7 Key Priorities for Skill Development using DDUGKY Identification of PIA and allocation of targets State Empanelled training institutes will be encouraged to become PIA certain relaxations would be required owing to difficult hilly terrain and climatic conditions. Skill training needs of the state Hospitality, Healthcare, Beauty & Wellness Taking Support of the Model Career Counseling Centers (MCCC) in Mobilization, Counseling and organizing a career fairs/ Job melas.

8 Key Priorities under MGNREGA 1. Creation of 1232 animal shelters under livelihood Asset support to SHGs in convergence with NRLM in 5 block of East and 2 block of North District 2. Completion of Geo-tagging for all assets created since inception 3. Commissioning of Time Motion Study for MGNREGA Schedule of Rate (SoR) and implementation of SECURE 4. Implementation of GIS based NRM planning under Shaksham 5. Completion and Closure of remaining 6715 (27%) works since Inception 6. Acheive 100% Aaadhar Seeding, 100% ABP conversion, 100% shift to NeFMS 7. Construction of 1411 water harvesting tank in 12 drought prone block of South and West district in convergence with NAFCC & MGNREGA 8. Mapping of all 2047 springs under Sikkim Spring Atlas for South and West district 9. Dhara Vikas works covering additional 500 hectare for reviving the springs 10. Completion of convergence target of 668 unit vermi compost pit, 57 Anganwadi, 968 PMAY G House, and 137 irrigation tank under PMKSY 11. Identification and deployment of 80 Bare Foot Technicians (BFTs) in all 32 blocks

9 Key Priorities under Rurban Cluster Key Priorities in Rurban Rurban Phase I (Ongoing works) 1. Skill development training to 700 Youths on economic sector and 1500 farmers on organic for Namcheybong cluster, 2. Establishing Rurban Community Complex of Namcheybong Cluster 3. Establishment of Skill Development Centre under Rurban Community Complex 4. Implementation of 2 Comprehensive Drinking water project for 2300 Households with possible funding from DoNER / NEC 5. Public convenience at Pakyong Bus stop, Taxi Stand 6. Strengthening Rural Connectivity with CC Foot-path to provide better inter village connectivity Rurban Phase II 1. ICAP has been approved for Namthang Cluster, DPR compilation is in process 2. Implementation of ICAP for Phase II under Namthang Cluster will be initiated once the fund is released Rurban Phase III 1. Soreng in West district has been identified as 3 rd Cluster and the same has been approved 2. The fund for Planning and preparation of ICAP has been received by the department 3. The ICAP preparation will be taken up from April, 2018 onwards

10 Key Priorities under Key Sansad Priorities Adarsh in SAGY Gram Yojana (SAGY) 1. Strengthening telecommunication facility in Latuk Chochenperi GP 2. Strengthening infrastructures in Schools Ringhim Nampatam and Latuk Chochenperi 3. Strengthening intra-village connectivity at Latuk Chochenperi and Ringhim Nampatam. 4. Strengthening Drainage Infrastructures at 13 location under Latuk and Ringhim 5. Repair and Augmentation of Drinking water supply at Pheri ward of latuk Chochenperi and Upper Singhik, Nampatam &Malling in Ringhim Nampatam. 6. Capacity building of farm Livelihood - Back yard poultry, Black chicken farming, Mushroom Farming and Organic Vegetables and Cash Crops. 7. Creation of Individual Livelihood assets Cowsheds, Goatery, Pig-sty and Milk collection centre. 8. Horticulture and fodder plantation development

12 Proposal for enhancing bank linkage for women SHGs 14 Bank Sakhis already deployed in old 07 blocks. The number will be enhanced to at least 28 during MCP has been prepared for about 900 SHGs and all them are being promoted to take-up Bank credits during the year Flow of Bank Credit application started in 7 IBs Orientation of Block staff and Bank Sakhis on SHG bank linkage -done CBI,SBI (Lead Bank), SISCO (Co-op bank) are being regularly visited by State and Block staffs to build a strong relationship for smooth Bank Linkage for SHG s. All 33 Bank Managers to undergo orientation and training in FY CBRM has already been initiated for this FY during Sub-SLBC Meeting on 14 th Feb 2018 for branches across North and South District.

13 Key Priorities for National Social Assistance Programme KEY PRIORITIES FOR NSAP To create 100% Aadhaar Seeded database of the beneficiaries under the various subschemes of NSAP by 2018 toenable Aadhaar enabled authentication system of the beneficiaries. To commence monthly disbursement of Pension/Allowances from the financial year though DBT under PFMS. At present the disbursement is being done on a bi-monthly basis. The Gram Panchayat in rural areas/ Ward Councillors in Urban areas shall be given central role for identification and selection of eligible beneficiaries for grant of pension and for submission of Life Certificate The Aaganwandi Workers and Supervisor working under ICDS Cell shall continue to work as Death Notifiers for immediate reporting of death cases in the locality; To formulate more Social Welfare Schemes so that the living standards of all the economically weaker sections of the society is uplifted enabling them to create their own sustainable livelihood without the support of the Government.

15 Plan of action for Solid and Liquid Waste Management Sikkim has achieved the ODF status in 2016 IEC / BCC Activities for awareness generation. Initiate waste segregation at the household level in the rural areas. Focus on Dry Waste Collection, Segregation and Recycling/Reusing. In the rural areas, Green Waste is used as cattle feed / for household level composting hence there is minimal need to manage it. Procurement of Resource Recovery Vehicle (RRV) for all blocks to be completed in FY Initiate construction of Resource Recovery Centres (RRC) as and when land is made available. RRCs are functional at Melli-Dara GPU and Namthang block.

16 Proposed Plan for One Organic Cluster One Cluster per one IB of NRLM Training and Capacity Building of all MKs of SHGs Organization of Producer members into Co-operative Collectives for each category of Organic Fruits, Organic Vegetables and Organic Grains Convergence with State Organic Mission to focus on these IBs. Converge with JICA project of Forest Department for Livelihood generation. MGNREGA for Livelihood Asset Creation and land development and cultivation Sikkim Fruits Preservation Factory (SFPF), Sikkim Milk Union, SIMFED for marketing of farm products. Convergence with Directorate and Handloom & Handicrafts(DHH) for handloom and handicrafts activities for marketing of non-farm products. To converge SHGs and WDS with PRIs
