducted in Benin and Mozambique from April November The specific policy evaluation assignment included the following activities: Conducting a desk study to include the review of national, regional and global literature on policy and legislation frameworks for food standards/norms. State of knowledge on frameworks for food standards/norms o Reviews of frameworks for food standards in national government policies and o strategies Reviews of policy and legislation frameworks for food standards/norms in regional agriculture and food sector policies and strategies (e.g. SADC, ECOWAS in relation to CAADP) Conducting interviews with a minimum of 10 relevant in-country stakeholders- to include women leaders and women organizations that will be identified jointly with FANRPAN; Identifying national research and development programme initiatives on food standards/norms; Synthesis of: o Key research gaps - what knowledge is lacking on food standards/norms in the region o Key policy gaps what is missing with regard to existing policy and legislation frameworks for food standards/norms o Key research-policy gaps what are the identified challenges to uptake and o integration of research findings into policy What are the options and possible policy spaces or opportunities for improved uptake of research findings Review of key barriers to uptake of research evidence and practical evidence from food producers/traders for policy formulation and implementation Identifying institutional arrangements and key stakeholders for improvement of national frameworks for food standards/norms; Review of identified or inferred missing voices in research and policy debates - e.g. gender bias, particular groups of farmers that are overlooked in documents; Sharing the draft analysis report on policy and legislation frameworks for food standards and norms with FANRPAN, AFAAS and HSI, as well as with relevant in-country stakeholders for input; Incorporating inputs from stakeholders and FANRPAN, AFAAS and HSI; Identifying key themes for discussion during the national dialogue where the report will be validated;

3 Participating in planning meetings for the national dialogue; Sharing list of stakeholders to invite to the national policy dialogue on frameworks for food standards and norms (one national dialogue per country); Presentation of report at the national study validation workshop; and Production of the final study report. 2.3 FANRPAN in collaboration with national stakeholders and the FANRPAN Mozambique Node- UEM is planning to convene a Multi-stakeholder sensitization Workshop on National Food Standards and Norms and National Policy Dialogue on National Food Standards and Norms related to PHM in Maputo from ddd- April 2015 (one day Multi-stakeholder sensitization Workshop on National Food Standards and half day Policy Dialogue). The Specific objectives of the FANRPAN Multi-stakeholder sensitization Workshop on National Food Standards and Norms and national policy dialogue are: To share the findings from the study report on the comprehensive analysis of policy and legislation frameworks for food standards and norms related to post-harvest management (PHM) with FANRPAN, AFAAS, HSI and relevant in country stakeholders; To sensitize national stakeholders on the current state of knowledge on Food Standards and Norms and the current food standards and institutional arrangements in Mozambique. To identify key themes, gaps and recommendations for PHM policies. Expected Outputs 1. Comprehensive Multi-stakeholder sensitization Workshop on National Food Standards and Norms proceedings report; and 2. Post-harvest management policy brief based on the comprehensive analysis of policy and legislation frameworks for food standards and norms related to post-harvest management review report and recommendations from the National Policy Dialogue on National Food Standards and Norms related to PHM.
