3 1. Introduction. Martin Jeming s Meats operate a cattle and sheep slaughtering Facility at Ballinrobe, Co.Mayo. They produce approximately 80Om3 of organic paunch conttmts from their abattoir at Ballinrobe which contain significant levels of major nutrients, primarily nitrogen and phosphorus. Annvilie Agricultwd Services Ltd, Gaybrook, Mullingar,Co.Westmeath were commissioned by Martin d&gs Meats, as land spreading contractors of organic paunch contents produced by them. O Keeffe A&-Environmental Services. Corbetstown, Killucan, Co. Wesma~ was commissioned by A ~vihe A a Services to prqxm a Nutrient Management Plan for the designated land bank. The NMP was p q d ushg guidelines contained in the G~hce on Production of a Nutrient Management Plan under the Requirements of an IPC/IPPC Licence ( food and drink sector) and using up to date SA No. 31 of 2014 Fertiliser Application rates. 2. Background Information. This NMP forms the overall land bank for the organic paunch contents application, having a spreadable area of 8.92 ha of tillage land located ai Kilbride,Gaybmk, Mullingar, Co. Westmeath The lands were soil sampled in January 2013 and were analysed by Independent Analytical Supplies Ltd., Bagenalstown, Co.Carlow.This land bank is prepared to provide a significant reserve area, to &ow for compliance with the Nitmtzites Directive and to allow for strategic management of the landbank. Calculations of the nutrient contents of the organic paunch are based on an average of 2 organic paunch contents andysis taken in during These were analysed by Oldcastle Laboratories Ltd. and are summarised below. Paunch Analysis: Nitrogen availability is determined at 40% for as per Article 1 5, Table 9 of S.I.No. 3 1 of This equates to 0.98 kg available Nitrogdd applied, while Phosphorus availability is taken as 50% on index 1 md 2 soils as per same table.

4 3. Land Bank Description. The land bank is comprised of 8.92 spreadable hectares of primarily tillage land ranging from day loam soiis to medium loam soils and is managed by one professional farmer, The lands are located in the townland of Kilbride, Gaybrook, Mullingar, These lands are owned by Larry Ginnell, Marlinstown, Mutlingar, and farmed by George Walshe. This land bank is capable of handling 892 m3 ( %) of organic paunch to be produced.

5 4.0 Nutrient Management Plan Q ) 4.1 Summary An NMP was prepared to promote the efficient use of nutrients being applied to the soil without causing any adverse environmmtd impact and also to promote an optimum soil mineral balance in order b optimise crop produdion efficiency in terms of yield and output. It is intended to concentrate the landspreadhg, pre-sowing in spring and post harvest in the AugustlSeptember period and incorporate the organic waste by cultivation immediately after application. This will militate against potential impacts such as odour and run-off. Soil incorporation may not be practical in all circumstances, however in all situations, the criteria as specified in S+LNo. 31 of 2014 will be adhered to. 4.2 Methodology. The following information was collected and collated; a. Ordi&ce Survey maps of the areas intended for the receipt of abattoir waste. b. The cropping programme for the coming year (Le harvest of 2017) and previous land use. C. A chemical analysis of the abattoir waste. The chemical analysis was for the following elements: Nitrogen, Phosphorus, Potassium and YO dry matter content. The available Nitrogen (nitrate fraction) of the organic product will be determined through laboratory analysis or else availabiiity will be determined as per Part 3 (Nutrient Management) paragraph 15 (4) and schedule 2, article 15, Table 9. S.I.No -31 of Phosphorus availability will be determined d. e. f. from Table 9 of S.I. 31 of 2014 also, with reference to the soil P index. Each potential land spread mea was assigned a reference number. By reference to the farm map, the current land use and the areas to which the waste is ta be applied were identified. A baseline soil fertility survey of the fm was carried out on commencement ofthe land bank. The soil sampled areas were referenced by plot number from the fm map. The mapping of the soil sample areas was carried out in conjunction with the farmer, and was based on soil type, previous fertilisation and cropping history. The soil types and cropping of lands were similar for the previaus five years thus allowing for soil sample areas up to, but not exceeding 8 hectares and included a minimum of 20 cares per sample. Soil sample mas with a Morgan s P reading in excess of 10 ppm (tillage) and grassland in excess of 8 ppm were excluded from the land bank. The land bank was sail sampled in January 2013 following the soil sampling procedure and using fig. 1. sampling pattern as shown in schedule 1. Article 3 of S.I. No. 31 of2014 A vulnerability Assessment of the land bank at Kilbride, Mullingar Co.Westmeath was cmkd out and submitted to E.P.A in January 2008.

9 Sign-off of Lands. I have completed Fertiliser Plans (Nutrient Management Plans) fm fann reference codes 06 to receive organic fertiliser from IPPC Licenced site, Martin Jemhgs Meats, Bahrobe, during These Fertiliser Plans comply with the requirements of the European Cornunities (Goad Agricultural Practice for Protection of Waters) Regulations, (S.I.No.31 of 2014). In my professional opinion, organic fertiliser may be used to fertilise any of these farmlands, and the application of organic fertiliser from the licensable site to my of those lands in the quantity identified in the Fertiliser Plan and manner that complies with the requirements of the Code of Practice and Buffer Zones of IPC Iicence Reg. No PO and European Communities (Good Agricultural Practice for protection of Waters) Regulations, 2014 (S.I. No, 31 of 20141, will not cause, and is not likely to cause, significant mvhmmtal pollution. Signed
