4 th Organic Innovation Days Brussels 27 November 2018 Innovation in organic farming: Opportunities in Horizon Europe and CAP Nathalie Sauze-Vandevyver Director Quality, Research and Innovation, Outreach DG Agriculture and Rural Development

1. Context and challenges 2. H2020, CAP and EIP-AGRI, 3. Future of CAP and Horizon Europe

The organic sector a (European) success story Steadily growing sector: area doubled in relation to 2002 and increased by 63% in decade Currently about farms across Europe, trend increasing while consolidation of conventional agricultural holdings in EU-28 Value of organically grown products doubled in the last decade: more than 30 bn in Organic surface in million ha European Union 11.9 Million ha (2016) Organic retail evolution Europe EU28

Challenges for the organic sector in Europe The average share of organic farmland is at about 6% and differs significantly depending on sector and countries (e.g. 21% in AT, 14% IT, 7% DE, 3% NL) Consumption of organic products is unevenly distributed across the EU Increases in area devoted to organic farming slowing down and in some Member States the area is even declining Organic production is lagging behind the growth of the organic market (e.g. from sales of organic products grew by about 50% while organic farmland only grew by 19%). Consumer demand to be met by imports: need for equivalence in standards New organic regulation resulting in increased need for organic seed, organic varieties and other inputs

H2020, CAP and EIP-AGRI

The current European context for organic farming, research and innovation EU Organic Regulation Common Agricultural Policy (CAP) and Common Fisheries Policy (for organic aquatic production) European Research Framework Programme (Horizon 2020) European Innovation Partnership EIP AGRI

EIP AGRI: Bridging research and practice European level By 2020: 1bn allocated to 180 MAA projects 50% newcomers Interactive innovation Networks Focus Groups Knowledge repository Regional level Common Agricultural Policy Operational groups (OGs) in Rural Development Programmes 25% of OGs addressing organic farming and agroecology

A strategic approach to EU agricultural research & innovation Five priorities Systems approaches 1/3 Grants Socio-economic research 30% SSH 2/3 value chain approaches New approaches and infrastructure Using information technologies + Cross-cutting Engaging with society

Research supporting the organic sector 7 "organic" projects + 1 ERA-NET 35 m EU funding > 150 partners More than 20 projects relevant to organic farming and agroecology amounting to 100m e.g. on seeds, breeding and critical inputs > 20 EU MS + assoc. and int. partners A dynamic web of activities and approaches!. e.g. on diversification, integrated weed management, N-P-C cycling, animal welfare, genetic resources, plant health, functional biodiversity, legumes, permament grasslands, plant-soil interactions

On-going Horizon 2020 projects for the organic sector LIVESEED EcoBreed BRESOV Organic Plus RELACS OK NET-Arable Improve performance of organic agriculture by boosting organic seed and plant breeding efforts across Europe Increasing the efficiency and competitiveness of organic crop breeding Breeding for Resilient, Efficient and Sustainable Organic Vegetable production Pathways to phase-out contentious inputs from organic agriculture in Europe Replacement of Contentious Inputs in organic farming Systems Organic Knowledge Network Arable OK NET-EcoFeed Organic Knowledge Network on Monogastric Animal Feed CoreOrganic The organic sector is also part of: Coordination of European Transnational Research in Organic Food and Farming Systems Cofund an many others.

The future CAP & Horizon Europe

Scaling up synergies between future policies on research (Horizon Europe) and agriculture (CAP) CAP post bn allocated to R&I on food, agriculture, rural development and the bioeconomy (under Cluster 5 on Food and Natural Resources) Innovation, impact and societal relevance firmly embedded into research activities Continued support to multi-actor approach, thematic networks and Agricultural Knowledge and Innovation Systems (AKIS) Knowledge, innovation, digitalisation of agriculture as cross-cutting objective CAP Strategic Plans at regional level requested to address AKIS and digital technologies as part of modernisation Main AKIS building blocks: o Farm advisory services o EIP AGRI, operational groups o CAP networks (EU, national, regional): knowledge exchange, set up of OGs

Art are a key part of an integrated approach supporting modernisation, innovation and knowledge flows Researchers Advisers Education Businesses FARMER AT THE CENTER of the integrated approach to support modernisation, innovation and knowledge flows Organisations Media

Integrated approach on modernisation, innovation and knowledge flows: Overview of relevant provisions Art 5 Cross-cutting objective of modernisation, knowledge sharing, innovation and digitalisation Art 102 Modernisation: CAP Plans: AKIS/advisory services/ networks and digitalisation Art 114 European Innovation Partnership (EIP) Interactive innovation Tools Art 71 Cooperation: Funding of EIP Operational Groups Art 72 Funding for knowledge exchange & information Art 13 Advisory services/innovation support Art 113 CAP networks including on fostering innovation and knowledge exchange

Clusters Horizon Europe: evolution not revolution Support the creation and diffusion of high-quality knowledge Strengthen the impact of R&I in supporting EU policies Foster all forms of innovation and strengthen market deployment Optimise the Programme s delivery for impact in a strengthened ERA Pillar 1 Open Science European Research Council Marie Skłodowska-Curie Actions Infrastructures Pillar 2 Global Challenges and Industrial Competitiveness Health Inclusive and Secure Society Digital and Industry Climate, Energy and Mobility Food and natural resources Joint Research Centre Pillar 3 Open Innovation European Innovation Council European innovation ecosystems European Institute of Innovation and Technology Strengthening the European Research Area Sharing excellence Reforming and Enhancing the European R&I system
