19 Full Implementation of PLS Implementation of Positive List System(PLS) in Pesticide Agricultural products 1 Pesticides MRLs of agricultural products are specified on [Appendix 3]. When group MRLs and specific MRLs conflict, specific MRLs are applied first. 2 If MRLs are not established on [Appendix 3], uniform MRLs of 0.01 mg/kg will be adapted. 3 Pesticides that are legally used under Korean or foreign law can be exempted from the MRL setting if the pesticides meet one of the following reasons. 가 Pesticides containing substantially low toxicity that cause no harm to human bodies 나 Pesticides with components which do not remain in foods 다 Pesticides with components which exist in nature and cannot be distinguished from the food 라 Pesticides with natural plant protectors or microorganisms which have been guaranteed its safety

20 Full Implementation of PLS Changes of regulations after PLS Implementation Established Not established Before introduction of the PLS Apply the MRL that is set 1 Apply the CODEX standards for the particular agricultural product (excluding crop groupings). 2 Apply the lowest of the standards set for similar agricultural products. 3 Apply the lowest limit set for the pesticide concerned. After introduction of the PLS Apply the MRL that is set (Same as before enforcement of the PLS) Apply the uniform level of 0.01 mg/kg or less. *enforcement date :

21 Entire induction of PLS Induction of Positive List System(PLS) in Pesticide Processed Food Before induction of PLS 1 CODEX standards are applied 2 Apply standards taking into consideration the content of raw materials and water content. (However, red pepper powder is subject to seven times the MRL for red pepper and dried green tea extracts are assigned six times the MRL for green tea. Dried ginseng and red ginseng are subject to four times the MRL for fresh ginseng, whereas eight times the MRL for fresh ginseng applies to ginseng extracts and red ginseng extracts. 24 Other considerations and follow-up plans

25 Other considerations PLS will come into effect in January 1st, 2019 The deletion of unregistered pesticides in Korea will be postponed until 2021 The 3,052 standards which were previously adopted without risk assessment were supposed to be deleted(see the booklet), however, the current standards will be tentatively maintained until December 31st, If you need MRLs, apply the MRLs through IT setting before the standards are deleted.
