2 Origin of the European Innovation Partnership (EIP) The concept of the EIP was established by the Flagship Initiative "Innovation Union" of the Europe 2020 Strategy to: enhance interaction between science and practice facilitate communication and networking among stakeholders achieve synergies between different innovation-related measures and initiatives, No funding, joining up of existing policies and funding streams

3 The EIP-AGRI in short Agricultural Productivity and Sustainability (COM (2012)79) Overarching concept funding in CAP-RD and interaction with H2020 Research Programme Based on interactive innovation model linking up of multiple actors for creation and diffusion of knowledge Key approach is a EU wide EIP network: communication, partnering, dissemination, diffusion of ideas, knowledge flows and collecting practice needs

4 Means for Implementing the EIP Rural Development Programmes: Setting up "operational groups" involving farmers, advisor, agribusiness, research, and NGOs Combining the setting up of operational groups with project funding (investment, knowledge transfer, advisory services) Establishing "innovation support services", eg to facilitate the formation of operational groups European Union Research Policy (Horizon 2020) Funding research projects, also involving on-farm experiments, to enhance the knowledge base for innovation Interactive formats such as multi-actor projects and thematic networks

5 Update on the new legislative framework December 2013 Adoption of the basic acts 20 December 2013 Publication of CAP reform Regulations, including: EU (No) 1305/ 2013 on rural development, EU (No) 1307/ 2013 on direct payment, and EU (No) 1310/ 2013 on transitional rules, March 2014 Adoption of the delegated acts by COM June-July 2014 Vote on the implementing acts in RD committee July 2014 Publication of the delegated & implementing acts 5

6 6 State of play of rural development programmes o We expect the submission of at least 114 rural development programmes The submission of drafts has started. The majority of drafts is expected to arrive in spring 2014 (informal phase), also for ES, PT, EL, CY and MT About a dozen expected for official submission before the summer
