Already the impacts of climaterelated weather anomalies are manifest in reduced agriculture productivity, in crop losses, in flood and landslide related damage to infrastructure and in increased uncertainty for farm based livelihoods. In order to address climate change adaptation issues, Ministry of Disaster Management, in collaboration with UNDP implements Strengthening the Resilience of Post Conflict Recovery and Development to Climate Change Risks in Sri Lanka project. The project is funded by the Special Climate Change Fund of the Global Environmental Facility (GEF) and aims to build adaptability to climate change into the design and implementation of government development programmes. Building resilience in rural development programmes to current and projected climatic change will include developing institutional capacities to assess risk, designing appropriate interventions and implementing adaptation actions with community participation. The climate change adaptation actions are implemented in the areas of minor irrigation development, agriculture development and village development planning in collaboration with a range of government institutions including the Department of Agrarian Development and Provincial Department of Agriculture- North Western Province. To this effect, the United Nations Development Programme (UNDP) and the Ministry of Disaster Management wishes to procure the services of the following national consultants on a priority basis. The project will work with a range of technical partners such as the Department of Agrarian Development, Provincial Department of Agriculture, Irrigation, Livestock, and Disaster Management Centre. Provincial Department of Agriculture implements the regular agriculture development program in North Western Province. Despite the contribution of regular agriculture development program for the national agriculture production, there is a need of finding solutions for climate and disaster related challenges for the development of agriculture sector. For this purpose, Provincial Department of Agriculture (PDOA NWP) and the Ministry of Disaster Management are planning to jointly pilot Climate and Disaster Resilient Agriculture Development program in North Western Province with the support of UNDP under 2

4 Strengthening the Resilience of Post Conflict Recovery and Development to Climate Change Risks in Sri Lanka Project (CCAP) over a period of one year. The objective of this program is to pilot test the climate and disaster resilient agricultural practices, farming systems and technologies with the purpose of upscaling the same through the Provincial Department of Agriculture in the future. Improving the farmers adaptive capacity, improving the agricultural extension services for climate and disaster resilient agriculture development, development of climate and disaster resistant seasonal calendars, facilitation and development of markets, increasing the farmer income and reducing the coconut land fragmentation for human settlements, improving agriculture practices in tank catchment areas, reducing soil erosion and increasing water and land use efficiency are some of the integral aspects of the proposed climate and disaster resilient agriculture development pilot program. Specifics of tank cascade system and CCAP project interventions in minor irrigation sector, externalities and opportunities of Daduru oya rehabilitation project, Daduru oya and Mi Oya river basin hydrology, will be considered to select the agriculture pilot sites. B. SCOPE AND OBJECTIVES The scope of the work is the field coordination to implement the set of agriculture development interventions in order to achieve the climate change adaptation objectives in agriculture development. C. DURATION OF THE CONTRACT: 12 months D. CONSULTANT S RESPONSIBILITIES: 1. The consultant shall submit a brief financial proposal to carryout following activities; Liaise with selected farmers and promote the improvement of the Land and water use efficiency of perennial farm lands by intercropping with commercial fruit crops and tuber crops Liaise with selected farmer groups and beneficiaries and promote control of soil erosion in the human settlements in the catchment areas by improving home gardening vegetation cover and establishing contour bunds Liaise with PDOA NWP to construct run off water harvesting tanks (pathas) and micro irrigation systems Liaise with PDOA NWP to implement traditional paddy farming programme and Parachute paddy farming programme. Facilitate farmer training programmes on specific agricultural technologies, practises, farming systems that are relevant for climate change adaptation Mobilize the farmers to adopt new agricultural practices, farming systems and technologies that are relevant for climate change adaptation Liaise with PDOA NWP to select the agricultural project sites considering the development induced disasters, hydrology of Daduru oya and mi oya basins, trans basin canal, inundation 3

