1 Session three: The national scene, Mr. Salvatore Carfì AGEA Brussels Copernicus for Agriculture, industry workshop 5 th February 2018, Brussels, Italy experiences with monitoring: Semi automatic Sentinel 2 monitoring controls Copernicus for Common Agriculture Policy Earth Observation satellites (Sentinels) Positioning satellites (Galileo) Land services (space economy, projects, etc.)

3 AGEA use of Sentinel 2 Each site received manual ad hoc stretching and light geometric reprocessing (to Italian Gauss-Boaga) Italy also creates panshapening 10m for exploiting near and short infrared and improve the working scale For 2017 campaign 240 S2 granules have been used Notes::in Italy Sentinel1 should not be used (complex morphology, high parcelization and sunny periods!! 3

6 Preliminary AGEA conclusions on the use of Sentinel 2 Sentinel 2A -2B are going to assure the next CAP monitoring capability at national level: perform monitoring theoretically everywhere, regardless of the 5% of samples, allowing to monitor thematically all the agronomic parcels, a seamless CAP application let the follow up to ad hoc VHR acquisitions, drones or Geo-tagged photos only where necessary define the impossible monitoring areas where apply a sampling check the actual annual thematic eligibility surfaces on LPIS (dynamic changes)

7 Galileo for GNSS improvement in services and accuracy 1. Currently, for agronomic surveys and measurements, expensive GNSS 2. Devices are approved and used. 3. With operational Galileo System will be possible increase the availability and the positioning accuracy of low cost mobile devices, developing for instance: Egnos smartphones compatible receivers External low-cost antennas (plug-in; Bluetooth) Dual frequency GNSS smartphones receivers Main application: Geotagged photo and agro-parcels delineation through low cost device 7

8 AGEA vision for on the new monitoring approach Copernicus and IT devices will provide farmers and Paying Agencies with connection and around-the-year data exchange (satellites, aerial, drones, geotagged info, etc) Directly, or through local CAAs, farmers will be in progress obliged to send timing status of their parcels (photos, seeding, harvesting, variety, etc. including any inter-annual change of funding rights) Data exchange will be managed by the Paying Agencies through a system which integrates raster, vector and numeric info into the Farm Register The monitoring tasks will be realized through Farm Register Applications, checking out the beneficiaries fulfillment list for their CAP compliance Finally, compliant farmers (who applied the procedures) will be directly paid without more control, while for Paying Agencies, agreed indicators and overall results will be checked by EU services 8

10 Semi automatic parcel monitoring by S2 - Main advantages This methodology appears as a cost-effective improvement, overcoming the concept of limited control over space and time, allowing accelerating the farmers payments, redistribute the controls and reduce fraud intentions (each farmer knows the complete monitoring coverage as applied by the Paying Agencies) with consequent less sanctions application! 10

11 open questions 1. Towards a wide agronomic monitoring but vs a less accuracy in measurement? 2. For greening exigency anymore control crops or towards crop group level controls? 3. Copernicus will contribute for the satellite monitoring controls on the small parcel less than 0,5ha? 4. Copernicus will take in account the outputs of the SEN4CAP project to define Paying Agencies new platform and common services? 5. Towards a seamless CAP application with a full and consolidated GSAA, without more timeliness and bottleneck... deadline15 May? 6. No more Reference Parcels but only agriculture parcels system? 11
