1 GENERAL AGREEMENT ON TARIFFS AND TRADE RESTRICTED COM.AG/W/2/Add May 196 Special Distribution Agriculture Committee Original: French YUGOSLAVIA Information Furnished in Respect of Vegetable Oils and Seeds A. Production: production measures and policies 1. Statistical data on total volume of production: total acreage and average yield 2. Trends in production and estimates for 1970 In this sector, sunflower is the most important crop cultivated in Yugoslavia. Production is organized on collective and individual farms and has developed as follows in the past few years: Year Area Production Yield (qts/ha) (hectares) ('000 e.t.) Total Collective farms , , , , _ 3. Statistical data on carry-over stocks and stockpiles There are no stocks. 4. Factors which affectproduction Increased production is primarily due to greater yield per production unit, resulting from improved agricultural techniques and the introduction of modern technology, new high-yield varieties, etc.. Policies and mesures of government or other bodies likely to influence production, other than those listed under B A general re-organization took place in the post-war period and investments were made in the irrigation and flood protection system.

2 COM.AG/W/2/Add 6 Page 2 B. Protection and support measures and policies I. Internal support measures and policies 1. Inventory of the instruments of support The Government has fixed a minimum sunflowerseed price that the purchaser, i.e. the vegetable oil industry, is required to pay. The purchaser is free to pay a higher price if themarket situation permits. To encourage more intensive use of fertilizers in crop production, producers are granted rebates on their purchases of domestic or imported fertilizers, equivalent on anaveraga to 30 per cent of the production price of the fertilizer. 2. Levels of guaranteed prices or support prices The Government has set a minimum purchase price of $96 per metric basis of a content of 3 per cent oil, 11 per cent humidity, and 3 per ton, cent on the impurities. For each oil content percentage figure above or below the 3 per cent level, the minimum price is adjusted upwards or downwards by $2.4 per ton of sunflowerseed. 3. Amount of producer subsidies According to orientation calculations, the subsidy on fertilizer amounts to $1.6 per ton. The Government's policy aims at reducing these rebates in the future, so that agricultural returns will result solely from the operation of the market. 4. Average returns to producers Measures have recently been taken to improve the quality of sunflowerseed and increase the oil content. For this reason returns to producers have been above the minimum level (minimum production price, not including marketing costs): In US$ per metric ton

3 COM.AG/W/2/Add 6. Method of determining returns to producers: constituent elements of these returas; relationship of price formation in domestic and international markets The relationship of price formation in the domestic and international markets are based on the same principles, i.e, the inter-play of supply and demand in the market. Trends in consumption and estimates for 1970 Sunflower production is not sufficient to edible oil, so that imports are necessary. cover domestic demand for Total consumption of edible oils developed as follows during the three years for which statistics are available: as (Thousand metric tons) (estimate) Retail and wholesale prices on major internal markets Average retail prices for edible oil in the past three years were follows: (US$ per ton) The retail price of edible oil is lower than that of lard and as a result edible oil consumption has increased Index (lard price 100) 4. Fctors which condition the evolution of internal consumption. Policies and measures affeeting consumption There are no consumer subsidies.

6 COM.AG/W/2/Add.6 Page 6 D. lnternational trade and prices 1. The purchases of crude soyabean oil were made in the United States on credit terms, under Public Law Levels of export prices 3. Emport aidmeasures and policies (a) Specific data and comment on export, subsidies and other aids There are no export payments, subsidies or other aids. (b) Stock menagement policies asthey relate to exports No special policies are applied on stocks or exports. (c) Types and influence of non-commercial transactions and policies, including export credit No export credits are granted in respect of vegetable oils. 4.
