6 NL characteristics NL is a delta of 4 international river basins Fine sediments, clay, peat, nutrient rich (N & P) ca. 50% below sea level dikes & dams to protect against sea and flooding by rivers complex heavily modified and artificial water system (canals, compartments, locks and dams) pump & drain to keep dry feet extraction of nutrients out of the soils (rainy periods) mineralisation of soil organic matter, oxidation of peat seepage in polders, P-rich (coastal influence) high Natural / anthropogenic background concentrations 6 Ministerie van Infrastructuur en Milieu

9 RBMPs continue with measures focussing at: (re)making hydro morphology more 'natural' (re)creation and maintenance of natural banks (rivers, streams, canals, ditches), purification marshes, retention basins Construction of fish passages (dams, dikes, pumping stations) Further reduction of emissions from SWWTPs Increase water retention in rural areas - innovative draining systems, - broadening of watercourses, - construction of temporary storage basins - water level management More efficient use of pesticides and fertilisers in agriculture manure & fertilizers: Nitrate Directive action plans ( GAP ) Dredging of water courses (P) 9 Ministerie van Infrastructuur en Milieu

10 NWP2009 (including WFD RBMPs): WFD objectives will not be met (2015) with present programmes of measures Necessity for the development of new cost efficient techniques Innovation Program WFD ( 75 mln, ) Sewerage & purification, agriculture, water system Need for implementation of additional measures in cooperation with agricultural sectors Invitation to private sectors: Appeal on corporate stewardship / sector, market & chain parties Take measures in cooperation with regional governments Make use of the CAP (including RDP) Sectors response: Delta plan Agricultural Water management (DAW) 10 Ministerie van Infrastructuur en Milieu

11 Delta plan Agricultural Water management LTO Netherlands response to Governments invitation in National Water Plan DAW approach is being carried out through three thematic lines: 1. Towards sustainable production at farm level - sectors, market and chain parties - company documents (GAP, certification): licence to produce 2. Realisation of water challenges through regional projects - farmers in cooperation with water boards, provinces and water companies - focus at regional challenges (water and nature management) 3. 12 DAW CAP pillar 1 RDP Measures agriculture Basic: 5 th NAP ND, PPP & Sustainable use Good agricultural practices with respect to manure & minerals, pesticides Additional measures on agricultural farms Towards sustainable production at farm level, e.g. Company management systems for water, soil, fertilizers, plant protection products, biodiversity Innovative techniques - precision agriculture Manure processing and additional manure storage facilities Measures to reduce farmyard runoff Additional regional measures at agricultural farms to contribute to regional water challenges in cooperation with water boards, e.g. natural banks, remeandering of streams, purification marshes, retention basins, water level management and innovative draining techniques 12

14 Towards the 3rd RDP: Area specific approach and regional collaboration To realise the targets an area-specific approach is required, which harmonises the area s objectives for biodiversity, water, the environment and climate, and the local activities by farmers integrated in local farm management In the new phase of the Rural Development Programme ( ) the Netherlands wishes to make use of groups of farmers and other land managers to carry out agri-environment-climate services. The legal basis for a collective approach is given in Article 29 of the Commission proposal for the new rural development regulation, allowing groups of farmers (farmers associations) to be final beneficiaries of agri-environment and other measures. 14 Ministerie van Infrastructuur en Milieu

15 General outline of the 3 rd RDP The National Government and 12 provinces work together producing 1 national program, consisting of a national umbrella with 4 regional chapters / implementing approaches National umbrella: measures focussing at sustainable production at all farms Regional chapters: Provinces develop and implement measures focussing at regional challenges (N2000, biodiversity, climate) Water boards participate and insert the water issues (including the WFD challenges) in the program Implementation via collective approach / farmers associations Coherence at regional level National government is accountable for correct execution of the program and EU conformity Provinces and Water boards annually add the necessary co financing 15 Ministerie van Infrastructuur en Milieu
