The Danish Rural Development Programme Axes 3+4: 51 Local Action Groups (LAGs) in Denmark 16 LAGs in the Central Denmark Region Approx. 100 annual projects in the Central Denmark Region Approx. 4 m. annually in subsidies (subsidies - from the EU and the Danish Government in total - may not exceed 50 % of project costs) 12

The Central Denmark Region and the Rural Development Programme (1) A LAG: Is an independent association Public Authorities (municipality + region) Local citizens Local associations Local businesses and business organisations Independently decides: Which projects are viable and carried through Appropriation of subsidies The Region has no decisive influence on the use of funds 13

Why do we work on rural development? Necessity we are faced with great challenges: Stagnation or decline in the rural areas population Houses, corporate buildings and villages decay Unequal development growth is concentrated in and around larger cities (along motorways and universities ) Services such as schools, nursing homes, groceries are shutting down Fascinating challenges: We must cooperate while shaping the future develop the villages and rural areas of the future We are all involved from citizen to the EU 14

The Central Denmark Region and the Rural Development Programme (2) Make an effort in the rural areas by: Networking with the LAGs Regional business development Funds for development projects in cooperation with LAGs 15

Development Projects Village of the Future Cooperation with LAGs and municipalities Collective plan and development of the village of the future Development of businesses, jobs Cooperation with public service and new models of the public service sector Village Award (20 thousand euro) 16

The new rural paradigm Source: OECD = Organisation for Economic Co-operation operation and Development Old policy New Policy Purpose Ensure food supply and the income of farmers Strengthen rural settlement and business development with the location as the starting point Key Sector Agriculture Production, trade, service, tourism Key Tool Subsidies for agriculture Essential actors State & Agriculture Investment in development of settlement and business Citizens, trade, municipalities, regions, LAGs, growth forum, R&D and knowledge, EU... partnerships 17

Experiences best practice (1) Strengths of the LAGs: Locally, deeply rooted Local enthusiasts project ideas Possibility of close links to the municipality Weaknesses of the LAGs: Small geographical areas Lack of resources and competencies in development projects No tradition of cooperation between LAG s 18

Recommendations best practice (2) Essential to have the capacity/resources for project development Larger (not huge) projects have more impact than small projects Enthusiasts are great however, they may not be ideal when talking development, organisation, etc. Aim high when making demands, but be realistic Use the particular conditions and strengths of the location as a starting point 19

Recommendations best practice (3) Cooperation create better projects essential that private projects cooperate with the public authorities (network) It requires determination / a desire to develop 20

Subsidised projects Projects subsidized by the Central Denmark Region: Community Centres strengthen settlement Utilization of vacant buildings (i.e. closed down dairies) for newly established businesses A coherent plan including 3 villages 10 projects which aim is to develop the village of the future 21

Results of the efforts? Political Committee has created attention Significant regional understanding Extra funding from the state for regional development and to purchase decaying houses in villages 22

Thank You for your attention 23
