Joint Research Centre The EU-RL GMFF and its activities of pan-european and global networking/capacity building Serving society Stimulating innovation Supporting legislation

Our Mission is to provide scientific / technical support for the conception, development, implementation & monitoring of EU policies. Our Vision, is to be a trusted provider of science-based policy options (e.g. detection methods) to EU policy-makers to address key challenges facing our society, underpinned by internationally-recognised research. Our Impacts for the EU citizen supporting general well-being via harmonised research on energy, environment, transport, climate change, safety of food and consumer products, crisis management, and nuclear safety and security, that have important positive impacts on the daily life of the citizen. 2

EU Legislation on GMOs some key texts Reg. (EC) No 1829/2003 on GM food & feed Mandatory approval and labelling of GM Food / Feed requires standardised and reliable detection methods EU-RL GMFF established Risk assessment: EFSA; detection methods: EU-RL GMFF The EU-RL GMFF is assisted by the European Network of GMO laboratories (ENGL) Reg. (EC) No 882/2004 on official compliance controls JRC is the EU-RL GMO The EU-RL GMO assists the NRLS The EU-RL GMO provides reference methods, analytical tools and monitors the quality of NRLs Reg. (EU) No 619/2011 (Low Level Presence (LLP) of GM) LLP of GMOs, elsewhere approved, may be tolerated in feed, pending the EU-approval

EU Reference Laboratory for GM Food and Feed EURL-GMFF Validating methods for GMOs in food & feed No method no authorisation Support official control labs Provide valid methods - harmonisation Proficiency testing & training level playing field Science based policy advice Support EU legislator policy development & implementation Networking and Capacity building ENGL (European Network of GMO laboratories) Training on GMO analysis and EU-GMO policy (EU, global) Networks in Asia, Africa & South America 6

Proficiency Testing Reliable performance > good control Two rounds of proficiency testing per year - open to non-eu labs 150 labs invited / ± participants Performance assessed against robust mean of all labs & closeness to target value Training for under-performing labs & general PT and training is free of charge PT obligatory only for EU-NRLs for GMO control in food and feed (Reg. 882/2004) 7
