2 Section 1: Vision, Mission, Objectives and Functions Vision Leveraging innovations for attaining efficient, inclusive and eco-friendly agricultural growth through agricultural economics & policy research Mission To strengthen agricultural economics research for providing economically viable, socially acceptable and environmentally feasible policy options for science-led agricultural growth Objectives 1. Policy oriented research in network mode on a. technology generation, diffusion and impact; b. sustainable agricultural production systems; and c. interaction between technology and other policy instruments like incentives, investments, institutions, trade, etc. d. agricultural growth and development with focus on the role of technology. 2. Strengthen capacity in agricultural economics and policy research in the national agricultural research system. 3. Enhance ICAR participation in agricultural policy decisions through policy oriented research and professional interactions. 12 Section 4: Description and Definition of Success Indicators and Proposed Measurement Methodology Objective 1: This objective deals with research and development (R&D) policies, and innovative institutions fostering agricultural growth. Research under this theme area provides future R&D policy to meet the emerging challenges. The important research areas of this theme include research resource allocation, priority-setting and impact assessment, assessing efficiency of modern inputs (water, agro-chemicals, hybrids, etc), yield gap, IPR, biotechnology, and biodiversity. The theme also undertakes inter-country comparisons on advances in technologies for prioritizing. Objective 2: This objective focuses on policy research on improving resource use efficiency, saving and conserving natural resources, and rehabilitate degraded natural resources. It covers areas related to status of natural resources like soil and water, factors causing degradation of natural resources, and assessing feasibility of technological options to overcome the problems in conserving natural resources. More specifically, impact assessment, trade-offs between productivity growth and sustainability, environment-adjusted costing of technologies, coping strategies to degradation of natural resources, biofuel and food security are some of the important research areas. Climate change and carbon trading are new emerging issues under this objective. Objective 3: This objective focuses on issues related to domestic markets, international trade, prices, distribution and value addition. The main research areas under this theme include marketing of farm products, international trade, market reforms, WTO, supply chain development, demand and supply projections, input markets, market intelligence, incentive structure etc. Understanding processes and implications of innovative institutions on smallholders are also covered under this objective. It covers traditional and innovative institutions in entire supply chain from production to consumers. The research programmes are targeted towards seed, credit, insurance, technology and information systems on input delivery side. On output delivery side, important areas related to contract farming, cooperatives, farmers companies, etc. Objective 4: Agricultural growth is driven by technologies, policies, incentive structures, investment and resource endowments. Agricultural growth and development needs to be studied in long-run perspective emphasizing farm and non-farm linkages, structural changes in agriculture and other adjustment process. The research areas under this objective include future sources of growth, risk in agriculture, constraints and opportunities of agricultural diversification, investment and subsidy in agriculture, investment priorities, and role of infrastructure in poverty alleviation. 13 Objective 5: This objective involves training of social scientists, particularly economists working in the Indian NARS, comprising ICAR institutes, SAUs and agricultural colleges of DUs and general universities on agricultural economics and policy research. Objective 6: This objective deals with efforts towards enhancing the participation of ICAR in policy debates and decision. ICAR heavily relies on input from NCAP for various decisions related to R&D. The Centre undertakes the responsibility of assisting Council, by organizing policy debates, meeting, seminars, workshops, policy communications, etc. on various contemporary and emerging issues on agriculture regularly. Besides ICAR, a large number of other Ministries like Food, Finance, Commerce, Fertiliser, etc. are using the input provided by this Centre for policy decisions. Page 13 of 16

14 Section 5: Specific Performance Requirements from other Departments Availability and quality of data from various database provided by government and other sources is necessary to do the appropriate policy analysis and come out with a meaningful and relevant policy suggestions from the studies undertaken by NCAP. Support of funding agencies other than ICAR like International Food Policy Research Institute, Washington D.C., on timely release of funds and technical collaboration is necessary to complete some of our research activities in time. Executing the primary survey based studies require support and cooperation from the concerned field officers of state development departments, civil societies, farmers and other stakeholders for smooth and easy collection of data in time for further analysis and conclusion at NCAP. Success of capacity strengthening programmes conducted by NCAP depends on cooperation from SAUs and other institutions in deputing the relevant professionals with adequate support in time.
