2 Jharkhand State Livelihood Promotion Society (JSLPS) was formed as an autonomous society in the year 2009 within the Rural Development Department, Government of Jharkhand. The society is created to serve as a special purpose vehicle for smooth implementation of poverty reduction schemes (DAY-NRLM and others) in the state. Strategies/ Approaches to combat the poverty reduction Collectivization of poor and honing their capacity and skills. Enabling environment for financial literacy and enhancing accessibility of financial services. Sustainable Income enhancement by providing reliable livelihood opportunities. Intra and inter department Sectoral Convergence. Jharkhand State Rural Livelihood Mission (SRLM) has presence in 254 blocks in all 24 districts of Jharkhand. SHGs promoted by JSLPS are called Sakhi Mandals. The idea is to reach out to all rural poor and vulnerable households members through Sakhi Mandal and currently lakhs families are mobilized through 1.74 lakhs Sakhi Mandals. These Sakhi Mandals federated at the village and cluster level are called village organization and cluster federation and as on Dec, 2018, 10,157 Village Organizations and 402 Cluster Level Federations (CLF) were formed and providing regularly support to Sakhi Mandal for poverty alleviation. 5 Community managed training center (CMTC) established at block level and it has plan to establish 19 more CMTC for Capacity building of community institutions. 1

3 Saturation Status as per SECC data Financial Inclusion Access to repeat finance at affordable cost and financial literacy is one of the key strategies where Bankers are treating these institutions as probable and possible clients and trust on them has considerably increased. JSLPS has initiated Bank Sakhi model, where community institutions identify the SHGs member and place them in the bank branches for helping SHGs in bank related work. Similarly, Banking Correspondents are deployed to provide door step banking services and promote capacity building for digital use for improving their knowledge and enhancing digital connectivity. 78,653 SHGs have received the RF and 36,949 SHGs CIF. Rs 658 Cr mobilized through credit linkages from bank by 76,780 SHGs Total Active BC Agent as on date is 629. Livelihood Sakhi Mandal member are also adopting new techniques for farming and also exploring the best practices with own innovations. They are involved in income generation activities like livestock 2

4 rearing, NTFP and other off farm activities. JSLPS is trying to create conducive environment to provide at least two livelihood options to each of the rural households. In order to promote livestock rearing at community level, JSLPS has introduced the PASHU SAKHI model. PASHU SAKHIs are identified at the village level to provide services like shelter management, vaccination, insurance of livestock etc. Around 9885 pashu sakhis and AKM have been groomed for the purpose. 4.4 Lakhs families registered for practicing SRI/ SCI and families are involved in livestock activities. 31,000 families are involved in NTFP activities. 50 organic clusters have been developed. JSLPS is also working with marginal women farmers under MKSP with an objective to; Create sustainable agricultural livelihood opportunities for women in agriculture; Improve the skills and capabilities of women in agriculture to support farm and nonfarm-based activities; Key Achievements Farmers started lac cultivation Farmers engaged in Medicinal Plan cultivation RESHAM Goat Rearing Skills and Placement JSLSPS has identified around 100 different trades which are being offered by 54 Program Implementing Agencies (PIA) through their training centers based at different Districts of Jharkhand youth are trained on different trades against the target of 80,000 (for 3 years) and out of which 7569 are placed. Around youth are trained under RSETI. 3

5 Non - farm Incense Stick: Incense Stick production cluster is being promoted in five locations of Ranchi District 100 pedal machines have been installed in Angara and Silli blocks providing livelihoods to 200 women members Training and Production Centre (TPC): TPC was established as state of the art center with all modern machineries and equipment. It supported in providing govt. school uniform, bags for the Dakia scheme/day-nrlm and to other departments. Sanitary Napkin: A unit of packing and distribution Centre for Sanitary napkin has been established and currently, it is being supplied among SHGs., Tamarind Processing: 15 processing units established and around 9000 member of are involved in collection, processing, packaging and marketing of Tamarind Solar Light (SoUL) Project: 18 Assembling & Distribution Centers and 120 enterprises for Repair & Maintenance of Solar Lamps established in various project blocks around 7 lakhs solar light distributed Social development and convergence JSLPS is working towards, mainstreaming of PWDs, PVTG and aged people, and started layering and converging activities of food, health, nutrition and WASH with exiting activities of NRLM to reduce morbidity, sporadic episodes of illness, expenditure. and decrease the out of pocket Connecting the under privileged and the underserved with entitlements is only possible, when demand of the entitlements would be articulated and through convergence the disadvantaged people would be served lakhs IHHL constructed by VOs/Sakhi Mandal. 4

6 Around 1500 Villages Organisation trained on VHND services and FNHWs services Approximately 5000 VOs trained on VHND services Involvement of SHGs in Packaging food grains of PDS under Dakiya schemes for providing at the door step of PVTG families Witch hunting prevention campaign Other Initiatives Community Based Monitoring System: 800 Community cadres from SHG members have been capacitated for regular monitoring of SHGs and VOs on all standard parameters Community Journalist: 50 community based journalist from SHG members have been engaged under partnership with one leading newspaper of state. Ajeevika One Touch Centre: 8 Ajeevika Touch Centre activated to for providing Government e-services at Cluster Level. Custom Hiring Centre 621 Center established and providing the services at the community level 19,00 Producer Group formed and being nurtured to take up higher order of cultivation and aggregation. 100 organic cluster have been developed. 5
