2 2 Background% Why%site%integration?% The!Consortium!of!CGIAR!centres!is!proposing!a!second!phase!of!CGIAR!Research!Programs!(CRPs)!that!designs!the! CRPs!as!a!portfolio!of!integrated!research!agendas!to!more!effectively!contribute!to!the!objectives!and!targets!set!by! a!strategy!and!results!framework(srf).!a!key!dimension!in!the!srf!and!the!second!phase!portfolio!is!increased! integration!across!the!crps!and!a!strengthened!ability!to!work!with!a!wide!range!of!partners!and!stakeholders!in! achieving!key!development!goals.!to!realize!this!there!will!be!a!focus!on!improving!coordination!and!collaboration,! particularly!through!a!process!termed! site!integration,!starting!in!a!select!set!of!geographies.! Some!references!to!site!integration!in!the!SRF!indicate!that:!! 4 PlanningoftheSiteIntegrationinitiativebyScienceLeadersandCO(June<July2015) DefiningandplanningsiteintegrationinScienceLeadersmeetinginMontpellierinJune2015 DuringtheScienceLeadersmeetinginMontpellierinJune2015,thescienceleadersdiscussedwhatsiteintegration meansandhowthiscanbebestimplemented,devisingasetofstepstostarttheplanning.siteintegrationisan initiativethathasbeenconceptualisedtobuildontheincreasedcollaborationacrosscentersbeingachievedunder thecrps.thebasicideaistorealizeefficienciesbycoordinatingworkacrosscenters/crpsin sites whether referringtocountriesortospecificfieldsiteswithincountries,tocreateopportunitiestodemonstratecollective impact,andtoimprovethecollectiveengagementofcgiarwithnationalandlocalstakeholders.thisinitiativewas endorsedbythecenterdgsatwindsorasameansto sell the2 nd phasecrpportfolioaspromotingacommitment tosystemintegrationandavoidingtheimagethathavingonlyafewchangesincrpswasrepresenting businessas usual.itisimportanttoemphasizethatthebasicassumptionisthatcenters/crpsareagreeingtopursue site integration becausetheyunderstandandappreciatewhyitisneeded,andnotbecauseitissomehowbeing imposedbythecoasanadditionalrequirement. Twolevelsofsiteintegrationwereproposed: 1.SiteIntegration+ 2.SiteIntegration++ Itwassuggestedinthemeetingthattheactivitiesandtargetstowardssiteintegrationcouldtakeplaceinan acceleratedtimelineinthesiteintegration++countriesstartingwithnationalconsultationstobeheldin2015. Additionaleffortsmaybeundertakeninsiteintegration++countriestobeabletoshowcasetheeffortsandresultsof siteintegrationwhichmayprovidevaluablelessonsforsiteintegration+countriesandothercountriesthatmay implementsiteintegrationintothefutureaswell.noteuthe6siteintegration++countrieswouldthereforehave nationalconsultationbeforetheendof2015,whilethe14othersiteintegration+countrieswillplannational consultationswithinthefirstquarterof2016. Collectiveprocesstofurtherrefineconcept,identifycountries,decideonleadershipetc(JuneAJuly2015) AprocesswasdesignedandundertakenamongstallCRPsandCenterstostartinitialplanningforsiteintegration.A threeustepprocess,usingsurveys,resultedintheselectionof20countriesbasedonthreecriteria: o! Criteria1:SignificantCGIARpresencebasedonsignificantplannedinvestment(>$1million),staffbased incountryandmajorinfrastructureincountry o! Criteria2:CombinedweightingofratingcountriesasHigh,MediumorLowintermsofimpactpotential, governmentinterest,donorfocus,andexistingcoordinationmechanisms o! Criteria3:SelectionbyCGIARentitiesofcountriestheyfeltimportanttobeincludedaspartofthesite integrationinitiative Fromthislistof20countries,6countrieswereidentifiedassiteintegration++countriesUseeabovefordescription. 5 Consultingwithothers WhiletheprocessundertakenamongstCGIARentitiestoidentifythecountriesforsiteintegrationwasagreat displayofcollaboration,itwasalsonecessarytobetruetotheintentionofthegcardbycontinuingtoseek feedbackandguidancefromstakeholdersandpartners.assuchthefollowingactivitiesweredonetosocializethe processanditsresults,andtoallowforfeedback: AreportontheprocessandresultswassharedwithGCARD3OrganisingCommitteemadeupofCGIARand nonucgiarorganisationrepresentativesfortheirfeedback TheproposedlistofcountrieswassharedwithAUandFARAcolleaguesattheAUCUCGIARMoUSteering CommitteemeetinginAddisAbaba,EthiopiainJuly2015[Notethat5ofthe6ScienceAgendaforAfricafocus countriesareincludedinthelistof20proposedcountries) Aconsultationontheproposedsiteintegrationcountriesandsuggestednamechangewasdevelopedtoreach