3 Background Countries have declared their intent to end preventable maternal and child health by 2030 Persistent inequities and barriers affecting rates of child and maternal deaths between and within countries underlines challenges for reducing child and maternal mortality. Achieving UHC is perhaps the most widespread barrier Ebola crisis in west Africa, and current Zika outbreak impacting the whole ofthe society and beyond borders exemplify fragility of health systems Despite increases in development assistance for health vertical programs, weak health systems have not significantly improved in many countries Increasing attention to health security is focusing on building robust responsive and resilient health systems to meet the 21 st century new challenges including changes in disease epidemiology, life style, climate change and the demographic transition. 4 Background HSS and Nutrition Optimal nutrition lays the foundation for lifelong health, learning and economic and social performance, and it is one of the most important investments that can be made to realize the rights of every child. Despite significant progress in the coverage and quality of nutrition programmes, there is still a long way to reach millions of malnourish children globally One of the main programme area of work is to increase synergies with health and other sectors and promote its linkages Procurement and Supply Chain Management is key to scale-up and utilize both nutrition specific and sensitive approaches The different areas of focus and expected results for addressing the global burden of malnutrition requires also investments in relevant crosscutting issues and systems. 5 Background UNICEF has recently developed its Health Strategy aiming at: Ending preventable maternal, new-born and child deaths, and promoting the health and development of all children The Strategy emphasizes increasing integration of development and humanitarian efforts through risk-informed programming in all contexts, proposing three approaches: addressing inequities in health outcomes; promoting integrated, multi-sectoral policies and programmes, and Strengthening Health Systems, including for emergency preparedness and responsiveness, and to ensure resilience. 6 UNICEF approach to HSS: Generalities UNICEF vision : A health system that closes the gaps in access to quality services and in child health and nutrition outcomes, contributes to UHC and the SDGs, and is resilient. UNICEF defines HSS as actions that establish sustained improvements in the provision, utilization, quality and efficiency of health services, including both preventive and curative care, as well as the resilience of the system as a whole. UNICEF s HSS approach involves activities at all levels and builds on its mandate, capacity and comparative advantages, guided by a results based Seven steps approach that applies at all levels of the health system: Final core strategy content deck_for production_v T T pptx 5

7 UNICEF approach to HSS: Generalities UNICEF s approach to HSS connects national and sub-national levels, focusing particularly on sub-national management capacity and community engagement based on sound national policy, plans and financing.
