8 To determine the impacts on EU of the given measures we need to define the do-nothing baseline for the market in the EU and beyond The costs of the proposed measures need to be assessed against a baseline of how we expect the world to be up to 2020 without further EU policy action; This baseline needs to cover the development of the market in the EU; the development of the import/export markets; The research needs to consider: Expectations of technological development; Regulatory situation and stability; Supporting (traceability) systems and their compatibility; Evidence on consumer preferences / cultural factors; Private, as well as public, standards Trade flows

12 We will be looking for evidence on costs of traceability / labelling systems in the EU and elsewhere to inform the estimate of additional costs of potential measures There are already traceability systems in place for some species/products We are interested in the incremental data requirements and associated costs We will need to give thought to : What those data requirements are Whether the system might impose additional costs on the sector even if there is no clone-derived product on the market Whether systems would be auditable / verifiable The incidence of cost - who would pay How might a label be introduced/positioned and how might consumers (and the market) react? Impacts on market access and competitiveness (distribution/scale/significance)