outtoourmanypartnersandstakeholders,tomakesurevariousperspectivesbeyondthecgiarinternal systemaretakenintoaccount.asummarydocumentcanbefoundhereandstakeholderswereinvitedtogive consultationuproposedusiteuintegrationucountries/) SiteIntegrationleadershipincountries CGIARentitiesUbothCentersandCRPsUhavebeendecidingonappropriateleadershipforsiteintegrationinthe selectedcountriesbasedontheresultsofthenominationsandvotingexercisesdoneduringthesurveys.forsome countriestherewasamajorityorclearindicationofaparticularentitytotakeontheleadership,whileinothers therewereafewentitiesthatwereputforwardaspossibleleaders.discussionsarebeingundertakentodecideon appropriateleadership,andinsomecasesresponsibilitymaybesharedbymorethanoneentityatthesametimeor onarollingbasis. Designingaprocessfordiscussingsiteintegrationanddevelopingasiteintegrationplan.IneachcountrytheSite IntegrationSteeringCommitteeUorequivalentmechanismUshouldunderstandtherequirementsforsiteintegration andtheexpectationsofdevelopingasiteintegrationplananddecideonaprocessfordevelopingsuchaplanand thenecessaryinformationgatheringanddecisionumakingthatthiswillentail.theleadcenterforthecountrywill needtosubmitthesiteintegrationplanaspartofthesubmissionprocessforcrpfullproposals.crpwillbe expectedtooutlinetheirinvolvementinsiteintegrationplanning(includingnationalconsultations)andtheir commitmentandcontributiontothesiteintegrationplansdevelopedandsubmitted. PlanningandimplementationofNationalConsultations IneachofthecountriesidentifiedtheCGIARentitiesshouldplanandcarryoutaNationalConsultation,aspartof GCARD3,toengagewithnationalactorsandstakeholderstounderstandthenationalprioritiesandactions.Through thisprocessthecgiarentitiesshouldexplorehowtoalignwiththenationalprioritiesandplannedactionsbothin theircrpfullproposalsaswellastohelpwiththeformulationofsiteintegrationplans.noteuthe6site integration++countrieswillhavenationalconsultationbeforetheendof2015,whilethe14othersiteintegration+ countrieswillplannationalconsultationswithinthefirstquarterof2016.theexpectationisthatthenational 6

7 7 Consultationswillbeplannedandimplemented,includingcostscovered,bytheCRPsandotherCGIARentities involved.supportondesign,participationandstrategyisavailablefromthecostrategicpartnershipsteamand fromgfaranditsnetworkofregionalforaandorganisations. ItisexpectedthatCGIARentitiesinthe20countriesleadbyaSiteIntegrationleadcenter(s)should ExploreandbetterunderstandNationalprioritiesandplannedactivitiestoinformbothCRPproposalsand siteintegrationplans OrganisetheconsultationtogetherwithotherCGIARentities(CentersandCRPs) When:6NationalConsultationstobeorganisedin2015,theremaining14tobeheldinQ1of2016 CoverthecoststogetherUtheseshouldbeagreedonbythegroup SeekbroaderparticipationthanusualUinvitingotherMinistries(e.gFinance),PrivateSector,NGOs, organisationsfocusedongender,youth,capdev,etc[note:pleaseliaisewithgfarforsupporton identifyingpossibleparticipants] Ensuretheconsultationsarewelldocumentedandcommunicated,(togoonCGIARGCARD3website) including:! AsiteintegrationplanistheresultofaprocessofplanningandthenecessarydocumentationofhowtheCGIAR centersandresearchprograms(crpiis),willbeworkingtogetherincountriesinwhichtheyoperate;working togetherinawaythatisinformedbyandalignedtoprioritiesandprocessesinthoseparticulargeographies.these plans,tobedevelopedinitiallyinthetwentyidentifiedcountriesforsiteintegration,willprovideabaselineofwhat CRPsandCentersarecurrentlydoingincountriesandimportantlywilloutlineavisionofafuturesituationofsite integrationandmapoutthestepsthatwillbetakentoreachthatfuturevision. Developingsiteintegrationplans Siteintegrationplansshouldbedevelopedinacollaborativemannerthroughtheestablishedmechanismand process.theyshouldindicatehowthecgiarcentersandresearchprograms(crpiis)willbeworkingtogetherin countriesinwhichtheyoperate.theplansareexpectedtoprovideabaselineofwhatcrpsandcentersare currentlydoingincountriesandimportantlytooutlineavisionofafuturesituationofsiteintegrationandmapout thestepsthatwillbetakentoreachthatfuturevision. SiteIntegrationPlansshouldbeformulatedbasedontenelementscoveringalignmentofresearch,deliveryand operationssuchas: 1.! AsustainedmechanismforcollaborationamongstCGIARentitiesinthecountry 2.! Ongoingdialogueandengagementwithpartnersandstakeholderstounderstandandalignwiththenational prioritiesandactionsandtoestablishandmaintainpartnerships

