Introduction Background on livestock sector Animal Genetic Resources: Initiatives Policies & Legislations Stakeholders

South Sudan(SS) attained independence on July 9th 2011 from Sudan. Total area is 648,000 sq km SS is land-locked in East-Central Africa, bordering Sudan to the north, Uganda and Kenya to the south, Ethiopia to the east and DRC & CAR to the west.

Human population is 8.26 million (2008 Census) 90% of the population are rural residents and of this percentage 45.4% agropastoralists. 98% of SS budget revenues are derived from oil SS is administratively divided into 10 States.

Livestock provide food, nutrition, income, savings, draft power, manure, transport and a host of other social and cultural functions SS has a large number of animal species of indigenous livestock, according to history, each (breed) is a result of a large number of cooperating factors like mutation, genetic drift, adaptations, random and/or artificial selection

These indigenous livestock have developed tolerance to challenges related to their localities therefore present potentials for use in future breeding and conservation programs. Phenotypic characteristics (appearance) are often used to divide animals into species and breeds in South Sudan, with some work done so far on the limited genetic variation within poultry and sheep species. Estimates indicate 11.7 m cattle, 12.4 m goats and 12.1 m sheep that are worth 7 billion SSP ( $ US 2.33 billion), the Highest per capita in Africa

Recognizing the SSDP( ), driven from South Sudan Vision 2040 with the key development objectives for the new nation MARF Policy and Strategic Plans ( ) was developed as the basic planning document for guiding the achievement of enhanced livelihoods, food and economic security of south Sudanese, by promoting, supporting and facilitating improved animal production and productivity while promoting rational utilization and conservation of the natural resources.

10 Bills drafted in 2007 to regulate development of livestock and fisheries sectors (acts/laws). MARF has embarked in formulating The SS Animal Production Policy(animal breeding policy) to achieve the national goal in increasing animal production. MARF is rehabilitating 3 national Livestock Development Centers and constructing a new one to provide improved animal breeds for local farmers and serve as demonstration and training centers aiming at strengthening the local livestock production.

Construction of the national research laboratory in Juba including a section for animal production researches (plan for 3 regional branches). Future plans includes a detailed survey and identification of the various breeds/types of different species of livestock in the country with their inventory and a more elaborate study of performance characters of some if not all. To establish a National Animal Genetic Resource Center ( in the long run).

List of drafted bills: 1. THE ANIMAL DISEASES AND PESTS CONTROL BILL. 2. ANIMAL PRODUCTION BILLCATTLE CLEANSING BILL. 3. CATTLE CLEANSING BILL. 4. FERTILIZERS AND ANIMAL FOOD STUFFS OF ANIMAL ORIGIN BILL. 5. HIDES, SKINS AND LEATHER PROCESSING BILL. 6. THE MEAT CONTROL AND SLAUGHTER FACILITIES BILL. 7. RANGE MANAGEMENT AND GRASS FIRES BILL. 8. RUSTLING AND LIVESTOCK THEFT BILL. 9. THE VETERINARY MEDICINES, BIOLOGICALS AND CHEMICALS BILL. 10. THE VETERINARY SURGEONS AND PARA-VETERINARY PRACTITIONERS BILL.

Scientific researches: Papers: Morphological characterization of sheep breeds in WBGS. Genetic Characteristic of some indigenous poultry of South Sudan. Genotyping of Nilotic cattle (to assist in the selection of cattle for dairy production). Ongoing researches: Determination of ovulation rate among different sheep breeds in WBGS. Assessment of meat production potential of local breeds of goats under traditional husbandry system of WBGS.

Before the referendum: National strategic plan to improve livestock genetic resources policies. National committee was formed under the following TOR: Revising previous plans and design new national policies for genetic improvement Proposes policies for genetic improvement Genes mapping of livestock genetic resources in the country Direct areas of need in capacity building (AnGR)

Proposes laws and regulations that organize activities in (AnGR). Develop guidance for importation of live animals, semen and embryos in the country.

Stakeholders List: National Ministries of Animal Resources and Fisheries National Ministry of Finance and Economic Planning State Ministries of Animal Resources and Fisheries National and International NGos. operating in livestock sector( production) Farmers associations Pastoralist Unions Universities ( Colleges of Animal Production, Collages of Veterinary science) and other technical institutions.

Conclusion: There is a need for technical and financial assistance in the efforts towards, identification, evaluation, improvement and conservation of animal genetic materials in South Sudan.
