2 Page 2 In June 1986, Yugoslavia introduced a change in mechanism for fixing the amount of special charge payable on imports of certain agricultural and foodstuff products and in the same time shortened the list of products covered by this charge. The Decision on criteria and methods for setting special charge payable on imports of certain agricultural and foodstuff products was published in the "Official Gazette of the SFRY, 35/86. The legal basis for this measure is contained in the Low on Special Charge payable on imports of agricultural and foodstuff products ("Official Gazette of the SFRY, 15/68). Previous Yugoslav notification of special charge. payable on imports of certain agricultural and foodstuff products is contained in the Basic Document for the Balance of Payments Consultations of Yugoslavia in 1984 (BOP/242). The reason for changing the mechanism of setting the amount of special charge lied in fact that, according to previous provisions, the amount of charge was fixed in domestic currency and was applied for several years without changing, so in the meantime due to inflation it totaly lost importance. Under the new mechanism the amount of special charge represents the difference between the normal domestic price and the import price. The import price represents customs value plus customs duties and other import charges, cept special charge. rmal domestic price for products for which protective (guarantied) prices are administred is protective price, which is established once a year, and for the products falling under direct price control - the price so fixed. Special charge is applied of following products:
