1 EXECUTIVE SUMMARY Characteristics of the district Ramanagara district with a total geographical area of 3516 sq.km. having 4 blocks, 18 hoblies, and 770 inhabited villages with a total population of lakh. Agriculture is the mainstay of the economy. 87% of the farmers are small and marginal farmers (SF/MF) with an average land holdings size of around 1 ha. The Net Sown Area (NSA) and Gross Cropped Area (GCA) are 1,64,955 ha and 1,69,722 ha respectively. About 20% of the NSA is under irrigation. Ragi is the major kharif crop. Farmers are mainly engaged in Sericulture and dairy development. They are also engaged in raising plantation/horticulture crops like Coconut, Mango, etc. There are more than 3,334 MSE units (including Food & Agro processing units) providing employment to 46,988 people. The district is well connected by road, and being nearer to the State Capital has got its own advantages and disadvantages. 2.Sectorial trends in credit flow The achievement under the District Credit Plan for the past three years was 107.2% ( ), 123% ( ) and 140% ( ). However, the achievement under the agriculture term loans vis-à-vis the targets was 52%, 75% and 87% respectively for the years , and During the same period, the share of agriculture term loans in the GLC for agriculture was 7.5%, 9.8% and 12.6% raising concerns regarding lack of capital formation in agriculture. The ground level credit flow under Priority Sector during , and stood at `1, crore, `1, crore and `1, crore respectively. The CD ratio of the district as on 31 March 2015 was 60.92% as against 78.69% during the previous year. 3. PLP projections for the year The exploitable potential for was estimated at `1,33, lakh in the base PLP. The same has however been revised to `266, lakh keeping in view the national priority of increasing capital formation in agriculture and broad basing of the canvas of priority sector lending. 4. Major constraints Ramanagara district, which is also called as Silk City is having one of the Asia s largest cocoon market. However, of late, due to fluctuation in the cocoon price, farmers are facing huge hardship, which needs to be addressed. Harnessing runoff rainwater for irrigation purposes is imperative to bring more land under irrigation. Enabling provisions needs to be put in place to permit farmers to cultivate on vacant/leased lands without affecting the rights of the landowner and to avail crop loans from banks. Modernisation of irrigation canal network to increase water conveyance efficiency, ground water recharge and rain water harvesting structures, desilting of minor irrigation tanks, post-harvest facilities for plantation and horticulture crops, creation of cold chain, and modern storage facilities can help in achieving the identified potential. 5. Suggested action points a. Strengthening the extension network and training on soil, water conservation. b. Creation of model horticulture farm/ strengthening of postharvest infrastructure c. Strengthening the infrastructure of veterinary institutions for providing breeding/ health services to farmers at door-step and setting up of disease diagnostic labs. d. Ensure regular & assured power supply to existing and prospective industrial units. e. Introduce transparent e-trading of cocoons and bringing the transaction under banking ambit. f. Need to resort to alternative modes of lending including JLGs. 6. Thrust areas for While Capital formation in agriculture will continue to be the theme of PLP, the following areas have been identified in PLP for giving focused attention. (a) coverage of all eligible farmers under Kisan Credit Card with special emphasis on meeting the credit needs of dry land farmers (b) Promotion of area based schemes viz, dairy development, agro processing and protected cultivation (c) Farm Mechanization (d) integrated farming (e) Credit linkage and repeat finance to SHGs and increasing per group finance to ` 2.75 lakh (f) Promotion and credit linkage of JLGs (g) promotion of Agro & Food Processing units, micro and small enterprises and (h) Formation of FPOs. Area Based Schemes on a few select activities are also proposed. 2

[gm/day] 7 Source to be mentioned : Ramanagara District at a Glance Predominant economic activities The Net District Domestic Product (NDDP) at constant prices ( ) was `4,56,311 lakh which works out to 1.83 % of the NDDP of the State. The per capital income for the year was `70,095 as against the State average of ` The economy is mainly agrarian and the district is known for silk, milk, fruits and vegetables. Nearly 80% of the population live in rural areas, which is higher than the State average at 69%. Only 20 % of the net sown area is irrigated. Industrially, the district is under-developed, as there are only 49 large and medium industries of which, two are agro-based including one sugar factory. As on 31 March 2015, there were 3,334 registered micro and small enterprises in the district, with a total investment of `75,479 lakh, providing employment to persons. In the small enterprises sector, food processing and rice mills assume importance. Sericulture and handloom weaving are other activities which provide employment to a large portion of work force. 21. Thrust areas of PLP The following areas have been identified for giving focused attention in the PLP for : i. Banks Others All Agencies Source :Lead Bank, Corporation and SLBC, Karnataka Issues critical to Banking During the year , the aggregate disbursements of loans under agriculture was to the tune of ` crore, surpassing the target of ` crore by 31%, and registering a growth of 42% over the previous year. The agency-wise share was 77.10% (` crore) by commercial banks, 3.78% (` crore) by RRBs, 18.84% (` crore) by cooperatives and 0.16% (` 1.90 crore) by other agencies During the year , the year-to-year growth in deposits as compared to previous year was 3.61%, 40.95% and 18.38% respectively and advances was 8.76%, 36.64% and 3.12 respectively. The CD ratio of the district was, 67.54%, 69.93% and 60.92% for the past three years. The percentage of advances to weaker sections was 28.56% of Priority Sector advances and that of DRI advances 0.06%, advances to minority community 0.08% and advances to women was 0.10% of the Priority Sector as at the end of 31 March The achievement under the Annual Credit Plan for the past three years was more than 100%. Financial Inclusion Plan To eradicate financial untouchability, GoI has launched nation-wide financial inclusion programme PM s Jan Dhan Yojana intended to include the marginalized section of the society in to formal banking fold. During the year , Basic Bank Accounts were opened in Ramanagara district. GoI has also announced two social security schemes, viz., Pradhan Mantri Suraksha Bima Yojana (PMSBY) for accident and disability cover and the Pradhan Mantri Jeevan Jyoti Yojana (PMJJBY) for a term life cover. To provide income security to the working poor in the unorganized sectors, Atal Pension Yojana (APY) was announced by GoI. As at the end of 31 August 2015, 65,594 had enrolled under PMSBY, 36,912 under PMJJBY and 928 people under APY. Banks have been advised by DFS, GoI to extend banking services based on the concept of Sub Service Area (SSA) comprising of households. Ramanagara district has 130 Gram Panchayats and has been divided into 57 SSA which are being serviced by 128 BCs. Financial Literacy Centres (FLCs) have been established in all the 4 blocks by Corporation Bank. All banks in the district, including BDCCB, are under Core Banking Solution platform. 8
