1 JOB DESCRIPTION Job title: Work unit: Location: Reporting to: Direct report: Purpose of the role: THEMATIC COORDINATOR FOR AGRICULTURE AND FORESTRY PROTEGE PROJECT Climate Change and Environmental Sustainability Programme (CCES) Nouméa PROTEGE project manager None Date: December 2018 The Thematic Coordinator for Agriculture/Forestry coordinates all the activities of the PROTEGE project implemented on the Expected Result No 1 (agriculture and forestry). Organizational Context and Organization Chart PROTEGE is an integrated project aimed at reducing the vulnerability of human and natural systems to the impacts of climate change by increasing adaptability and resilience. It also targets activities for the sustainable management, conservation and use of biological diversity and its components as well as water resources. It is financed by the 11th European Development Fund (EDF) for the benefit of the territories of French Polynesia, New Caledonia, Wallis & Futuna and Pitcairn, over a period of 4 years. In the face of climate change, the overall objective of the project is to build a sustainable and resilient development of the economies of the Overseas Countries and Territories (OCTs) building upon biodiversity and renewable natural resources. The first specific objective aims to enhance sustainability, climate change adaptation and autonomy of the key economic activities in the primary sector. It is broken down into two expected results: Expected Result 1: The agro-ecological transition is carried out for agriculture, in particular organic farming, adapted to climate change and respecting biodiversity; forest resources are managed in an integrated and sustainable way. Expected Result 2: The reef resources and aquaculture are managed in a sustainable manner, integrated and adapted to island economies and climate change. The second specific objective is to enhance the security of ecosystem services by preserving water resources and biodiversity. It is broken down into two expected results: Expected Result 3: Water is managed in a way that is integrated and adapted to climate change Expected Result 4: Invasive alien species are managed to enhance the protection, resilience and restoration of ecosystem services and terrestrial biodiversity. 2 This project has an overall budget of EUR 36 million for the period , of which EUR 30.5 million is implemented by the Pacific Community (SPC) as the main implementation and coordination organisation and EUR 5.5 million by SPREP, the codelegatee. The language of the project is French. Key Result Areas (KRAs): The position of Thematic Coordinator for Agriculture/Forestry of the PROTEGE project includes the following main functions or key result areas: Monitors and coordinates the activities of the KRA1 at the level of the 4 OCTs, including the reporting and follow-up of the contractual and administrative components Facilitates exchanges between the different stakeholders of the KRA1 within each OCT in coordination with the territorial Coordinator and the lead Animates and coordinates inter-octs network for the KRA1 Ensure synergy and integration of the project results with the projects and Agriculture/forestry Pacific networks A general description of the skills required in the above areas of intervention is provided below. Jobholder is accountable for 1- Development and management of the project, in collaboration with the project team and the KRA1 leaders ( chefs de file ) In connection with and with the support of the KRA1 leaders, territorial coordinators and SPC LRD (Land and Resources Division), carry out an inventory, identify the actors, draw up the action plans (annual and multiannual), draw up the logical framework, the project monitoring and evaluation process and any other strategic plan relating to the implementation of the project KRA1 and in accordance with the objectives of the project. 3 For the KRA1, supports the administrative and financial follow-up of the implementation of the plans, activities and budgets of the project operators and partners in accordance with the requirements of the CPS and the donor For the implementation of the KRA1 : identifies the partners, proposes appropriate contractual arrangements and monitors their implementation, in relation to the CPS divisions, KRA1 leaders and the territorial coordinators of the territories Coordinates, supervises and ensures the involvement of KRA1 stakeholders, operators, partners and leaders, in accordance with the requirements of SPC and the donor Participates, with its technical input on agriculture and forestry, in the preparation of project activity reports for the KRA1 Supports the territorial coordinators for the organisation of EU-funded evaluations Provide recommendations to use external inputs and to mandate specialized consultants or technicians from LRD/SPC and contributes to the drafting of the terms of reference of consultants, if applicable Organise the technical assessments planned for the project Supports the Project Manager for the implementation of the thematic activities in Pitcairn 2 -Strategic expertise and coordination of regional cooperation between territories and with the region Coordinates and provides strategic expertise on the 5 axes of the activities of the KRA1 for the project: - Development of sustainable agro-ecological systems and organisation of the transfer to farmers networks - Coordination of management policy integrated forest and agro-forestry management policy by massif - Structuring and sustaining the sectors of organically certified products from the wood and coconut sectors - Integration of agro-ecology products into pacific food systems - Set up a sustainable regional platform for technoeconomic exchanges Ensures good integration of the activities of the 3 KRA1 leaders in the project, working closely with the 3 territorial technical coordinators recruited by the latter in New Caledonia, French Polynesia and Wallis and Futuna Impulse and organises cooperation, dissemination of information and comparative analysis among the 4 OCTs for all activities carried out under the KRA1 Organise all the regional activities of the project on the topic (seminar, regional workshops, calls for projects, Administrative and financial follow-up is ensured The partners are identified and the arrangements for implementing the project are in place Technical coordination of all partners is ensured Project activity reports are provided Assistance by territorial coordinators is ensured Consultants are mandated Assessments are organised The project manager is assisted at his/her request Technical and strategic expertise is provided for the proper implementation of the project The activities of the main members are coordinated The 4 OCTs work in close cooperation and cooperation is optimal.
