4 Introduction Following endorsement of the Regional animal welfare strategy for Asia, the Far East and Oceania (RAWS) in May 2008, an Implementation Working Group (IWG) was set up, consisting of seven regional countries, two international organisations and representatives from industry. This document presents the broad-based implementation plan that was drafted by the IWG at a workshop, hosted and funded by the Australian Government Department of Agriculture, Fisheries and Forestry (DAFF), in Bangkok, Thailand, in November 2008 to discuss coordination mechanisms and endorsement procedures for the RAWS. The IWG recognises that implementation of the RAWS will take many years and require significant and ongoing efforts by all parties. The draft RAWS implementation plan will be submitted to the World Organisation for Animal Health (OIE) Regional Commission for Asia, the Far East and Oceania and the OIE International Committee for endorsement at the OIE General Session in May This document discusses the implementation process and key factors needed for successful implementation of the RAWS, and provides the draft implementation plan of the RAWS proposed by the IWG. Background Following agreement between DAFF and the OIE, an inaugural animal welfare workshop was held in Bangkok, Thailand, in November 2007 to: - discuss OIE guidelines for animal welfare from an Asian perspective, drawing on Australian experiences on animal handling and welfare - consider the value of developing a regional strategy to facilitate the implementation of the guidelines. Thirty-seven participants from twelve countries in Asia, the Far East and Oceania (the region) and three international organisations participated in the successful workshop. Participants represented government, industry, academia, the World Society for the Protection of Animals (WSPA) and the veterinary profession. The workshop explored ways to support the adoption of the OIE guidelines for animal welfare within the region and included discussions on the importance of public and stakeholder awareness and education; recognition that incremental approaches would be needed to implement better animal welfare practices; and recognition that collaborative working arrangements with others such as non-government organisations (NGOs), practitioners, industry and academic institutions were critical to success. Consistent with OIE policies, emphasis was placed on the value of having outcome-focused standards and guidelines adapted to the specific cultural, religious and socioeconomic circumstances of each country. The workshop endorsed nine recommendations that included supporting the development of a broad-based strategic plan to implement the OIE guidelines for animal welfare in the DRAFT RAWS Implementation Plan 4
5 region. With agreement of the OIE Regional Commission members, a writing group (consisting of six country representatives, WSPA and industry) drafted the RAWS. The RAWS was considered and endorsed by the OIE Regional Commission and the OIE International Committee in May The RAWS provides member countries with general guidance to help improve the welfare of animals through a range of activities such as education, regulation and research, and development. The strategy also recognises the current activities of governments, industry and NGOs to improve animal welfare and develop sustainable production systems. It also includes strong linkages with climate change or variation and animal health and welfare, One Health 1 and the United Nations Millennium Development Goals. 2 The development of a practical and applied implementation process of the RAWS strategy and the ongoing support of governments, welfare organisations, practitioners, scientists and industry are necessary to the success of the RAWS. Implementation process The implementation process of the RAWS will be managed by an Interim Secretariat, funded and managed by the Australian Government Animal Welfare Branch. The Interim Secretariat will finalise the implementation plan in consultation with the IWG by early March 2009 before submitting it to the OIE General Session for endorsement in May The Interim Secretariat will also develop an inventory of possible sources of funding and resources, compile an events calendar and keep workshop participants and other key players informed of developments. The IWG will recommend to the OIE Regional Commission and OIE International Committee that a Regional Animal Welfare Coordination Group (RAWCG) be established to drive, monitor and evaluate the implementation of the RAWS. The IWG recommends that the RAWS implementation plan be adapted into country plans with assistance, if necessary, from the OIE and the RAWCG. The individual countries will be responsible for taking the implementation plan forward and implementing it in their country. It is recommended that individual countries will establish an animal welfare committee to drive the implementation of their country plan and report progress to the RAWCG, who will report to the OIE Regional Commission or OIE Central Bureau. OIE focal points will be critical to the success of the RAWS implementation, as they will be the main link between OIE and the member country for reporting and monitoring the implementation progress. The OIE Regional Representation for Asia and the Pacific will host a regional animal welfare workshop in This workshop will discuss and refine the RAWS and implementation arrangements DRAFT RAWS Implementation Plan 5

Implementation plan The following implementation plan has been drafted from a regional perspective. The purpose of the plan is to provide direction for improvement in the welfare of animals through a range of activities such as education, regulation and research and development. The plan aims to develop a sense of ownership for regional governments and support the implementation of existing OIE guidelines for animal welfare and related objectives. It provides a road map for the development of future animal welfare policies and helps member countries establish priorities that are consistent with the goals of the RAWS. The implementation plan takes into consideration the range of cultural, religious, environmental and socioeconomic conditions in the region and helps facilitate access to resources, including technical expertise, scientific information and funding. It also helps to develop partnerships to undertake collaborative activities with stakeholders and partner organisations. The RAWS implementation plan will be of great benefit to member countries. It can provide a clear regional direction on animal welfare, and will help support good animal health and welfare through improved animal handling and care by animal owners. 7 Goal 1 1 Promotion and achievement of a high level of understanding and awareness of animal welfare in the region through effective coordination, communication, education and training. To promote ownership of the strategy by all member countries of the region. 1.1 Publicising the existence of the strategy, and of welfare legislation, codes, standards, etc., using appropriate tools and mass media. Where necessary, these should be translated into national languages for clarity and understanding. 1.2 Involving religious leaders and authorities, as well as leading public personalities, in the implementation of animal welfare programs. To facilitate the development or improvement of legislation within member countries. 1.1 Reviewing existing and new animal welfare laws with reference to OIE guidelines. 1.2 Promoting a harmonised approach to the development or improvement of animal welfare codes of practice across all member countries.
