2 The implemetatio of LEADER+ type measure i Lithuaia was based o the priciples defiig the uique ature of the LEADER programme: - partership, territorial approach, Itegrated approach, priciple from bottom to top, iovatios, cooperatio ad commuicability.

3 Key legal acts regulatig the implemetatio of LEADER+ type measure i Lithuaia : - SPD for Lithuaia of , a d t h e Supplemet; - Orders of the Miister of Agriculture defiig guidelies for the implemetatio of LEADER+ type measure.

4 SPD provides for the applicatio of the model combiig two alteratives offered to the ew EU member states for the implemetatio of the LEADER+ iitiative. The meaig of the model is: - first takig preparatory actios for the implemetatio of the iitiative (istitutioal ad methodological preparatio, establishmet of local actio groups ad the activities); - secod the implemetatio of pilot itegrated local developmet strategies prepared o the territorial basis.

5 Local actio groups ad rural commuities i Lithuaia The umber of rural commuities The umber of LAGs The activities of LAGs as of istitutioal structures cover over 99% of the rural territory of Lithuaia. 6 Durig the period of SPD the priority was give to the activity Acquisitio of skills. Traiig is actively orgaised for members of rural commuities ad LAGs i relatio to the acquisitio of skills ad competeces, i developig parterships, admiistrative ad fiacial maagemet: 39% of the support were allocated for the implemetatio of projects uder the activity Acquisitio of skills, support was provided to 41 project for stregtheig the capacities of LAGs, 29 LAGs received fiacial support for the implemetatio of the key documet of the LEADER+ type measure - for draftig of the itegrated pilot strategy. 27 LAGs prepared ad submitted pilot itegrated strategies for assessmet.

9 320 local projects were supported through the implemetatio of pilot itegrated strategies, i. e. 72% of the submitted umber of projects. Mai reasos for refusig fudig to local projects: Rejected because of missig required documets durig the admiistrative ispectio; Fudig refused because of improperly fixed documetatio o lad owership ad other property; Rejected because of iadequate stadard of provisios ad priorities; Admiistrators of the implemetatio of local projects refused from fudig themselves because of uacceptable coditios, lack of meas, etc.

11 No-profit projects prevailed 90% of all projects. 40% of fuded local projects were related with the developmet of attractive livig coditios ad the eviromet, icludig the activatio of rural populatio. 13 Aalysis of the LAG survey revealed that key problems of the LEADER+ type measure were the followig: Maagemet of fiacial flows (the compesatory priciple of providig fiacial assistace is particularly ufavourable for the implemetatio of commuity projects); Too little support is allocated, ad the mechaism of its provisio is very complicated; Complicated documetatio; Public purchase requiremets are ot adequate to the allocated support; The capacities of the LAG team ad the possibilities are ot growig i proportio to their duties ad expectatios, what hiders to explore fully the advatages give by the LEADER iitiative.

14 Recommedatios for addressig the issues: Aimig at the implemetatio of the LEADER priciple of itegrity, it could be reasoable to defie proportios of the recommeded support betwee the projects of social ad ecoomic ature, betwee expediture o the acquisitio of skills, commuicatio ad the publicity; To create possibilities for the commuities i gettig loas with state guaratee: to provide for a possibility i the Regulatios of the Rural Credit Guaratee Fud of gratig guaratees for the implemetatio of local o-profit projects uder the local developmet strategy; Simplify (by avoidig complicated formulatios) the documetatios of local projects; Prepare recommedatios for the assessmet of the activities of LAGs ad rural commuities as orgaisatios.

15 Possible threats for the LEADER method as i Lithuaia as i the Europea Uio : Major obstacle i the developmet of the LEADER method is isufficiet uderstadig of the method ad its complicated admiistratio; Limited capacity of LEADER to implemet the itegrated local developmet strategy ad keep the activeess of rural populatio i the future becomes obvious; LEADER is ow i such situatio that should either be revised by allocatig more resources for the implemetatio of public iterests, or stop at the previous old ad safe procedures ad gradually lose the acceleratig role i addressig key issues of rural developmet.
