2 VIETNAM S PREPARATION FOR INDC Vietnam s INDC is being developed by Ministry of Natural Resources and Environment (MONRE) in collaboration with Ministry of Planning and Investment (MPI), Ministry of Finance (MoF), Ministry of Industry and Trade (MoIT), Ministry of Agriculture and Rural Development (MARD), Ministry of Transportation (MoT), Ministry of Construction (MoC), Ministry of Foreign Affairs (MoFA), and Ministry of Science and Technology (MOST). (DMHCC) serves as the national focal point to lead and coordinate with relevant agencies. Support from UNDP and GIZ for the development of INDC.

11 Mitigation Proposed INDC of Viet Nam Type of GHG emissions reduction compared to the Business-Ascontribution Usual scenario (BAU scenario) Scope The entire economy, including the following sectors: 1.Energy 2. Agriculture 3. Land use, land use change and forestry (LULUCF) 4. Wastes Greenhouse Carbon dioxide (CO 2 ), Methane (CH 4 ), Nitrous oxide (N 2 O) gases Period From 01/01/2021 to 31/12/2030

Methodologies and Data Metric Applied Baseline scenario Contribution - IPCC guidelines; CDM methodologies; - National statistics; national socio-economic development plans and sectoral activity data. GWP 100y values published in IPCC AR4 (CO 2 e): CO 2 = 1 CH 4 = 25 N 2 O = 298 BAU scenario of GHG emissions is developed based on the assumption of economic growth in the absence of existing climate change policies. The BAU includes energy, agriculture, waste, and LULUCF sectors. GHG emissions in 2010 and projection for 2020 and 2030: 2010: million tco 2 e 2020: 466 million tco 2 e 2030: million tco 2 e 10% - 20% with and without international support

Adaptation Prioritized adaptation activities include: - Capacity building in prediction and warning natural disasters as well as climate monitoring, actively prevent natural disaster and reduce loss and damage; - Implement measures to ensure food and water resource safety, gender equality, social security, public health, enhance life and protect natural resources in the context of climate change; - Protect coastal deltas and avoid flooding in big cities.

14 Challenges - To deliver against GHG reduction objectives, big investment capital is required esp. for the energy-based options. - The capacity to manage, supervise and develop GHG mitigation programs and activities is still limited across levels. - The National MRV is not yet in place. Legal basis for the responsibility and accountability of the line ministries and stakeholders for GHG inventory and MRV is still missing. - Coordination mechanism across line ministries and local governments, and between public and private sectors are not robust enough to develop and implement cross-sectoral and inter-disciplinary mitigation activities.
