The main canal length is 37 KM having 22 branch canals, 56 direct out lets from Main canal and 294 tertiary canals. Introduction of Kankai WUA WUA was encouraged to the promotion of Participatory Irrigation Management WUA was registered in District Administration office, Jhapa in 1993 It has one central committee comprising 15 members 22 branch committee having 9 members in each committee 181 tertiary committee having 7 members in each committee 225 General Assembly members of Central Committee 5777 General members of WUA( membership card receivers) 3 4 1

2 Why was Kankai selected as a candidate for IMT in IWRMP ( IWRMP is World Bank funded Irrigation project for Nepal with objective of: FMIS modernization, Irrigation Management Transfer to WUA and Implementation of integrated crop and water management activities ) Availability of water Willingness to change Less Conflict Local capacity of DOI field staff Reasonably functional Status of infrastructure Local capacity of the existing WUAs The Major Processes of IMT preparation: Three round Consultations with all levels of WUA for wiliness survey and IMTA preparation WUA Members/ farmers Inventory Assessment of Assets and preparation of Asset Management Plan Participatory Walk through for Estimation of Civil works Prepared Rapid Appraisal Report and Baseline study 5 6 Implementation of IMT: Irrigation Management Transfer Agreement Singing Ceremony December 22,2009, DOI and Kankai WUA singed on Irrigation Management Transfer Agreement (IMTA) in the presence of large numbers of farmers, concerning agencies and many more line agencies The IMTA was signed by Director General of DOI on the behalf of Government and WUA chairman on the behalf of WUA The World Bank Country Director attended the program and had delivered remarkable speech 7 2

4 Changes in WUA ( Institutional) Changes in WUA ( Institutional ) : Significantly WUA members has been increased ( From 3200 members in 2006 (2063) to 5777 members in 2018 (2074 BS) Regular meeting is held once in a month Annual program and budget Yearly General Assembly Systematic WUA office establishment Management Women Participation( 405 out of 1667 WUA executive members) Regularly WUA election as per time frame of their constitution Developed and Implemented Rules and regulation regarding ISF collection, WUA administration etc. Irrigation service fee collection and its mobilization ( rate of NRS. 200 per ha., collected 75.2 % of the targeted amount and rate was NRS.45 from 2009 (2066 BS) to 2011 (2068 BS ) and NPR.1333 from 2013 to 2015 ( BS) Last year 1.7 Million NPR was collected from ISF They are collecting money from various sources like rent out to machinery equipment, photocopy machine, rent out of seminar hall etc. Last year WUA collected total sum of 3.4 Million NPR WUA collecting canal maintenance fee when and where required beside ISF Changes in Infrastructures : Old or defunct structures were replaced or improved Defunct branch and tertiary canal were rehabilited Undeveloped branches ( Branch no 17 to 21 were undeveloped, the command area of it 1000 ha. ) are constructed and now the irrigation facility is available in these areas The irrigation facility increased Changes in Agricultural : Increase crop productivity of all crops due to assured Water Increase crop areas The Farmers are using Various Farm machinery which were provided by the project ( power tiller, Rotavetor, etc in 102 Nos. etc.) Agriculture products collection centers Using high breed seeds Training for WUA and Farmers were provided on agricultures sector for the modernization of agriculture sector. Hence farmers are adopting new tools and techniques on agriculture The Youth Employment generation program was implemented by WUA ( 26 youths were provided NPR to each for commercialization of agriculture

Delivery of water has been improved The farmers are using water as per the Crop calendar which is determined or decided by WUA They are practicing Canal Operation Plan (COP for Main Canal and Branch and tertiary canal also in winter and summer seasons for various crops ) Service is provided on rotational basis in winter seasons ( yearly area rotation) 4 Early Paddy ton Source: Kankai WUA Good Practices: WUA office is running very systematically with transparent manner Irrigation System Ownership feeling among WUA and farmer is Increasing WUA is guided by principles,norms and values of PIM WUA is democratic, inclusive and representative of all concerning stakeholders of command area There are very good coordination and cooperation between central, branch and tertiary WUAs WUA is collecting ISF in enthusiastically and earning money from other sources as per their requirement They have good networks with other concerning persons and organization within the command area Good Practices WUA has cash 1million in different Banks in saving accounts WUA is operating and maintaining the canal as per the demarcation of IMTA WUA has good conditioned equipment for canal operation and management WUA have various rules and regulations to perform the management activities properly and they can set new rules and regulation as per the requirement Increasing social capital among the WUA and farmers WUA is being technically sound and they are doing infrastructure development works without any financial supports from DOI There is no any serious problems observed regarding technical, social and institutional aspects The WUA is capable to change and to manage the change situation

6 WUA Activities Three outstanding examples : In 2015, The Ministry of Irrigation issued The Formation and Operation working Procedures for Water users Association 2015, The Kankai is the only WUA who has completely followed it and The WUA constitution amended as per this procedures and they accomplished WUA election accordingly Kankai WUA was awarded THE BEST WUA AWARD by DOI in 2016 for their outstanding performance in IMT The school teachers were mobilized as polling officers for WUA election in 2015 (2072 BS) 22 Conclusion WUA Office Building It is our first program by DOI with grant assistance from World Bank in IMT in Nepal We can learn many things from Kankai WUA and it can be replicated to other projects in Nepal and outside Nepal as well