5 areas of Daduru oya reservoir and other development induced externalities and opportunities and climate change adaptation requirements. Develop and implement data collection and recording system with the PDOA NWP on the agriculture development interventions Coordinate AIs to provide agriculture extension for nature farming, disaster and climate resilient agriculture development and on the job technological trouble shooting facilities Work closely with selected private sector agribusiness companies to facilitate buy back guarantee for commercial fruit crops including pomegranate, guava, passion fruits, Pineapple and Mango. Ensure climate change adaptation aspects in cluster based models in agriculture development actions Work closely with government and private sector stakeholders in order to establish a farmers market for vegetable in Kurunegala with a suitable certification system. Facilitate to establish fruit and vegetable supply chains with climate change adaptation and mitigation with private and government sector stakeholders Coordination with private and government sector stakeholders to establish alternative low cost ecological certification system 2. The Consultant shall make his/her own arrangements for food and lodging in the site. E. UNDP RESPONSIBILITIES: 1. UNDP shall facilitate a field programme for the consultant to familiarize with the selected tanks and farmer organizations 2. FINANCIAL PROPOSAL All Inclusive lumsum Fee: LKR ( ) Amount in words: (Rs. ) Note: Payments will be based on invoices on carry out the duties/responsibilities i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her All Inclusive Lump Sum Fee. The financial proposal should include his/her consultancy and professional fee, honorarium, communication cost such as telephone/internet usage, printing cost, return travel from home to office, ad hoc costs, stationery costs, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. The UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. For an Individual Contractor who is of 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. J. BACKGROUND UNDP is the UN s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges. Climate change threatens the sustainability of major development programmes implemented by the government of Sri Lanka. Already the impact of climate related weather anomalies is manifest in reduced agriculture productivity, in crop losses, in flood and landslide related damage to infrastructure and in increased uncertainty for farm based livelihoods. In order to address climate change adaptation issues, Ministry of Disaster Management, in collaboration with UNDP implements Strengthening the Resilience of Post Conflict Recovery and Development to Climate Change Risks in Sri Lanka. The project is funded by the Special Climate Change Fund of the Global Environmental Facility (GEF) and aims to build adaptability to climate change into the design and implementation of government development programmes including Divi Neguma. Building resilience in rural development programmes to current and projected climatic change will include developing institutional capacities to assess risk, designing appropriate interventions and implementing adaptation actions with community participation. The project will work with a range of technical partners such as the Department of Agrarian Development, Department of Agriculture, Irrigation, Livestock, and Disaster Management Centre. It is observed that the water sector is vulnerable due to the climate risks such as change of rainfall, temperature etc. The capacities of watersheds, natural and manmade tanks and other irrigation systems shall fulfil the water requirement of the communities especially farming communities in long dry periods 16

18 and also cope with floods caused by extreme rainfall. In this backdrop the project plans to rehabilitate cascade systems in Kurunegala and Puttalam districts. B. SCOPE AND OBJECTIVES During the year 2016, the project plans to rehabilitate following irrigation schemes Full rehabilitation of 16 minor irrigation schemes that were de silted during year 2015 Completed the unfinished works of 15 minor irrigation tanks rehabilitated during year This includes completing the unfished head works of Plaugahawewa tank and Kudathammanwa tank and complete the command areas development works of 15 tanks Full rehabilitation of 3 additional tanks The scope of the work is to field manage the pre construction phase, construction phase and post construction phase activities in order to implement the rehabilitation works according to the ICTAD specifications for irrigation and land drainage. C. DURATION OF THE CONTRACT: 10.5 months D. CONSULTANT S RESPONSIBILITIES: 1. The consultant shall submit a brief financial proposal to carryout following activities; a) Carry out the pre construction phase activities with the guidance from lead consultant Engineer a. To conduct the preliminary investigations and operational studies of the selected 3 tanks for rehabilitation with special emphasis for climate change adaptation b. Awareness creation of the farmer organizations of 34 minor irrigation schemes c. To conducting ratification meetings with farmer organizations of 34 minor irrigation schemes and ensure that the requirements of the farmers and climate change adaptation considerations are sufficiently included in the rehabilitation designing d. The consultants shall liaise with the District Office of the Department of Agrarian Development to make 3 tanks empty at the right time so that the surveyor can carry out the surveying works e. Assist the surveyor to deploy in the ground and familiarize with the site f. Liaise with surveyor to form the basis for the survey based on the Preliminary Investigation Report of 3 tanks g. Assist the surveyor to complete the remaining downstream surveying works where necessary h. Develop parameters for rehabilitation designing with the lead consultant b) Overall field manage the construction phase by carryout following activities; a. Make 34 tanks ready for the contractors/ farmer organizations to commence the construction works i. The consultants shall liaise with the District Office of the Department of Agrarian Development to make balance 18 tanks empty at the right time in order to carry out the rehabilitation works. 17

