Its total budget is ,73 and it is financed, for an amount of ,56, by the European Union through the European Neighbourhood and Partnership Instrument. The ENPI CBC Med Programme aims at reinforcing cooperation between the European Union and partner countries regions placed along the shores of the Mediterranean Sea.

4 New professional profiles for Mediterranean Fisheries 1. INTRODUCTION 1.1 Project The R.E.A.D.Y. Med. Fish. project aims at creating an opportunity to attract young operators in the fishery sector, diversify their business activity, increase their income, support the development of the concerned communities and guarantee the sustainability of the sector, through improved local governance and regional dialogue. The overall objective of the project is the promotion of cultural dialogue and local governance in the Mediterranean fishery sector through skilled youth employment. In order to boost the private entrepreneurship and the normative improvement in the framework of the fishery sector multi-functionality, the project will enhance the professionalization of young fishery operators and will train Public Administrations officers and Fishery Association on issues related to the development of diversification activities. Main expected results of the project: Reduce the impact of commercial fishery on the marine ecosystem; Increase by 20% the number of fishermen who have access to information and trainings on new professionalisms in the fishery sector in the coastal communities involved; Increase by 15% the percentage of young people involved in the small-scale fisheries sector that carry out complementary activities among the coastal communities involved; Enhance professionalization of young fishery operators; Define new professional profiles on the multi-functionality of fishery; Review the legislation on multi-functionality of the fisheries sector; Elaborate proposals for the adaptation of relevant and innovative regulations; Develop a network of info desks and a technological platform for the promotion of multi-functionality in the fisheries sector and the support to businesses start-up Partnership: Beneficiary Lega Pesca - National Association among Fishing Cooperatives of the National League of Cooperatives and Mutual Aid Association (Italy) Partners 1. In the last few decades Mediterranean small-scale fisheries has been affected by a series of constraints that generated a growing condition of economic and environmental unsustainability. Growth of fishing efforts, reduction of catches and revenues, increase of operative costs, high average age of operators and general low educational level are just some of the many issues contributing to loss of attractiveness of the sector, migration towards more profitable economic areas and an expanding overall crisis of small-scale fisheries. Such context is contributing to an apparently unstoppable loss of income, decay of cultural heritage and human capital together with impressive migration flows. Hundreds of years of traditions, know-how and environmental safeguard operated by coastal communities are currently risking to be lost in just few years. R.E.A.D.Y. Med. Fish. believes that multi-functionality of small-scale fisheries may represent one of the keys to save the sector, promote its potential, support the sustainability and the development of coastal communities. Multi-functionality embodies the capacity of fishermen, in terms of versatility, dynamism and empirical knowledge, to adapt themselves and to undertake working activities different from standard fisheries. Such ability allows them to withstand crisis by intercepting economic and social local needs and then providing solutions exploiting their expertise in marine related issues. Tourism, environmental services, food processing and direct selling are just few of the business opportunities that a fisherman, which today, more than before, has to be considered a fishing entrepreneur, can exploit valorizing and not losing its identity, its culture and its bonds with life at sea and fisheries. Therefore, considering the aim of supporting the spread of multi-functionality and diversification throughout the Mediterranean, one of the first steps taken into consideration has been the one concerning the identification of those professional profiles that best fit the needs of the 4 project target areas: - Puglia Region, Italy - Medenine Region Djerba, Tunisia - Al Iskandryah Region, Egypt - Entire coastline, Lebanon The purpose of such selection process is to foster the development of diversification activities in a very specific framework comprehending training, revision of local, national and Mediterranean normative, and the establishment of a network on Info and Assistance desks in the abovementioned areas. To be most effective, these activities must be tuned on the actual context and needs of coastal communities. Selecting the professional profiles is the final result of a patient and accurate work of analysis of the territory, its economic vocation, its social structure and culture. 2. NEW PROFESSIONAL PROFILES 2.1 Identification process The identification of the most valuable and efficient professional profiles has been a composite process which counted different kind of activities (analysis and elaboration, on field, etc.) and involved all the partners of the project and several local stakeholders. Here are the main steps undertaken: - Best practices in the Mediterranean: A database of success stories and pilot experiences, coupled with a set of guidelines, have been elaborated in order to provide a wider view on the state of the art in terms of diversification and multi-functionality. The database and guidelines have been thought as a useful tool for policy makers, researchers, specialized organizations and networks. At the same time, these documents will be functional as project tools, representing the starting point for a deeper and combined evaluation of local context and opportunities guaranteed by multi-functionality. - Confronting the territory to evaluate and tune professional profiles: Thanks to the establishment of Geographic Action Groups (GAGs), specific project bodies involving partners and relevant stakeholders located in each of the 4 target countries, it has been possible to better focus the action and define local priorities to be tackled. Opening a discussion with those organizations/associations/group of interests daily involved in coastal community management and fisheries, allowed the project partners to have a clearer view and tune the professional profiles and related skill standards accordingly. This constant share is organized as a continuous flow of information that will go on throughout the whole project implementation period and produce additional supporting tools for local stakeholders and policy makers. - Identification of professional profiles: The final selection process has been assigned to specific round tables in charge of elaborating the inputs coming from the GAGs and evaluate the proposals made by project partners and the best practices listed in the database documents. - Main subjects involved in the identification process: Public Administrations - Local authorities (e.g. Municipalities) - Regional Administration (e.g. Provincial or Regional authorities) - National Administration (e.g. relevant and competent Ministries/Agencies) Fisheries Associations - Professional associations - Fishermen cooperatives - Cooperative associations 4 READY MED FISH - WP4 - DEFINITION OF NEW PROFESSIONAL PROFILES ON THE MULTI-FUNCTIONALITY OF FISHERIES 5

5 New professional profiles for Mediterranean Fisheries Fishermen & Coastal Communities - Fisheries operators (mainly young people), co-operatives and enterprises - Coastal communities bodies (e.g. FLAGs Fisheries Local Action Groups) Fishing Tourism - Italy - Tunisia - Lebanon 2.2 List of Profiles Fishing Tourism consists in a series of activities performed by the fishermen (as single entrepreneur or in a co-operative form) aimed at promoting among tourists, schools and citizens the culture of fisheries and life at sea. Such activities can include: - Implementing sport fishing activities through the use of fishing gears; - Performing tourist-recreational activities in view of the promotion and dissemination of the sea and fishery-based culture, including short tours along the coasts; - Experiencing commercial fishing activities and enjoy catering onboard and ashore; - Performing activities aimed at the knowledge and enhancement of the coastal environment, coastal lagoons and, if authorized by the competent region, of inland waters. - Vessel modification - Marketing Direct Selling - Italy - Tunisia - Lebanon Direct selling is the supply, operated directly by fishermen, of fisheries products to general consumers, restaurants, supermarkets, etc. without the need of mediators. 6 New professional profiles for Mediterranean Fisheries Ittiturismo (Ichthyo Tourism) Aquaculture: Marine cages management - Italy - Tunisia - Lebanon - Egypt Marine aquaculture consists in rearing various aquatic species (according to the local needs and opportunities) in specific off-shore structures (cages). Thanks to its specific knowledge, the fisherman can integrate its catch-based income by investing in this new kind of activity. - Technical know-how Ittiturismo (Ichthyo-Tourism) includes all those activities including: - Lodging - Catering - Recreational activities - Educational activities - Cultural services Ittiturismo aims at promoting the correct use of aquatic ecosystems and fisheries resources and the enhancement of socio-cultural aspects of fishing enterprises.
