4 commitments: next steps Contribution to the IAEG-SDG (meeting in October 2016): Storylines, global & regional data for global SDG reports submitted in April 2016 Country data for Tier I indicators submitted on 31 May 2016 New standardized documentation by the end of June 2016 Detailed action plan for Tier indicators by 29 July 2016 Corporate Plan for Statistical Capacity Development in : Training programmes to roll-out guidelines/manuals developed by the HQ statistics units; Technical assistance to enable the improvement of national surveys or the use of new data sources for the collection and dissemination of food and agricultural statistics; Technical assistance to help identify national- or regional-specific SDG indicators Corporate Coordination Coordination at corporate level through the Chief Statistician IDWG on Statistics sub-group on -relevant SDG indicators established entry point for all requests for technical assistance from Country/Regional Offices Focal Points designated as responsible for leading the work on the indicator ide tified u der s custodia ship Close coordination with corporate task team on the 2030 Agenda (DDN/ES-ADG) Coordination with OSP, OSD and TCS on review of Country Programming Frameworks (CPFs) to reflect entire range of statistical capacity development activities

5 Corporate Coordination Coordination at corporate level through the Chief Statistician Deeper engagement with regional and country offices to ensure direct support at country level on SDG indicators (workshops with regional statisticians, teleconferences, SDG indicator guidebook + other information material) ongoing work in Asia Pacific Regular Programs Food Security Statistics World Program for Census of Agriculture 2020 ( ) Global Strategy to Improve Agricultural and Rural Statistics Implementation ongoing in 1 AP countries (target is 20 countries completed by end 2017) SIAP and ADB partners in implementation Region has made a significant contribution to development of guidelines, manuals and technical reports Capacity Assessment, Strategic Planning, Technical Assistance, Training and Research are main ingredients of implementation Strategic Plans for agricultural and Rural Statistics (SPARS) and In-depth Capacity Assessment (IdCA) Reports to guide country statistics systems in the next 10 years.

6 Implementing 2030 Agenda- Capacity of NSS in AP Strengths Political willingness to improve NSS in the countries (examples Fiji, Myanmar, Bangladesh) Adoption of ICT (used of CAPI for ag census in Thailand, Iran) Appreciation of the need for better Coordination across stakeholders (Lao PDR, Bangladesh, India) Weakness Agricultural data availability is reasonable, concern on data quality (Admn. Reporting systems main basis in many countries) NSOs have experience in Strategic planning for statistics but not the line ministries (many countries preparing SPARS for first time) Not enough integration of agriculture in NSS (e.g. lack of a common census and survey calendar for NSS) Statistical infrastructure, Human and Financial resources under stress to meet 2030 agenda. Challenges in Country Level Work High expectations Technical Assistance needed on wide variety of technical domains covered by SDG indicator framework Limited availability of experts South-south cooperation being promoted (Bangladesh to Afghanistan, Vietnam)

7 Key Conclusions Both NSOs and line Ministries will need capacity building support given the huge SDG indicator framework. NSOs have better capacity in relation to line ministries. Specific focus on line ministries sectorial statistics to meet SDG requirements Approach for International agencies to implement statistical capacity building initiatives Common Support framework at regional level for cross cutting themes/areas Domain specific CB by each agency Resource mobilization and better coordination at national and international level will be guiding elements for SDG monitoring 13 Resource mobilization: A Critical Constraint At least 20 countries will be ready with their SPARS by the end of Funding the activities of these plans will be a major challenge Expected resource Gap? efforts at Resource Mobilization Representation fully engaged in SPARS preparation and advocacy work Prioritizing statistics in Country Programming Framework (CPF) of Networking with other development partners at country level Donor briefing meeting at regional and national level Donors have global, regional and local interests e.g. EC grants to countries, BMGF and DFID Constituency need to be clearly defined between Regional and Global networks

8 Knowledge Production In the past we worked on isolated, need based statistical activity; did not attempt to establish opti al feasi le Y TEM Agriculture statistics is complex and diversified: SPARS experience may be different from NSDS Model aki g while we solve issues holistically at country level during SPARS: Samoa, Bangladesh, Indonesia Need for Seminars/ Work shops for sharing generated knowledge or for debating. Coherence of Activities Regional Level Synergy between Training and TA Well thought policy on training for making an impact on country capacity National Level Coordination between DPs SPARS with NSDS Funding support to SPARS/NSDS implementation Disconnect between NSO and Line Ministries Setting up of high level Steering bodies
