1 EXECUTIVE SUMMARY 1. Specific Characteristics of the District The Theme of is Accelerating the pace of capital formation in agriculture and allied sector. Ratnagiri is situated in Sahyadri hills, south western part of Maharashtra and spread over a geographical area of 8325 sq. km. Agro-climatic conditions of the district are suited for horticulture crops. Mango and Cashew are the important horticulture crops of export value. There are three geographical regions viz. eastern hilly region of Sahyadri ranges, middle plateau region and western coastal region. Administratively the district is divided into nine blocks. The district has a population of lakh of which 1.44% belongs to Schedule Caste and 1.18% belongs to schedule tribe. There are 1123 females per 1000 males. Literacy rate is 83%. In view of long coast line of 167 km, marine fishery is an important activity in the district. Ratnagiri district is predominantly agricultural having geographical area of 8.21 lakh hectares. Paddy, Nagali, and other pulses are the main Kharif crops of the district. Mago and Cashew are major horticulture crops. There are 189 branches of 31 Commercial Banks, 25 branches of Vidharbha Konkan Gramin Bank and 74 branches of DCCB, in the district. Major rivers in the district are Savitri, Vashishti, Shastry, Jagbudi, Bav, Muchkundi and Jaitapur. Ratnagiri is well connected by rail and road. 2. Potential Estimated for the District has projected a potential of lakh covering agriculture, nonfarm sectors and other priority sectors. The total deposits and advances outstanding as on 31 March 2015 of all banks stood at crore and crore respectively forming Credit Deposit ratio at 71%. 1

2 Crop loan : Projections of lakh constitute only 28% share in the credit potential of the district. Paddy is the main crop due to abundant rain. Irrigation facilities have not increased much during the year. However, farmers are diverting to other crops like ground nut, vegetables and spices steadily. Scope for increase in paddy area is limited. It is based on scale of finance recommended for by DLTC. The GoI s policy thrust on ensuring food security and concessional rate of interest has positively resulted in enhanced potential for crop loans. Plantation and Horticulture: As compared to crop loans, the share of the Agricultural Term Loans of lakh (10%) is considered to be very low in view of Ratnagiri is basically known as horticulture district. The large wasteland is being converted to mango and cashew cultivation due to 100% subsidy under Employment Guarantee Scheme for horticulture plantation implemented by the Govt. of Maharashtra. Animal Husbandry: Dairy and poultry activities are likely to pick up during the year. Goat rearing is suitable activity due to availability of large fallow pasture land useful for grazing. There is good demand for goat in the district. It is an important activity for landless, women, SF/MF to augment their income. The per capita milk production in Ratnagiri district at about 96gm/day which is very low compared to the State average of 209 gm/day and recommended level of 250 gm/day. Govt of Maharashtra has introduced schemes for dairy, poultry and goatery with subsidy of 50% and 75% for general and scheduled caste/scheduled tribe respectively since These activities are likely to pick up during the year. Non Farm Sector: One of the major areas of concern was the slow pace of development under MSME in the district. This sector has potential to create employment and absorb the surplus labour after fulfilling the need of agricultural sector. It has abundant potential for development of agro-processing units. The PLP envisages credit flow of lakh to MSME. One atomic power generation plant and few big industries which are likely to set up in near future will change the economy of the district. Proposed four lane national highway also will boost the transport and marketing activities alongwith tourism. Maharashtra Industrial Development Corporation has developed industrial area of Hectares. District Industry Centre is active in promoting various skill based rural industries. Quality control and standardisation would increase the market for the rural industrial products. DIC has submitted proposal for Mango cluster to Govt of India which was likely to be operationalised in Other Priority Sector: Activities covered under Other Priority Sector include professionals and selfemployed, housing, transport operators, etc. Housing loans and educational loans continue to predominate, in which the banks had deployed larger funds.under Other Priority Sector, the credit flow has been satisfactory since past few years. The estimated credit flow to this sector has been worked at lakh. Export credit ( 4200 lakh) and social infrastructure ( 1300 lakh) are new areas as per new Priority Sector lendings guidelines for banks for finance. Fisheries: There are 7 creeks useful for navigation and for large scale fishing. In association with Irrigation Department, fisheries department has leased ponds for inland fisheries. NCDC is extending assistance for construction of boats. Various scheme are being implemented by MPEDA, FFDA etc. Hence scope for increasing bank loan is limited. No significant increase in projection is made in PLP. 2

3 Increase in agricultural activities in the district correlates to various professional agriculture related extension services through use of agriculture graduates and others by setting up Agri-Clinics and Agri-Business centres [ACABCs]. A model scheme is available with banks. The scheme has been recently revised by Govt. of India. ACABC training centre has been established in the district in The total number of tractors is around 584 in the district. The depth of surface soil at many places is less than one foot. Out of the total farmers, small farmers have land holding of less than 2 hectares. NABARD has encouraged banks to form Farmers Clubs [FCs] and use Individual Rural Volunteers [IRVs] to function as SHPIs to provide larger credit to this segment. RBI has recommended the use of external agencies for the development of non-financial functions relating to micro Finance i.e. FCs, IRVs etc., by banks to increase the flow of credit to SHGs and other micro-entrepreneurs, without any difficulty. Area Development scheme for cashew processing has been prepared in view of the increasing plantation under cashew over past few years and has good scope for generation of employment. The scheme has been favoured by bankers also. The deposit mobilized by all the banks functioning in the district stood at ` Lakh and Loans and Advances outstanding stood at ` Lakh thus CD ratio works out 71% as on 31 March
