2 EXPRESSION OF INTEREST FOR THE EMPANELMENT OF SEA CAGE FABRICATORS Background The National Fisheries Development Board (NFDB), Hyderabad under the Department of Animal Husbandry, Dairying and Fisheries (DAHDF), Ministry of Agriculture, Government of India is the nodal agency in implementing the Blue Revolution Mission (Neel Kranti Mission). Blue Revolution Mission will have multi-dimensional approach to all activities concerned with development of the fisheries sector as modern world class industry in India. It will focus on tapping the full production potential and enhance productivity substantially from aquaculture and fisheries resources, both inland and marine. Substantially increasing the share of Indian fisheries in the export area would be a key goal. It will also ensure doubling the income of the fishers and fish farmers with inclusive participation of the socio-economically weaker sections and ensure sustainability with environment and biosecurity. The DAHDF and NFDB are implementing various schemes to promote sea cage farming in the maritime states. However, the basic requirement for the sea cage farming is the availability of farming system namely sea cages made with high quality material suitable for the farming operations during different agro climatic conditions. Hence, the technical specifications were prepared in consultation with the Central Marine Fisheries Research Institutes and State Fisheries departments. These technical specifications were deliberated with the sea cage fabricators and fishermen groups to get their views on sea worthiness and user friendliness of the design and material of construction. Accordingly the technical specifications for the sea cages were finalized to implement the scheme in all maritime states. It is expected that the sea cages will be fabricated and supplied by the fabricators to the fishermen groups and farmers eligible under this scheme in respective maritime states. Empanelment of Cage fabricators The cage fabricators fulfilling the desired experience will be empanelled based on the Expression of Interest submitted by them to the CMFRI. The CMFRI will empanel such cage fabricators and submit the list of eligible cage fabricators to the NFDB. The NFDB is expected to award the contract for fabrication of sea cages to these fabricators as and when required for the implementation of their scheme to promote sea cage farming, duly following the NFDB s administrative rules, financial rules and procedures. Scope of work It is proposed to empanel the cage fabricators to make HDPE cages based on the technical specifications prepared by the CMFRI and approved by the NFDB. The fabricators are expected to make the HDPE cages and other cage materials like inner nets, outer nets, bird nets, ballast

3 pipe, anchors /concrete blocks for anchoring the cage and anchor ropes. The items made for sea cage farming has to be supplied in respective places as desired by the NFDB/ Department of Fisheries of maritime states viz., Gujarat, Maharashtra, Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal and Odisha. Eligibility 1. The fabricator or his firm should be registered in India. 2. The fabricator or his firm must have the capability to supply the sea cages of desired specification. 3. All experience, past performance and capacity /capability related data should be certified by the fabricator or his firm. 4. The credentials regarding experience and past performance to the extent required as per eligibility criteria submitted by fabricator or his firm will be verified from the parties for whom work has been done. 5. The fabricator or his firm should not have been blacklisted /debarred for dealing by Government of India or any State Govt. in any manner and an undertaking should be submitted along with the EoI, to this effect. 6. Interested firms have to submit self attested copies of registration of firm with the local agencies, GST registration certificate and PAN Card along with their application. 7. The validity period of empanelment will be 3 years from the date of empanelment and their performance will be reviewed annually or as per requirement. 8. If required the same empanelment may be extended for another year after completion of this tenure. 9. Cage fabricator or firm, whose performance is not found satisfactory, will be eliminated from the empanelment list. 10. Potential new fabricators or firms may be added to the empanelment list every year based on the satisfaction of the eligibility criteria. Suitability of Sea cages The sea cages supplied should be able to withstand very rough condition of sea (WMO sea state code: 6; wave height 4 to 6 meters). HDPE CAGE TECHNICAL SPECIFICATIONS I. HDPE CAGE FRAME (TO FABRICATED AS PER DIAGRAM) 1. HDPE Cage inner Diameter 6m 2. Type Circular floating cage with 2 floating pipes and hand rail pipe. 3. Floating Pipe 140mm Outer dia, PE 100 virgin HDPE material, Pipe thickness (10mm - 12mm) and UV resistant. 4. Railing Pipe 75mm Outer Dia, PE 100 virgin HDPE material, Pipe thickness (8mm - 10mm), with UV resistant.

4 5. Bracket HDPE injection moulded with inner dia 140mm and UV resistant. 6. Railing Height 1m from floating pipes 7. HDPE cage fitted with stoppers for brackets to hold it in place. 8. Nine numbers of Brackets has to be used per cage year warranty against welding failure or manufacturing defect. Any defects should be rectified during the warranty period. II. HDPE CAGE NETS 1. 7 SHORT LISTING CRITERIA FOR EVALUATION OF SEA CAGE FABRICATORS The cage fabricator will be evaluated for short listing, inter-alia, based on their past experience of fabricating/supplying cages in similar context, financial strength, technical capabilities etc. each supplier will be assigned scores based on weightages assigned to each of the criteria in E.O.I. After sales support 10% All fabricators who secure the minimum required marks (normally 50%) will be shortlisted. Removal from the Empanelment:- 1. Whenever a fabricator is found lacking in performance in terms of response, delivery compliance, capacity, quality standards or ethics, the fabricator may be removed from the approved list with the approval of the NFDB/DAHDF. 2. Termination of the contract due to default or insolvency on part of the supplier declared by a court of law. 3. Non-performance or performance below specified standards such as repeated delays in delivery (more than twice during a contract period), low quality of goods (rejection of goods more than two times during a contract period), non-delivery etc. during the period of delivery specified in the purchase order. 4. In case the firm is banned/ blacklisted by any other Government agency. NB : The eligible fabricators should submit their application in the prescribed application format addressed to The Director, Central Marine Fisheries Research Institute, Post Box No. 1603, Ernakulum North P.O., Kochi , Kerala, India.