19 ii. Identify the silt dumping place through farmer organizations without blocking the drainage lines iii. Identify the soil borrowing pits by conducting proctors test iv. Mark the desilting areas and depths on the tank beds b. Obtain work programmes from the contractors c. Facilitate the contractors to commence the construction works without delays i. Facilitate to setting out of the rehabilitation work with the Technical Officers and contractors ii. Show the borrow pits and desilting areas with depths to contractors iii. Ensure that all the contractors receive all the necessary documents, drawings, structural designs before the commencement of the constructions work d. Facilitate the contractors to carry out the rehabilitation works without any delays and issues i. Monitoring that the construction works are carried out according to the approved work programme without delays and deviations e. Establish a proper measure and pay system with the support of lead consultant i. Guide the Quantity Surveyor and Draftsmen to measure the work done to make the payments without any delays f. Ensure quality assurance of the construction works according to the ICTAD specifications for irrigation and land drainage i. Continuously monitor the process to early identification of the mal practices leading to quality issues ii. Immediately address the mal practises leading to quality issues without iii. waiting to quality testing stage Ensure proper and continuous monitoring and quality assurance in order to ensure that the payments are not delayed due to quality issues g. Ensure maintenance of the quality standards and certify the payments for the construction works without delays h. Liaise with key stakeholders to ensure the proper field management of the construction phase activities i. Maintain good relationship with the Department of Agrarian Development and ensure followings; 1. Contractors receive necessary technical services through the Technical Officers of the Department of Agrarian Development 2. Payments are authorized by the Department of Agrarian Development without any delays ii. Maintain good relationship with other stakeholders including forest department i. Mobilize farmers organizations in order to ensure their active and meaningful participation of the irrigation rehabilitation project works j. Solve dispute in such a way that the rehabilitations works are continued in a rapid mode without any delays without compromising the quality of the work while maintaining good relationship with all the key stakeholders k. Ensure pleasant, professional and safe working environment free from any kind of harassments l. Certify the payments of the construction works 18

20 c) Field manage the post construction phase activities a. Overall field manage the defects and liability period of the rehabilitated schemes by carrying out following activities; i. Organize initial stakeholder meetings for each rehabilitated schemes 2 months after the completion of the work with the participation of Regional Engineer and relevant Technical Officer of Department of Agrarian Development, Contractor and farmer Organization to discuss and agree on followings; 1. Present the work done to the farmer organization and make them fully understand the completed scope of work 2. Collect if there are any complains of the completed work 3. Provide opportunity to all the members of the farmer organization to come up with complains and suggestions if any 4. Evaluate the complains on engineering and technical perspective with DAD technical staff and explain the farmer organization the validity of the complains 5. Agree on ideal remedial measures to rectify and issues of the construction work with the contractor 6. Instruct the contractor in written the due works to be carried out during the defects and liability period that are identified through above process b. Field monitoring during the defects and liability period i. Agree on a work plan with contractors to carry out the repair and rehabilitation works during the defects and liability period ii. Technical supervision of the repair and rehabilitation works during the defects and liability period c. Assist farmer organizations to settle any disputes d. Organize final stakeholder meetings for each rehabilitated scheme with the Regional Engineer and relevant Technical Officer of Department of Agrarian Development, Contractor and farmer Organization to review the repair and rehabilitation progress of planned activities during the defects and liability period e. Ensure planned repair and rehabilitation activities of defects and liability period are completed f. Obtain the written consent of the farmer organizations that the rehabilitation work is complete up to the expected level g. Prepare completing reports and recommend to release/ not to release the retention money of the contractors 2. The consultant shall arrange his food and lodging facilities in the site on his/her own h. Provide inputs to lead consultant in order to develop the irrigation development management plan. d) Overall field manage the construction phase by carryout following activities; a. Make 15 tanks ready for the contractors to commence the construction works i. Ensure that the 15 tanks are made empty on time in order to commence the construction works ii. Identify the silt dumping place through farmer organizations iii. Identify the soil borrowing pits by conducting proctors test iv. Mark the desilting areas and depths on the tank beds 19

