13 Practical experience Each member country has an obligation to keep orientated on the processes of the OIE. National and international networking is essential Requires early awareness of challenges related to the new standards. Scientific foundation. Knowledge of how the proposed standards could influence on the disease situation, trade etc. We must become more pro-active.

14 Practical experience The OIE is more constructive/effective than other international standard setting bodies, i.e. Codex Alimentarius Science plays a stronger role than politics. The OIE and its member countries must work hard to avoid gaps and duplications between the standards of the OIE and other bodies. cross-reference reference texts whenever developing standards in the different areas

15 Practical experience Example: Codex Alimentarius residues of veterinary drugs in food Animal health and welfare is outside the scope of Codex OIE is an observer organisation A specific permanent OIE Animal Production Food Safety Working Group (APFSWG). The Working Group's membership includes internationally recognized experts from the Food and Agriculture Organization of the United Nations (FAO), the World Health Organization (WHO) and the Codex Alimentarius Commission (CAC).

17 Implementation of new or amended standards Implemented through EU-legislation The Fish health directive (2006/88/EC) National legislation Placing on the market 3 disease lists (exotic diseases, non-exotic diseases, diseases with national measures) Placing on the market according to disease status All listed diseases are notifiable

18 Implementation of new or amended standards Diagnosis in accordance with the OIE- Manual Based on the standards of the OIE- Code.

19 Implementation of new or amended standards in Norway Additional management regulations Welfare regulations: water, quality, density, handling, stunnings and killing etc. Can set the standard for future OIE- standards

20 Compartments and zones The whole country free of VHS/IHN and Bonamiosis and Marteiliosis Compartments and zones free from ISA, Gyrodactylus salaris

21 Compartments and zones The whole production cycle ISA; related to export of eggs The health status regarding a specific disease is either dependent or not dependent on the health status of the surrounding waters Will have effect in case of an outbreak. Not- dependent farms can regain their free status if an epizootic investigation shows that the disease is not present in the farm
