Please explain. Yes, I am involved in the implementation of the Agro-food smart specialization strategy in my region through the creation of the value chains on different area (vegetal, animal, fruits and vegetable). Please propose and define ONE thematic sub-area/niche and its link to your region's/country's RIS3. 3 Please explain the transformative nature of your proposal. What are you aiming to achieve? The agro food field is one of the most important in our region. In the actual context of climate change the sustainable development of the field crops is a huge challenge. Implementation on a large scale of the results of research and development centers will lead to modernization of the farms, proper and sustainable utilization of the land, superior processing of the agricultural products and full production use(second and third harvest). Second Harvest means to use everything that in the last decade was considered to be waste (biomass from harvesting wheat or corn, hemp leaves, corn cobs etc). Third harvest means the utilization of the biotechnologies in order to protect the soil and obtain maximum of crop. Implementation of the value chains will allow to the companies to be integrated in a system which will use the supplementary added value for the regional development and for the wellbeing of the people from region. Please describe the extent to which this sub-theme is supported by businesses (clusters) and/or academia an d/or civil society in your region. The global climatic changes calls for a new approach to adapt the actual process to a new and innovative ones. Due to the climatic changes the people should understand that will be changes in Food production, in new technologies, but also will appear new opportunities. The climatic changes issues will have to answer to some important questions: How you work the land?; Which technologies will be used?; What will be new crops that will have success?; How will use the crop?; In our smart specialization process are involved all the main actors of the agro food chain, starting with companies, universities and research and development centers till transfer technologies centers, clusters and civil society. Also, politicians are asked to help through defining a legal framework which can allow and stimulate the main actors to be innovative in the development and use of the field crops. The Academia is represented by University of Agricultural Science and Veterinary Medicine from Iasi close to the research and development centers and to experimental farms. 3

There is a consistent support from the political level of the Region. The universities in the region are fully committed to innovate the processes as well as the companies to implement the new processes and technologies. EARDF: For the period we are expected to have investment as follow : - 8, mil Euro through the Rural National Development Program (at national level), while for Nord East Region is at maximum1/8 from this amount; The same amount is expected to be invested by companies and Public Authorities. 5 Please detail main challenges in relation to your proposed sub-area that may be addressed through interregional collaboration. The most significant challenge is to understand that the global climatic changes affect all the society, environment and economy. Agriculture is one of the areas most exposed due to its dependence on weather conditions. They affect all of us in Europe, as farms, farmland and forests occupy about 90% of the EU. Climate variability from year to year is one of the main causes of crop yields variable and one of the inherent risks of farming. Agriculture is therefore the forefront in the battle against climate change. In agriculture it is planned to continue reducing emissions - 23% (EU-27) compared to 1990 and by 15% in the EU15. This trend is expected due to improving agricultural techniques, continuous decrease of livestock, permanent effects of the reform measures set out in the 2003 Common Agricultural Policy (CAP) and of environmental legislation. Activities requested for reducing of the emissions: - reducing the quantity of chemical fertilizer (in particular nitrogen) by using organic fertilizers; - reducing the quantity of herbicides and pesticides through a proper crop rotation; - adoption of new technologies in agriculture to meet the new conditions arising from climate change; - diminish of the livestock; - varieties and hybrids adapted to changing conditions in spring and summer very high temperatures, ultraviolet and infrared radiation, atmospheric and soil drought, with higher resistance to shaking; Please detail next steps and ways forward. The first step is to define a program of activities for informing the farmers and the specialists involved in agriculture related the influences of the climate changes and the proper use of all outputs in agriculture sectors. Second we have to find and closely collaborate with the other mentioned regions which have the same challenges in agriculture; Third - to create a common project ( at the Commission level) where all the regions active in agro food to be involved; Four - to define a methodology to monitor the evolution and results of the project am. 5
