During , China s fertilizer industry experienced fluctuations brought by the heavy blow of the global economic recession broke out in After a sharp drop in 2009, the growth rate of its market value started to climb, showing a V shape during these three years. It s on a track of recovery. In 2010, China s output of fertilizers reached approximately million tonnes, with a market value of USD76.26 billion. In the future, the uptrend is expected to continue. The situation gets worse due to the continuous investment in the past few years. For instance, the number of new projects in comes up to 50 or so, with total involved funds amounting to USD6.43 billion, mostly for compound fertilizer and synthetic urea and ammonia. Only the capacity of potash fertilizer is expected to witness an uptrend in the future. At present, this fertilizer is in short supply due to inefficient production technology and limited potash resources in China. To cope with the overcapacity, Chinese government has decided to restrain the capacity expansion. For example, Hubei Province stipulates that any application for phosphate and nitrogen projects shall not be approved during the Twelfth Five-Year Plan period. And similar projects are also very hard to obtain sanction in other regions in China as estimated. Moreover, inefficient productivity in the industry is facing elimination. The elimination of high-pollutive and energy-intensive production enterprises will be strengthened during the Twelfth Five-Year Plan period. Export is a conventional solution for overcapacity. China exported almost 25% of its phosphate fertilizer output in However, the government started to tighten its policies on fertilizer export in 2011 out of the consideration of resource conservation, mainly targeting ADP and urea.
