2 Where does PAEPARD II come from? Problems iden7fied under PAEPARD I Declining European- African ARD collabora7on Projects concentrated in a few African countries Research- research collabora7on, no other stakeholders involved Driven by research interest of European partners with African research stakeholders (=supply approach) Dominated by European research organiza7ons Solu7ons sought that PAEPARD II will bring Increased number of European- African ARD partnerships Projects spread over more African countries Inclusive partnerships with non- research stakeholders (FOs, private sector, NGOs) leading those partnerships Driven by demands of end users Balanced partnerships, led by African non- research stakeholders

3 Objec7ves Overall: Build joint African- European mul6- stakeholder partnerships in ARD contribu6ng to achieving the MDGs Specific: Enhanced, more equitable, more demand- driven; and mutually beneficial collabora6on of Africa and Europe on ARD with the aim of againing the MDGs. From PAEPARD II document: It aims at moving from the current largely supply- driven approach in ARD towards a demand- driven approach.

It did not allow partners to own the process. A new one was needed

8 Challenges & Lessons learned (1) 1- Mul7- stakeholder partnerships building takes 7me: (a) communica7on; (b) trust and mutual understanding; (c) differences in organiza7onal culture and working prac7ces: these delay repor7ng & implementa7on of some ac7vi7es; 2- Difficult to engage African non- research stakeholders in the process (at the beginning); the ar7cula7on of their ARD demand/needs takes 7me ; 3- Difficul7es to engage researchers (evalua7on process)

10 Mid- Term Review (MTR): 2 major recommenda7ons 1- One year no cost extension to ensure that the all models (including Sub- Regional Farmer Organiza7ons) to build a partnership are tested up to Full proposal stage; 2- A third phase should be agreed with emphasis on implementa7on of the best models to form mul7 stakeholder partnership and include funds to support up to 5 Full proposals

11 PAEPARD II EXTENSION & CRF- IF Component 1- PAEPARD II Four Years Extension (4YE) Contract Agreement signed on 15 th December 2013; 3 opera7onal work packages: - WP Communica7on and Advocacy= WP3+WP6 - WP Capacity Strengthening = WP4 - WP Partnerships= WP1+WP2+WP5 2- CRF & IF component approved and Contract Agreement signed with a budget of 2,222, [EC (90%)=2,000,000 ; OC (10%) =222, ]
