These orders are implementation of Directive 2006/88/EC and based on Lov om hold af dyr 4. Diseases 4.1. No susceptibles Pathogen not viable Historic free-status X Targeted surveillance 5 VHS: According to Article 50, 1. c. and Annex V. Part II, 3. of Directive 2006/88/EC, this declaration goes for upgrading from Category II (Surveillance programme) to Category I (Disease free status) of a compartment containing one fish farm: Tingkærvad Dambrug. Details on the farm are given in the Annexes of this application. The farm has been kept under surveillance for 4 years using the low sample scheme: For the first two years of the surveillance period the farms have been inspected as necessary and samples for laboratory examinations have been taken of 30 fish not less than once a year. For the following two years the farms have been inspected not less than twice a year. Samples for laboratory examination have been taken of 30 fish not less than twice a year Applicable if none of the species susceptible to the disease(s) in question is present in the Member State, zone or compartment, and where relevant in its water source. Applicable if the pathogen is known not to be able to survive in the Member State, zone or compartment, and where relevant in its water source. Provide the scientific information supporting the inability of the pathogen to survive in the Member State, zone or compartment. Applicable if susceptible species are present, but where there has not been any observed occurrence of the disease for at least a period of 10 years before the date of declaration of application for the disease-free status, despite conditions that are conducive to its clinical expression, and if it complies mutatis mutandis with the requirements laid down in Part 1.1. of Annex V to Directive 2006/88/EC. This ground for disease-free status must be declared of or applied for by 1 November Provide detailed information on the compliance with Part 1.1. of Annex V to Directive 2006/88/EC. Applicable if targeted surveillance complying with Community requirements has been in place for at least a period of two years without the detection of the disease agent on farm, or in mollusc farming areas that rears any of the susceptible species. Where there are parts of the Member State, zone or compartment in which the number of farms or mollusc farming areas is limited, but in which there are wild populations of susceptible species, information on the targeted surveillance in those wild populations shall be given. Describe diagnostic methods and sampling schemes. When OIE or EU standards are applied, reference must be made to them. If not, describe them. Name the laboratories involved in the programme (National reference laboratory or designated laboratories). 2

3 6. General information 6.1. Competent authority 6 Danish Veterinary and Food administration, Section of Aquaculture, Region West, Control and Enforcement Office Vejle. Three veterinarians specialized as fish pathologists are employed at the section. The staff covers the surveillance and monitoring of health and diseases in aquaculture animals in all parts of Denmark. Further a halftime administrative person is employed in the section. The veterinarians main duties are to carry out health inspections, and sampling for laboratory control of health status of the fish farms. They conduct on annual basis clinical inspection of all fish farms, collect samples of fish for laboratory testing, and provide export certification pertaining to fish diseases. Brood stock farms are inspected twice a year, samples for laboratory tests are taken at each inspection. Between visits the owner and staff on the fish farms are obliged to notify any signs or symptoms that might suspect the presence of exotic and listed non-exotic diseases. Further fish farms must keep records of introductions and fish mortalities, which are audited periodically by the veterinarians. Surveillance visits have the following features: Visits are 'unannounced'; The veterinarian inspects each pond/channel, with particular attention to outlet channels, and record findings of abnormal, sick or dead fish; Sick or dead fish are subjected to post mortem examination at the pond side and samples submitted to the laboratory as appropriate; Checking of bio-security arrangements (fencing, bird screening and truck loading areas, handling and destruction of mortalities); Normally, the operator meets with the veterinarian to discuss any significant findings; Checking of transport vehicles, including records of disinfection, which must be held for each loading of fish. In the case of notification of suspicions, or in the case of presence of a notifiable disease (including any exotic disease), samples are sent to the National Reference Laboratory in Århus and interim restrictions are placed on the farm, in consultation with the farmer, pending the conduct of further investigations. Organisation, supervision of all stakeholders involved in the programme to achieve disease free status An overview of the structure of the aquaculture industry in the area in question (disease-free Member State, zone or compartment) including types of production and species kept 6.4. The notification to the competent authority of the suspicion and confirmation of the disease(s) in question has been compulsory since when (date)? 