1 EXECUTIVE SUMMARY Specific characteristics of the District Mandya district is located in southern part of the state with a total area of 4,961 sq. km. having 7 talukas, 31 hoblies, 1,369 inhabited villages and seven towns with a total population of lakh. Agriculture is the mainstay of the economy with around 69.5% of the workers either directly dependent on agriculture as cultivators (44.7%) or indirectly as agriculture labourers (24.8%). The major agriculture crops in the district are paddy, ragi, horsegram and sugarcane. Industrially, Mandya is one of the backward districts of Karnataka state. There are 12 large and medium scale industries in the district of which 7 are agro based including 5 sugar factories. The district had 10,669 small industrial units providing employment to 48,619 people. The CD ratio of the district as on 31 March 2015 was 103.4% as against 100.6% in the previous year. Under the Prime Minister s Jan Dhan Yojana, the banks in the district together added 2,03,611 basic bank accounts as on 31 March As at the end of 31 August 2015, 1.91 lakh people had enrolled under Pradhan Mantri Suraksha Bima Yojana (PMSBY, 1.14 lakh Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and 1,150 people under Atal Pinchani Yojana. Sectoral trends in credit plan The achievement under the District Credit Plan for the past three years was 140.4% ( ), 113.1% ( ) and 107.4% ( ). However, the achievement under the agriculture term loans vis-à-vis the targets was 65.2%, 37.2% and 43.3% respectively for the years , and During the same period, the share of agriculture term loans in the GLC for agriculture was 7.3%, 4.6%, and 5.5% raising concerns regarding lack of capital formation in the agriculture. PLP projections for the year The projections made in the Base PLP for the year has been revised from `2,59, lakh to `3,22, lakh keeping in view the national priority of increasing capital formation in agriculture. The broad sector wise and sub sector wise projections are furnished in the tables given in the next page. Major constraints and suggested action points There are five sugar factories in the district of which two are in a delicate financial health, viz., Mysore Sugars (MYSUGAR) and Pandavapura Sahakara Sakkare Karkhane (PSSK). As sugarcane is the backbone of the district s economy, revival of PSSK and improving the financial position and functioning of MYSUGAR are critical for facilitating enhanced credit flow and thereby, improving the district s economy.other constraints that affect the credit flow are : delay in timely payment of dues to farmers by sugar factories, delay in energisation of pump sets, lack of assured and quality power supply in rural areas, lack of crop diversification, inadequate marketing arrangements for agriculture produce, lack of entrepreneurship, lack of post-harvest facilities etc. Modernization of irrigation canal network to increase water conveyance efficiency, ground water recharge & rain water harvesting structures, desiltation of minor irrigation tanks, post-harvest facilities for plantation and horticulture crops, creation of cold chain, and modern storage facilities can help in achieving the identified potential. Thrust Areas for The following areas have been identified in PLP for giving focused attention and thrust: (a) Coverage of all eligible farmers under Kisan Credit Card with special emphasis on meeting the credit needs of dry land farmers (b) Promotion of area based schemes - small ruminants and heifer calf rearing (c) Promotion of animal based protein production through livestock development (d) Agricultural Mechanization (e) Crop diversification to millets, horticulture crops, vegetables and flowers (f) Promotion of integrated farming (g) Credit linkage to 10,000 SHGs and increasing per group finance to `2.75 lakh; Promotion and credit linkage of JLGs and (h) Micro Enterprises and Agro and Food Processing Industries. 2

Which works out to 1.97 % of the NDDP of the State. The per capita income for the year was `46,049. Agriculture is the mainstay of the economy with around 69.5% of the workers either directly dependent on agriculture. Around 85.5% of the area is under food crops forming 2.62% of the state total. Paddy, Ragi and Horsegram are the major food crops and Sugar cane is the major cash crop of the district. 14.5% of the area is under non-food crops. Coconut is the major horticulture crop. Sericulture is a major economic activity providing employment to around 34,392 families. The district stands first in milk collection in the state. There are 12 large and medium scale industries in the district. There are 10,669 MSE units providing employment to 48,619 people. 22. Issues critical to banking During the year , the year to- year growth in deposits and advances as compared to previous year was 15% and 18% respectively. The CD ratio of the district was above 100% in the past three years. The percentage of advances to weaker sections was 35.5% of Priority Sector advances and that of DRI advances 0.8%, advances to minority community 3.4% and advances to women was 17.2% of the Priority Sector as at the end of 31 March The achievement under the Annual Credit Plan for the past three years was more than 100%. Though the average achievement as compared to targets under crop loan was 147.7% in the past three years ending 31 March 2015, the achievement under agriculture term loans was 47.2%. The share of agriculture term loans in the GLC for agriculture was 7.3%, 4.6%, and 5.5% for the past three years ending Financial Inclusion Plan To eradicate 'financial untouchability', GoI has launched nation-wide financial inclusion programme 'PM's Jan Dhan Yojana' intended to include the marginalized section of the society in to formal banking fold. During the year , Basic Bank Accounts were opened in the Mandya district. GoI has also announced two social security schemes viz, Pradhan Mantri Suraksha Bima Yojana (PMSBY) for accident 8
