2 SUMMARY On May 18-20, 2010 Zhejiang University, Zhejiang Academy of Agricultural Sciences, Jinhua City Plant Protection Station and the State Key Laboratory of Rice Biology organized a workshop to plan a communication strategy to scale up ecological engineering in Zhejiang and Guangxi provinces in China. Held at Shenhua Hotel in Jinhua, participants selected appropriate media, and formulated an implementation plan to reach thousands of full-time farmers with simplified ecological engineering messages tailored to address knowledge and attitude gaps. Mr. Li-Gang Wu, Director-General of the Jinhua Agriculture Bureau formally opened the workshop with a welcome address. In his speech, Mr. Wu thanked the ADB and IRRI for initiating the workshop and highlighted the important role of plant protection in rice production and environmental protection. He also expressed his gratitude for the ecological engineering (EE) effort being implemented in Jinhua. Likewise, Mr. Yun Xu, Director-General of the Zhejiang Provincial Bureau of Plant Protection, welcomed the participants and noted the significance of the workshop since extension is an important link between research and farmers. A total of 28 participants from plant protection stations, agricultural bureaus in Guangxi and Zhejiang provinces attended the workshop conducted by resource persons from IRRI, China and the Philippines. After the opening session, Dr. K.L. Heong, principal investigator, introduced the project s background and concepts and simplified ecological engineering principles and procedures for farmers and extension. Dr. Monina Escalada, Output 4 coordinator, presented the workshop objectives and expected outputs, and the framework for communication strategy development while Dr. Zeng-Rong Zhu discussed the results of farmer surveys in Guilin and Jinhua. Dr. Zhong-xian Lv showed the results of farmer experiments on ecological engineering in Jinhua while Huasheng Wang and Quingquan Zhang described the progress of field experiments in Yongfu county. In developing ecological engineering messages for farmers, participants first identified its benefits, perceived barriers, and how to apply it. For both Guangxi and Jinhua provinces, participants selected an appropriate multi-media mix to be used to scale up the dissemination of EE and a prototype poster was also developed by a resource person from Jiangxi Agricultural University. Participants also developed a workplan for campaign implementation. Workshop participants proposed that the ecological engineering multi-media campaign be launched in 2011 either on 22 May (International Day for Biological Diversity) or 5 June (World Environment Day) in Beijing. Background The ADB-IRRI Rice Planthopper Project focuses on developing sustainable ways to reduce the vulnerability of rice production to pre harvest losses due planthopper outbreaks. Relying on resistant varieties is insufficient and many pesticides tend to favor 1

3 planthoppers, which are secondary pests that develop well when ecosystem services are compromised. The project has been promoting the ecological engineering concept and developing techniques that will restore biodiversity and ecosystem services. Since then, the project has carried out a series of capacity building activities and conducted baseline surveys on farmers knowledge, attitude, and practices (KAP) to document impacts on farmers and policy adoption of new ecological ideas. These research results need to be taken further and used as basis for identifying knowledge, attitude and practice gaps and planning a communication strategy to fill these gaps. While a communication strategy workshop was held in Bangkok on March 25-26, 2010 with participants from China, Thailand and Vietnam, an in-country workshop is needed to enable the research and extension staff in the ecological-engineering sites to plan a location-specific campaign to design the campaign strategy, develop sample messages, prototype media, and an implementation plan to reach thousands of farmers and policy makers with simplified ecological information. Workshop objectives 1. To identify intervention opportunities and develop motivational mechanisms to help farmers reduce insecticide use and enhance ecosystem services through ecological engineering. 2. To select an appropriate extension media mix and develop prototype motivational materials for pretesting. 3. To develop a monitoring program of the effects of the interventions on farmers insecticide use, and ecosystem services indicators 4. To develop an implementation plan and form the implementation committee. Expected outputs 1. Intervention opportunities to reduce insecticide use and adopt ecological engineering principles identified. 2. Motivational and extension materials and mechanisms to reach a large audience developed. 3. Instrument to monitor farmers insecticide use, adoption of ecological engineering principles, profitability, beliefs and practices. 4. A workplan for the next 6 months. 5. 6 Benefits of EE to farmers 1. Reduced pesticide use and cost 2. Good for health 3. Can improve the quality of rice 4. Improve water quality 5. Reduce the incidence of disease and pest outbreaks 6. Planting sesame and beans can increase farmers income. 7. From good variety to higher quality and good brand. Hejia Ecological Rice - no pesticide, no damage, no sheath blight Perceived barriers 1. Farmers worry about how to control pests. 2. Planting sesame and beans on bunds is additional work to farmers. 3. Most farmers have narrow bunds and they think that it is difficult to plant flowers on them. 4. Flowering of sesame plants may not coincide with insect pest occurrence. 5. Small-scale farmers are not interested to plant flowering plants. 6. Farmers feel insecure without using insecticides due to addiction. 7. Possible yield reduction 8. Resistance from pesticide sellers, chemical companies 9. Higher price for EE products. 10. Risks for higher officials as rice production is the main task of the No. 1 leader in local governments. 11. Local government only stores pesticides but do not teach storage techniques. 12. Extension staff announces only when to spray but not spray as needed.. What to do 1. Use pesticide rationally. 2. Listen to crop protection staff and not the seller. 3. Don t use pesticide when observing pests. 4. Improve farmers idea of ecological engineering. Campaign plan 1. Produce a TV or video documentary on EE. 2. Disseminate EE in graduate (MSc, PhD) and undergraduate courses 3. Use light trap, yellow sticky panel, pheromone trapping in demo sites. 4. Set Jinhua, Lingui, Yongfu as the national demonstration sites. 5. Conduct a field day in Jinhua and Yongfu for provincial plant protection leaders. 6. Conduct a forum on green management of pests for policy makers and top management. 7. Aim to launch EE campaign on Biodiversity Day -- May 22, Conduct a symposium after launch. 5