21 b. Facilitate the contractors to commence the construction works without delays i. Facilitate to setting out of the rehabilitation work with the Technical Officers and contractors without delay ii. The consultant shall solve issues in the field and provide monthly updates on the progress of the work to the Technical Coordinator of UNDP 4. The consultant shall arrange his/ her food and lodging in the site on his/her own 20

22 E. UNDP RESPONSIBILITIES; 4. UNDP shall provide field transportation facilities to the consultant F. EXPECTED OUTPUTS 1. Quality assurance of the irrigation construction work is in place according to the ICTAD specifications for irrigation and land drainage 2. Farmer organizations are actively involved and technical support of the Department of Agrarian Development is in place to implement the irrigation rehabilitation work 3. Real time technical support and guidance is available for all the contractors 4. Payments are made on time for all the contractors, issues are solved and construction works is successfully complete according the agreed time frame No Deliverable Payment 1 Pre construction phase 1.1 Preliminary investigations and operational studies of the selected 1 st instalment tanks for rehabilitation with special emphasis for climate change 20% of the total payment shall be adaptation are completed 1.2 Awareness creation of the farmer organizations of the selected 34 irrigations schemes are conducted 1.3 Rehabilitation designing parameters are available tanks are made empty at the right time so that the surveyor can carry out the surveying works 1.5 Full scope of the work including BOQs, Designs, drawing approved by DAD are available for all the relevant tanks tanks are made empty at the right time in order to carry out the rehabilitation works. 1.7 Ratification meetings are conducted with farmer organizations of 34 minor irrigation schemes and the requirements of the farmers and climate change adaptation considerations are sufficiently included in the rehabilitation designing tanks are ready for the contractors/ farmer organizations to commence the construction works 2 Construction phase 2.1 All the contractors received all the necessary documents, drawings, structural designs before the commencement of the constructions work 2.2 Work programmes are obtained from all the contractors 2.3 Contractors mobilized in the site 2.4 Setting out of all the tanks are complete 2.5 Silt dumping places are identified through farmer organizations without blocking the drainage lines and indicated to the contactors 2.6 Desilting areas and depths are marked on the tank beds paid upon completion of deliverable 1.1, 1.2, 1.3, 1.4 and nd instalment 8% of the total payment shall be paid upon completion of deliverable 1.6, 1.7 and rd instalment 20% of the total payment shall be paid upon completion of deliverable 2.1, 2.2, 2.3, 2.4, 2.5, 2.6, 2.7, 2.8 and

23 2.7 Soil borrowing pits are identified by conducting proctors test and indicated to the contractors 2.8 Construction progress monitoring monthly reports are available 2.9 First instalment is paid for the contractors 2.10 Second instalment is paid for the contractors 4 th instalment 20% 2.11 Final instalment is paid for the contractors of the total payment upon completion of deliverable 2.10 and Post construction phase 3.1 Organize work related data update to a database 5 th instalment 15% 3.2 Mobilize the farmer organizations to establish Kattakaduwa and of the total gasgommana payment up on 3.3 Tree planting programme and establish kattakaduwa and completion of gasgommana deliverable 3.1, 3.2 and Organize stakeholder meetings for all the completed schemes two months after the work completion in order to collectively identify the defects. These meetings shall be conducted with the participation of Regional Engineer and relevant Technical Officer of Department of Agrarian Development, Contractor and farmer Organization. 3.5 Spot testing to confirm the defects of relevant schemes 3.6 All the relevant contractors are instructed in written the due works to be carried out during the defects and liability period 3.7 Field monitoring during the defects and liability period 3.8 Final stakeholder meetings are organized for all the tanks with the Regional Engineer and relevant Technical Officer of Department of Agrarian Development, Contractor and farmer Organization to review the repair and rehabilitation progress of planned activities during the defects and liability period 3.9 Farmer organizations provide written consent of the that the rehabilitation work is complete up to the expected level where appropriate 3.10 Completion reports are produced and recommend to release/ not to release the retention money of the contractors 6 th instalment 17% of the total payment up on completion of deliverable 3.4, 3.5, 3.6, 3.7, 3.8, 3.9 and
