2 Facilitating trade through the strengthening of food safety emergency systems of APEC economies General Directorate of International Economic Affairs (DIRECON) Ministry of Foreign Affairs of Chile Chile SCSC, SOM I, February 2017 Relevance Food safety emergencies cause a great impact in public health and countries trading activities, especially when it comes to foods traded among countries. A rapid, efficient and coordinated preparedness mechanism and response to food safety emergencies significantly contributes to reduce these impacts. This project is focused on understanding the progress made by APEC economies in their food safety emergency systems, disseminating and promoting implementation of FSCF and Food Safety Incident Network (FSIN) recommendations and of World Health Organization s network INFOSAN as the overarching global communication network for food safety incidents. In addition, this project aims to generate new recommendations regarding strengthening and harmonizing food safety emergency systems of APEC economies. 2 1

3 Objectives Improve the capacity in food safety emergency preparedness and response through enhancing understanding of the regulatory structure, protocols, international recommendations and experiences of APEC economies. Discuss and agree the development of principles for food safety emergency preparedness and response plans, taking into consideration international recommendations, food trade and the heterogeneity of APEC economies. Elaborate a set of recommendations for cooperation among APEC economies for the development, harmonization and strengthening of food safety emergency preparedness and response plans. 3 Methodology Workplan: a three day workshop in Santiago, Chile, the second semester of Beneficiaries: government officials, government policy makers and risk managers who are involved in food safety emergency systems. Expected outcomes: This project intends to establish a collaborative approach involving all stakeholders to address the possible heterogeneity of systems, in turn promoting its strengthening and harmonization. Share useful suggestions on regulations and best practices of food safety emergency systems that can be implemented in APEC economies. Establish an ewg to share experiences in management of food safety emergencies and strategies, and implement a cooperation plan within APEC region, which is expected to improve food safety emergency response. 4 2

WORKSHOP TENTATIVE AGENDA General topics to be discussed are already defined (relevant regulation and protocols, case studies, international recommendations, discussion for recommendations on a cooperation plan for APEC economies) 2. PARTICIPANTS PROFILE Familiar with government policies on food safety emergency systems, working on government academia, consumers associations, exporters and private sector related to food safety emergency systems 3.
