1 EXECUTIVE SUMMARY District Profile has two distinct geographic divisions 32 plain Mandals in North coastal zone and 11 tribal agency Mandals in High altitude tribal zone. The geographical area of the district is sq.kms and the district is divided into 3 revenue divisions viz.,, Narsipatnam and Paderu. The population of the district as per 2011 census was lakh, which was 4.56 lakh higher than the population of 2001 Census, constituting a decadal growth of 11.9% as against State s decadal growth of 11.10%. The district has 43 Mandals. The average annual rainfall of the district is 1202 mm. The major soil types are Red soils, loamy, coastal sands and alluvial soils. 55% of the rainfall is received through South West Monsoon and 12% through North East Monsoon. Agriculture is the main stay of the economy of district, with 90% of the farmers being small and marginal farmers. The main crops grown in the district are Rice, Sugarcane and minor Millets. Total Gross Cropped and Net Cropped area is 3.69 lakh ha and 2.87 lakh ha respectively. The district has a good industrial base and is studded with major, medium, small and micro enterprises. The industry and services contribute 91% of the Gross District Domestic Product. Banking Profile The banking network of the district consists of 44 Commercial Banks, one RRB (APGVB) and one DCCB ( DCCB) with 576, 77 & 28 branches, respectively. Of the total branches of 681, 186 are rural branches, 84 semi-urban, 116 urban and 295 Metro. In addition, there are 98 Primary Agricultural Credit Societies affiliated to the DCCB. The total deposits and advances of CBs, RRBs & DCCB stood at ` crore and ` crores respectively, as on 31 March The same have grown at 22% and 8% respectively over the previous year. The CD ratio of all the banks put together stood at 71% as on 31 March As against ACP target of ` crore under priority sector, the achievement as at the end of 31 March 2015 was ` crore ie., 47%. Achievement under agricultural sector was 71% and the agency-wise achievement was 61%, 21% and 18% by the SCBs, RRB and DCCB respectively. PLP projection for NABARD, in the year , had prepared Base PLP for five years co-terminus with the XII Five Year Plan ( ). The Base PLP projected a five year credit potential under priority sector covering Primary, Secondary and Tertiary sectors, with emphasis on the Primary sector. Taking into account the changes in the composition of priority sector brought in by the Reserve Bank of India, the composition of PLP has also been changed and presented under Farm Credit, Agriculture Infrastructure, Ancillary Activities, Micro, Small and Medium Enterprises (MSME), Export Credit, Education, credit for Housing, Renewable Energy, and others. The total credit potential for under priority sector for district is estimated at `10667 crore. A potential of `2963 crore has been estimated for agriculture credit (28%) followed by `2850 crore (27%) for MSME sector, `1774 crore for Housing (17%), `1500 crore (14%) for Export Credit, ` crore (6%) for Education, ` crore (8%) for others (including lending to SHGs), `14.64 crore for Social Infrastructure and `7.58 crore for Renewal Energy. 1

2 Sector wise credit potential and critical interventions (a) Crop production: Short term credit for crop production plays important role in changing the face of economic scenario of the district. Supply of quality seeds, coverage of non-loanee farmers and financing tenant farmers through JLG/LCEC mode, implementation of revised KCC norms, seed replacement, strong extension system, utilization of extension officers exclusively for extension job, mechanization of agriculture through setting up custom hiring centers, etc., will enhance the credit flow under crop production. A credit potential of ` crore has been assessed for the activity for the year (b) Water Resources: Revival of non-working LI schemes, Rejuvenation of existing MI tanks, energization of more number of pumpsets, encouraging solar irrigation pumpsets, and creation of awareness on conjunctive use of water, etc., are important steps for tapping the available potentials under the sector. A credit potential of `41.28 crore has been assessed for the activity for the year (c) Farm Mechanization: In order to encourage mechanization in agriculture, more focus is to be on usage of farm implements, graders, cleaners, threshers, rotovators, pulvariser, conoweeders, drum seeder, translators and other implements. A credit potential of ` crore has been assessed for the activity for the year (d) Plantation and Horticulture: Horticulture is one of the thrust areas in the overall development of the district and sustainable development of Horticulture is aimed at by increasing area, productivity, by encouraging postharvest management in Horticulture sector. Ample scope exists for expanding the cold storage capacity, quality planting material, processing units, grading packing and marketing facilities. Keeping in view the requirements of the sector, a credit potential of crore (including Sericulture) has been assessed for (e) Animal Husbandry: Activities having scope for tapping by adopting banking plan are dairy development and calf rearing. Creation of awareness among the rural populace on the importance of dairying as a livelihood activity will have large positive impact on the sector. The other intervention which will have impact on the sector is promotion of calf-rearing. An amount of ` crore, `38.22 crore and `24.66 crore has been assessed for Dairy, Poultry and Sheep & Goat. (f) Fisheries: stood first in marine fish production and fifth in terms of overall fish production in Financing of activities under marine fisheries, working capital for Marine fishing units, brackish water prawn culture, capacity building of fishermen are the critical interventions required to give fillip to the sector. A credit potential of `26.92 crore has been assessed for the activity. (g) Agriculture infrastructure: Keeping in view the revision in the priority sector guidelines, a separate chapter Agriculture Infrastructure has been introduced this year with projections for construction of storage facilities, land development & others. A credit potential of `16.79 crore, `34.78 crore and `18.37 crore has been assessed for these activities, respectively, for the year (h) Ancillary activities: Keeping in view the revision in the priority sector guidelines, projections for Food and Agro processing and Others have been estimated at `47.54 crore and `7.45 crore respectively for (i) Micro, Small & Medium Enterprises (MSME): Keeping in view the conspicuous industrial and service sector scenario of the district which contribute 91% of the District GDP, credit potential of `2850 crore has been assessed for the activity for the year The credit potential has been increased over that in the base PLP keeping in view the increasing ground level credit flow to the sector and also the increasing industrialization in the district. (j) Export Credit: For the first time, credit potential estimation for Export Credit is being made in the PLP keeping in view the RBI s priority sector guidelines in terms of which a limit of `25 crore per borrower to units having turnover of upto `100 2

3 crore would be classified as priority sector. Taking into account the exports of fisheries sector which formed bulk of exports from the district, a credit potential of `1500 crore has been estimated under the sector. (k) Education: Taking into account the priority sector guidelines and also the fact that is on the verge of becoming an educational hub with considerable number of educational institutions and the number of students, a credit potential of ` crore has been estimated for the year (l) Housing: A credit potential of ` crore has been estimated for housing for the year keeping in view the growing demand for housing in the district. (m) Renewable energy: A credit potential of `7.57 crore has been estimated under Renewable energy for There is a need to create more awareness on the importance of renewable energy and developing suitable credit products to popularize activities like solar roof-top system, etc. (n) Informal Credit Delivery System: In order to strengthen SHG movement in the district, the future roadmap may include identification of potential activities for setting up of Micro Enterprises and motivating members for taking up the activity, training and capacity building of identified SHG members who are availing higher doses of finance, identification of dormant groups and initiate steps for their revival, Training and capacity building of stakeholders including bank branches and other staff of banks, Strengthening supervisory and monitoring mechanism over SHGs at branch level, Strengthening recovery mechanism at branch/mandal level, etc. A credit potential of ` crore has been assessed for the activity for the year , out of which an amount of `378 crore has been estimated for lending to SHGs for various agricultural purposes. (o) Infrastructure Support: Infrastructure development is a necessary pre-condition for integrated rural development in the district. Rural Infrastructure Development Fund serves as a supplement to the efforts being made by State Governments in this direction. About 1407 infrastructure projects (excluding the ones which were subsequently withdrawn) involving an RIDF loan of ` crore have been sanctioned in the district. The critical infrastructure required for the district are installation of drip systems in additional area, strengthening of LI schemes, providing water supply for irrigation and drinking purpose in the agency area, setting up of primary and secondary processing for horticulture produce in the district, strengthening of horticulture nurseries, setting up of ripening chambers for mango, strengthening of veterinary institutions, infrastructure for fishing activity, etc. Considering the scope for institutional credit to support investment in social infrastructure, a credit potential of `14.64 crore has been estimated. The distinct geographic divisions of the district offer ample scope for development of all the three sectors of the economy viz., Agriculture, Industry and Service. The agriculture, animal husbandry, horticulture and Fisheries sectors have good potential to contribute immensely to the development of the district. This could be made possible by some critical interventions viz., seed processing, millet processing, bringing more area under drip irrigation, strengthening of horticulture nurseries, setting of processing plants, institutional strengthening of veterinary institutions, supporting food processing industry, etc. Apart from the growth of ancillary industries to propel the industrial development, the district also offers good scope for development of service industry, if issues like ensuring uninterrupted power supply, availability of skilled manpower, etc. are addressed. The initiatives of the State Government under Primary Sector Mission and improvement in extension support would result in higher demand for credit. 3