6.5. Early detection system in place throughout the Member States, enabling the competent authority to undertake effective disease investigation and reporting since when (date)? Source of aquaculture animals of species susceptible to the disease in question entering in the Member State, zone or compartments for allowed to sell live fish but may sell fish for human consumption as a sanitary slaughter providing that the fish are not clinically diseased. Restrictions are also placed on downstream farms and possible hazardous contacts are ruled out. All supervision and control of eradication in fish farm in Denmark have since 1970 been carried out by Danish Veterinary and Food administration, Section of Aquaculture, Region West, Control and Enforcement Office Vejle. The overall Danish production is approximately tonnes in fresh water and tonnes in seawater. Far the most of the production is rainbow trout (O. mykiss), but a minor production of brown trout (S. trutta) and arctic char (Salvelinus spp.) and crossbreeds hereof exists. Locally Atlantic salmon (S. salar) is raised as part of restocking programmes for wild waters. In 2008 the first experimental (unsuccessful) attempts to grow salmon in net pens in the sea have been observed. In fresh water the production mainly takes place in open earth pond systems fed with water from boreholes, springs or streams, but a variety of technological advanced sites exist. The most advanced being concrete ponds systems with high degree of water recycling combined with mechanical and biological purifying of water. In seawater the production mainly takes place in net pens off shore, but on shore facilities were water is pumped in from the sea do also exist. 28 th January th January 1970 As Denmark is an absolute net exporter of trout eggs most animals originate from Danish stocks of trout that has existed within the country for 7 8 A description shall be provided of the competent authority in charge of the supervision and coordination of the programme and the different operators involved. The early detection systems shall in particular ensure the rapid recognition of any clinical signs consistent with the suspicion of a disease, emerging disease, or unexplained mortality in farms or mollusc farming areas, and in the wild, and the rapid communication of the event to the competent authority with the aim to activating diagnostic investigation with minimum delay. The early detection system shall include at least the following: (a) broad awareness, among the personnel employed in aquaculture businesses or involved in the processing of aquaculture animals, of any signs consistent with the presence of a disease, and training of veterinarians of aquatic animals health specialists in detecting and reporting unusual disease occurrence; (b) veterinarians or aquatic animal health specialists trained in recognising and reporting suspicious disease occurrence; (c) access by the competent authority to laboratories with the facilities for diagnosing and differentiating listed and emerging diseases. 4

A few imports from third countries has been followed by certificates on conditions not less that the demands for an EU approval for the diseases in question Guidelines on good hygiene practice 9 A code for guidelines on good hygiene practice has been elaborated by the stakeholder organisation FEAP and Danish Aquaculture. The stakeholders have adapted this code. The code is attached in Annex Area covered 7.1. Member State 7.2. More than one water catchment area, including their estuaries, due to the epidemiological link between the catchment areas through the estuary. A compartment which is independent of the health status of surrounding waters, shall be supplied with water: (a) through a water treatment plant inactivating the relevant pathogen in order to reduce the risk of the introduction of the disease to an acceptable level; or (b) directly from a well, a borehole or a spring. Where such water supply is situated outside the premises of the farm, the water shall be supplied directly to the farm, and be channelled through a pipe. Provide technical information to demonstrate that the relevant pathogen is inactivated in order to reduce the risk of the introduction of the disease to an acceptable level. 6 One epidemiological unit due to geographical localisation and distance from other farms/farming areas 17 All farms comprising the compartment fall within a common bio security system. Describe the common bio security system. 