3 Introduction. Spate Irrigation is getting focus in Ethiopia. ** 9+3; River basins are not evenly situated it is the potential and sometimes the only alternatives for the low and mid-lands water centre development Due to climate change, population(human, livestock) pressure streams are becoming seasonal

Strengthening spate irrigation network 3 Identificatio n of organizatio ns key to implementi ng spate irrigation In addition to project implementing educational institutions (Haramaya and Arba Minch University) and OWMEB, the southern region pastoralist development bureau, Regional water resource bureaus, farmer organizations (Boru Dodota at Bililo), Hawasssa and Bahridar universities as well as NGOs (IFAD and MERET) were identified as key to implement spate irrigation activities.

8 1. Strengthening spate irrigation network 3... Training workshop was conducted where the listed key organizations participated. Lecturers, exercises and field trip was conducted as part of the workshop activities and this familiarized the participants with different technical, institutional, social and economic aspects of spate irrigation. Further tailored support to the implementing organizations will be provided in 2012.

Capacity Building, Continuous Knowledge Development & Dissemination Activities 1 Organize a training workshop Status of accomplishment Workshop was conducted Syllabus of pate irrigation course/module; The participants from Jimma and other universities have reported to include spate irrigation as chapter in the course that they are teaching Spate irrigation is incorporated as a course under Flood and Drought management module of the IRBM programme (MSc programme to be implemented in 8 Ethiopian universities)

Cooperation with other IFAD and other country programmes Joint activity programme developed between IFAD and the Central SpN on hands-on training on the design of spate irrigation systems and knowledge sharing in the establishment and strengthening of WUAs. The content of the programmes have been agreed upon, discussion on the budget is still to be finalized. A proposal has been developed for joint IMAWESA-SpN Ethiopia for 2012

18 Lesson Learnt from Sudan Participating MSc students, Sudan Shortly after this meeting stakeholders consultation meeting will be re-conducted: identifying the real challenges at the ground, and also put us in better position to support our parent farmers and selected schemes will be visited and to work actively on 2012 activities

Strengthening the Spate Irrigation Network 1 Plan Updating the list of active country Spate Specialists and also informing them with spate news Deliverables Updated spate specialists contact details Additional spate network members will be registered and the number of members will be raised more than 40 at the end of 2012.

21 2 1. Strengthening the Spate Irrigation Network Plan Tailor made support, training, to regional water, mine and energy Bureau and pastoralist development offices in the SNNPR of Ethiopia. Lecture will be given to GC students and staffs in University Meeting will also be conducted with farmer WUAs to discuss about spate irrigation practices and learn about their challenge on spate irrigation scheme. Deliverables Report document: that discusses about the organization, the support it earns, goal of the support.

22 2. Solution Oriented Action Research Implementation of action research: International and national MSc students will lead this. This approach can significantly contribute to capacity building of the local students and also creates an opportunity for joint supervision and hence exchange of experience among Ethiopia staff and staff from international universities/institutes First hand analysis, result and draft thesis report of MSc papers/ Preliminary research report document

Capacity Building, Continuous Knowledge Development & Dissemination Plan Contribution to preparation of spate program development charter as annex to the Country policy on land and water management and development Deliverables Prepare a draft spate irrigation charter that outlines experiences of spate irrigation in Ethiopia, details alternative programs for spate irrigation development in the country and the relevant supportive land and water policy required
