2 Draft Regulation on Rural Development for the period objectives Objectives Within the overall framework of the CAP, support for rural development shall contribute to achieving the following objectives: the competitiveness of agriculture; the sustainable management of natural resources, and climate action; a balanced territorial development of rural areas 2

3 EU Rural Development Priorities 1. Fostering knowledge transfer and innovation in agriculture, forestry, and rural areas with a focus on the following areas: a) fostering innovation and the knowledge base in rural areas; b) strengthening the links between agriculture and forestry and research and innovation; c) fostering lifelong learning and vocational training in the agricultural and forestry sectors. 2. Improving the competitiveness of all types of agriculture and enhancing farm viability, with a focus on the following areas: a) facilitating restructuring of farms facing major structural problems, notably farms with a low degree of market participation, market-oriented farms in particular sectors and farms in need of agricultural diversification; b) facilitating generational renewal in the agricultural sector. 3

4 EU Rural Development Priorities 3. Promoting food chain organisation and risk management in agriculture, with a focus on the following areas: a) better integrating primary producers into the food chain through quality schemes, promotion in local markets and short supply circuits, producer groups and inter-branch organisations; b) supporting farm risk management. 4. Restoring, preserving and enhancing ecosystems dependent on agriculture and forestry, with a focus on the following areas: a) restoring and preserving biodiversity, including in Natura 2000 areas and high nature value farming, and the state of European landscapes; b) improving water management; c) improving soil management. 4

5 EU Rural Development Priorities 5. Promoting resource efficiency and supporting the shift towards a low carbon and climate resilient economy in the agriculture, food and forestry sectors, with a focus on the following areas: a) increasing efficiency in water use by agriculture; b) increasing efficiency in energy use in agriculture and food processing; c) facilitating the supply and use of renewable sources of energy, of by-products, wastes, residues and other non-food raw material for the purposes of bio-economy; d) reducing nitrous oxide and methane emissions from agriculture; e) fostering carbon sequestration in agriculture and forestry. 5

6 EU Rural Development Priorities 6. Promoting social inclusion, poverty reduction and economic development in rural areas, with a focus on the following areas: a) facilitating diversification, creation of new small enterprises and job creation; b) fostering local development in rural areas; c) enhancing accessibility to, use and quality of information and communication technologies (ICT) in rural areas. All of the priorities shall contribute to the cross-cutting objectives in the fields of: innovation; environment; climate change mitigation and adaptation. 6

7 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy Water Sector The Basic services and village renewal in rural areas measure is to include the following actions: Water supply system development/reconstruction in rural area agglomerations with a population equivalent of more than 2000; In agglomerations with a population equivalent of less than 2000, the funding will be focused on the water supply component of the common system. Areas of water stress, either current or forecasted, shall be prioritised. In agglomerations with a population equivalent of less than 2000, with a high coverage of the sewerage system (between 90% and 100%) and/or where wastewater is discharged into a body of water designated for drinking and household water supply or a sanitary protection zone, funding will be provided for sewerage and wastewater treatment systems as an exception only; The completion of sewerage systems will be funded only in populated areas with wastewater treatment facilities. 7

8 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy Water Sector The Investments in physical assets measure will fund: Investments related to adapting agriculture to climate change; Investments related to improving the hydromeliorative infrastructure, including in fields under irrigation, through reconstruction of the existing hydromeliorative systems and facilities, completion and construction of new facilities to modernise the areas under irrigation, in compliance with environmental requirements and water damage risk prevention; introduction of effective control in the use of the hydromeliorative infrastructure (introduction of water meters, etc.); improving the efficiency of irrigation and drainage; environment-friendly methods and modes of performing the processes; Design and construction of small reservoirs to store rainwater from overhydrated areas, prevention of nitrate, phosphate and pesticide pollution of water; introduction and establishment of improved tilling technologies/practices, establishment and maintenance of buffer zones (in river areas). 8

9 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy Water Sector The Restoring agricultural production potential damaged by natural disasters and catastrophic events and introduction of appropriate prevention actions measure covers support for: investments in preventive actions aimed at reducing the consequences of probable natural disasters and catastrophic events; and investments for the restoration of agricultural land and production potential damaged by natural disasters and catastrophic events. Support shall be granted to farmers or groups of farmers. Support may also be granted to public entities where a link between the investment undertaken by such entities and agricultural production potential is established 9

10 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy Waste Sector Support under the Investments in physical assets measure covers tangible and/or intangible investments that will lead to: Improving agricultural waste management within farms (improving the management and utilisation of manure, wood and plant waste, environment-friendly disposal of unusable pesticides and other plant protection chemicals). 10

11 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy Energy Efficiency and RES Sector The Investments in physical assets, Farm and business development and Basic services and village renewal in rural areas measures are to fund investments related to a wide range of renewable energy sources. 11

12 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy In the field of improving air quality and reducing greenhouse gas emissions 1. The Investments in physical assets and Farm and business development measures may fund gasification projects, where provided for in the energy efficiency inquiry. 2. The Basic services and village renewal in rural areas measure covers investments related to the reconstruction and modernisation of municipal roads and street networks, as well as sidewalk pavement within populated areas and the construction of cycling lanes. 12

13 RDP Measures covered by the Guidelines on the Integration of Environmental and Climate Policy In the field of restoring and preserving biodiversity, including the Natura 2000 network. 1. Natura 2000 and Water Framework Directive payments measure Support under this measure shall be granted annually and per hectare of utilised agricultural area or per hectare of forest in order to compensate beneficiaries for costs incurred and income foregone resulting from disadvantages in the areas concerned, related to the implementation of Directives 92/43/EEC, 2009/147/EC and 2000/60/EC. Support shall be granted to farmers and to private forest owners and associations of forest owners respectively. 2. Agri-environment-climate measure Payments under this measure shall be granted to farmers, groups of farmers and other landmanagers who undertake, on a voluntary basis, to carry out operations consisting of one or more agri-environment-climate commitments on agricultural land. Commitments under this measure shall be undertaken for a period of five to seven years. Payments shall be granted annually and shall compensate beneficiaries for all or part of the additional costs and income foregone resulting from the commitments made. 13
