2 Background ILO s Myanmar Programme on the Elimination of Child Labour (My PEC) endeavours to establish a comprehensive, inclusive and efficient multi stakeholder response to reducing child labour by: (i) expanding the knowledge base on child labour in Myanmar, (ii) increasing awareness and knowledge about the issue, (iii) improving legislation and strengthened national and local capacity to address child labour in line with international standards, (iv) improving capacity of national and local stakeholders to network and advocate on the issues and (v) reducing child labour in target communities through direct interventions. While the government of Myanmar ratified ILO Convention 82 in 203, it lacks a model of direct interventions for child labourers, their households and their communities. The last component of My PEC on direct services aims at developing, implementing and documenting replicable models of interventions in three selected communities of Myanmar. My PEC is aiming at providing direct services to a total of 3,600 children or,200 children each from Dagon (Myothit) Seikkan Township, Yangon Region; Labutta Township, Ayeyarwady Region; and Ye Township, Mon State. These services must be able to remove,440 from the worst forms of child labour and to successfully prevent 2,60 who are at high risk of becoming child labourers. Implementation of direct services has started in 207 and will continue until April 209. In Labutta Township, the project is targeting a total of,200 children; the services aim to remove 480 children from the worst forms of child labour and to successfully prevent 720 who are at high risk of becoming child labourers. It also targets 500 households with livelihood support. The following villages in Labutta have been selected as one of the three target areas for the implementation of pilot interventions by the project: Labutta Township 3 villages under Poe Laung Village Tract ( Byant Gyi, Char Thar Kone and Thar Yar Kone) In , a first phase of intervention was conducted in selected villages of Labutta Township that included Formal Education and Non Formal Education support, Occupational Safety and Health awareness raising, TVET and livelihood supports. The project provided adult beneficiaries with training on good agricultural practices. The project also provided support for linking the producers to the end market buyers within the value chain. A total of 00 beneficiaries from 3 villages in Labutta benefited from the project s support. During 209 phase of interventions to be implemented in the targeted villages starting February 209 aims to strengthen further the skills of farmers in the production of specific crops such as rice, and other home garden vegetables in order to improve the livelihoods of 40 targeted households and therefore reduce their vulnerability to child labour. The training will be in Chan Thar Kone village, Labutta Township. Objective of the assignment The main objective of this consultancy work is to empower and increase the livelihood of agricultural families vulnerable to child labour through strengthened knowledge, skills and better production. 2

3 Scope of Work Provide technical skills trainings on good agricultural practices of selected crop (rice). The training should include: o Land preparation, planting, intercropping, fertilizer application, irrigation system, integrated pest management, harvesting and post harvest technology; o Seed production practices; o Knowledge on marketing, market information, support for market buyers linkages; o Food safety standards and product quality management; Provide the basic knowledge cultivation training for home garden crops (such as Roselle, cucumber, bitter gourd, bottle gourd and egg plant, etc.) based on the local availability. The training should include: o Nutritional value and important of vegetables; o Cultural practices, integrated pest management, harvesting and post harvest technology; o Food safety standards and product quality management; Coordinate and consult with the Village Development Committees on the implementation strategies, activities and confirmation of target beneficiaries; Expected Outputs The consultant is expected to deliver the following outputs: a. Inception report including the work plan, training agenda, methodology and training materials; b. Develop/Adapt modules on specific trainings for good agricultural practices of the above mentioned crops according to targeted villages content; c. Final detailed training reports for all the trainings including recommendation for follow up action. Timeline Tentative start date of contract is st March 209. Proposed end date should not exceed 0 th April 209. The total number of days of work required is 0 days. Budget The budget for this contract will cover professional fees, travel costs, mobilization expenses of the external collaborator; This is a sustainability mechanism at the local level where the community development committees learn in the actual implementation and builds their capacity to enable them to continue implementing some of the interventions in the future even without external support. 3

4 A tentative schedule of payments shall be indicated in the Contract, but any single payment shall be limited to a maximum of 30 per cent of the total contract amount and be subject to the condition that the ILO quality standards are met satisfactorily. By ILO financial rules, the first (advance) payment cannot exceed 30 per cent, and a minimum of 20 per cent of the total contract amount shall be retained as the final payment which may be paid only after satisfactory completion of all activities and providing to the ILO all outputs/ reports as stated in the contract; It is important to note that should there be any problem in the delivery of outputs pertaining quality and schedule, the Contractor is expected to make the necessary corrective actions without affecting the overall project delivery deadline dates. This will be at no additional cost to ILO. Schedule The final training report for all the trainings are expected by 0 th April 209. Following are the key activities and work duration: Contract start for Consultant Activity Gather background information, orientation with My PEC from the previous phase Estimated Work days Adaptation of existing training materials 3 Trainings in pilot areas 4 Final Training Report 2 Total 0 Coordination The consultant s work will be monitored by ILO Myanmar Chief Technical Advisor against the expected deliverables as indicated in the ToR. He/she will work in close relationship with National Officer of My PEC. Requirements Minimum qualifications for consultant are the following: Education: Degree in Agriculture, Economic, Social Science, Development studies, natural resource, or equivalent experience; Experience: Experience in coordinating and implementing livelihood projects Experience in providing trainings in agricultural sector, particularly in rubber production Experience working in multi ethnic and multi language context Experience in the targeted areas an advantage; Skilled in technical reporting and in MS Office especially MS Word and Excel; 4

5 Strong leadership and organizing skills; Good oral and written communication skills, preferably both English and Myanmar. The consultant must submit the curriculum vitae, application letter which must clearly state the previous trainings related with the agricultural sector that have conducted and provide references agency names and contact details. 5