18 Any additional requirements 19 Eradication of VHS on the last infected Danish fish farm was carried out on 23 March No outbreaks of VHS have been seen in Danish fish farming units since then. The farm for which there is applied for disease free status are fenced at the sides and roofed with wires or net to prevent the intrusion of predating birds that might be possible vectors for disease agents. The farms have restrictions with respect to visitors entering the farms. Disinfecting footbaths are found at the entrances. Further the farm is surrounded by buffer zone, comprising of farms were VHS is not present. The areas were these farms are located is illustrated in Map Geographical demarcation 20 See the Annexes and Maps are enclosed in this declaration Farms or mollusc farming areas covered (registration numbers and geographical situation) 8.2. Non-free buffer zone 21 Geographical demarcation 26 Farms or mollusc farming areas covered (registration numbers, geographical situation and health status 22 ) A description shall be provided of the geographical localisation and the distance from other farms/farming areas that makes it possible to consider the compartment as one epidemiological unit. A description shall be provided of the common biosecurity system. Each farm or mollusc farming area in a compartment which is dependent on the health status of surrounding waters shall be subject to additional measures imposed by the competent authority, when considered necessary to prevent the introduction of diseases. Such measures may include the establishment of a buffer zone around the compartment in which a monitoring programme is carried out, and the establishment of additional protection against the intrusion of possible pathogen carriers or vectors. The geographical demarcation shall be clearly described and identified on a map, which must be attached as an Annex to the declaration/application. Any substantial modification in the geographical demarcation of the zone or compartment to be declared free must be subjected to a new application. In connection with a zone or a compartment dependent on the health status of surrounding waters, a buffer zone in which a monitoring programme is carried out shall be established, as appropriate. The demarcation of the buffer zones shall be such that it protects the disease-free zone from passive introduction of the disease. (Part II.1.5 of Annex V to Directive 2006/88/EC). Where a zone extends to more than one Member State, it may not be declared a disease-free zone unless the conditions set out in points 1.3, 1.4, and 1.5 of Part II of Annex V to Directive 2006/88/EC apply to all areas of that zone. 8 Annex 2. Tingkærvad Dambrug. Declaration is given in accordance with Annex V, Part II, 3., 3.1. a), 3.2 b) and of Directive 2006/88. The location of Tingkærvad Dambrug, registration number , CVR-nr , CHR nr and authorisation number , coordinates 55 o N and 09 o E, is shown in Map 1-3. It is independent of the health status of the surrounding waters as: (Point 3.2, b)) It is supplied by water directly from a spring and a borehole, which is the stakeholder s possession. (Point 3.3) There is an artificial barrier that prevents aquatic organisms from surrounding waters to intrude the farm. There is a full screen box with 4 mm openings at the outlet to Vejle Å, the recipient stream, between to clearing ponds which are located at the outlet of the farm. In the plant laguna, between the growing facilities of the farm and the outlet, the oxygen tension is not in favour for survival of fish. The oxygen in the water is depleted due to the intense denitrification processes that ore going on in the plant laguna s. A plan of the fish farm is seen in Annex 3. (Point 3.4) The farm is situated in place with good drainage, so floating is unlikely to happen. (Point 3.5) The competent authority has knowledge of the farms health status for more than 4 years. It has been free of VHS since From Tingkærvad Dambrug to the nearest located other fish farm (Kobberbæk Dambrug, registration number: , Chr. Nr , CVR. Nr , authorisation number , coordinates 55 o N and 09 o E) the distance by air is 125 meters. Kobberbæk Dambrug has been free of VHS since , but it s not declared category I for VHS. As there are no VHS infected farms in Denmark the distance to the closest VHS infected farm must bee far more than 100 km (somewhere outside Danish territory). Tingkærvad Dambrug was officially eradicated for VHS Since the eradication, official health inspections have been carried out by Danish Veterinary and Food Administration, Section of Aquaculture, Region South, Control and Enforcement Office Vejle on: (1 pool), (1 pool), , (16 pools and blood samples ) (2 pools), (1 pool), , , , (3 pools), (6 pools), , , (6 pools), (6 pools), (3 pools), , , (1 pool), (3 pools), (3 pools), , (3 pools) and (3 pools) without any findings of clinical symptoms of VHS. No VHS was isolated from the laboratory samples taken as indicated in brackets after the date for inspection. (Point 3.6) Pathogen carriers or vectors have no access to the farm as it s a properly screened with wires and nets. 8