CollectivegoalsandtargetsfromtheSRFrelatedtotheparticularcountry,includingidentificationofkeygoals andtargetsofthesrfandthewayinwhichthesewillbeworkedtowardsbycollectivecgiarpresenceand identificationofclearcountryoutcomes 4.! AlignmentofCGIARresearchactivities(alsoconsideringcombinedsystemswork;genderandinclusive growth) 5.! AchievinggreaterdeliveryandscalingofCGIARresearch(considerkeyinstrumentsofcommunication, CapDev,etc) 10.!StreamliningpolicyengagementAsothatthereisacollectiveprocesstowardsengagingwithpolicymakersand policyprocess,includingaggregationofdataandknowledge,jointmessaging,and onevoice Basedontheabovetenelementscoveringalignmentofresearch,deliveryandoperations,siteintegrationplans shoulddescribefortheparticularcountry: thecurrentsituationofcgiarpresenceinthatparticularcountry thefutureplan/situationforcgiarsiteintegration(someaspirationsareprovidedbelow) howwillfutureplans/situationsbeachieveduwhatmechanisms,processesandtimelineswillbeadopted Beingaspirational:somepossibletargetstoaimforinsiteintegration Belowweprovidesomeaspirationaltargetsthatcanhelpwiththeformulationofthevisionforsiteintegrationin eachcountry.itisrecognizedthatsiteintegrationmayhappendifferentlyinthedifferentcountrieswith advancementalongsomeelementstakingplacemorequicklyorfeasiblythanforothers.itisrecommendedthatin thesiteintegrationplanyouindicateanyinitialfeasibilityassessmentyoumayhaveorthatyouwouldundertake whichcouldprovideaclearargumentforthegoalsandtrajectoryofsiteintegrationinthatspecificcountry. 1.! EstablishingasustainedmechanismforcollaborationamongstCGIARentities Target:SiteIntegrationSteeringCommitteeinvolvingallCGIARentitiesoperatinginthecountryplustheConsortium establishedandmanagingsiteintegrationactivitiesthroughappropriateassignedroles,frequencyofmeetingsand confirmeddecisionumakingprocess. 2.! Notethatincolumnthreeofthetableitstatesthat Responseshouldbeguidedbytheoutlinestepsprovidedinthe siteintegrationannextableofinstructionstoauthors butthereisnosuchdocumentavailable.guidanceshouldbe takenfromthisdocument.additionallytomrandolphdevisedandsuggestedastrategytocoordinatethefillingin ofthistableuwhichwassentouttothecrpleadersinan outliningthesuggestedapproachasfollows: The$CO$hasn t$provided$specific$guidance$on$filling$in$the$site$integration$table$(annex$3.7$template$2b)$and$how$it$ would$link$to$the$related$text$in$the$main$narrative.$i$would$propose$we$coordinate$our$effort$on$this$by$the$following$ steps: (1) We$ask$the$site$integration$leader$in$each$country$to$prepare$the$brief$paragraph$needed$for$the$2 nd $column$in$ Template$2b:$ Define$steps$taken$so$far$(March$2016)$to$establish$national$level$engagement$with$other$ CRPs$towards$site$integration.$I$will$circulate$what$that$paragraph$should$include$that$we$can$agree$on.$I$ can$serve$as$the$clearinghouse$for$compiling$and$sharing$these$as$they$are$prepared,$and$nadia$has$ offered$to$post$them$on$the$co$site,$too.$(we$may$need$to$be$careful$to$signal$that$we$haven t$put$a$wrap$ on$these$ $that$we$are$still$ listening $and$will$be$incorporating$what$comes$out$of$the$remaining$national$ consultations.) $ (2) We$provide$the$CRP$focal$point$in$each$country$where$our$CRP$will$be$active,$the$inventory$of$currently$planned$ activities$being$proposed$in$our$crp$proposal.$we$then$ask$the$site$integration$leader$in$each$country$to$ quickly$convene$a$planning$meeting$of$the$crp$focal$points$in$that$country$(or$they$do$it$bilaterally$ between$individual$focal$points)$to: a. Agree$on$the$ plan$and$schedule $for$developing$site$integration,$both$for$the$immediate$task$of$developing$the$ country$work$plan$and$for$the$longer$term b. Share$the$information$about$their$planned$CRP$activities$in$that$country$and$identify$where$there$are$the$most$ obvious$major$opportunities$for$overlap$and$coordinating$the$work$across$crps,$both$in$terms$ of$thematic$work$and$in$terms$of$geographies.$at$this$point,$the$idea$is$not$to$get$down$to$detail$ or$to$make$plans,$it$is$only$to$provide$a$very$preliminary$sketch$of$potential$synergies.$this$will$ help$to$respond$to$the$request$to$ provide$relevant$elements $from$each$crp$for$developing$site$ integration$in$that$country,$if$i$am$interpreting$that$request$correctly.$ 10
